Paris Municipal Band Commission
A meeting of the members of the Paris Municipal Band Commission was held on
Monday, March 17, 2003, at 12 noon, in the executive boardroom of the Lamar
County Chamber of Commerce.

The meeting was called to order by Vice Chairman Randy Bunch in the absence
of Chairman Edmond Castleberry.
As the first order of business, the minutes from the previous meeting held on
January 6, 2003, were unanimously approved as submitted on a motion by
James Brunette, seconded by Albert Nichol.
City Finance Director Gene Anderson outlined briefly the City of Paris'
purchasing procedures. Mr. Anderson was very gracious in assuring the
Commission that he will assist in reimbursing Band Director Tom Neugent for
expenses within the Band Commission budget and provide a tax exemption
certificate for use with purchases. Specific items discussed were new music,
more chairs and instrument repair.
On a motion by James Brunette, seconded by Albert Nichol, the Commission
authorized the purchase of 26 more chairs to accommodate band members
during performances. Terry Townsend will order the chairs from the same
vendor used the last time chairs were ordered.
Tom Neugent will also purchase no more than $1,000 worth of music to be used
this upcoming season.
Discussion was then held regarding the band director's taxes. Mr. Anderson
stated that the City of Paris paid the social security taxes for the previous band
director as he was considered as a part-time employee of the City. Upon his

employment, Mr. Neugent requested independent contractor status and therefore
no taxes would be paid on his behalf. Mr. Neugent acknowledged his
satisfaction with this arrangement.
Discussion regarding setting up and tearing down before and after band concerts
was discussed with Terry Townsend. It was agreed that these duties will be
handled as in the past, with the Band handling the arrangements.
Commissioners' terms were reviewed. Randy Bunch, Linda Suarez and Albert
Nichol are currently serving the last year of their two-year term. James Brunette
and Edmond Castleberry have one year remaining in their term. On a motion by
James Brunette, seconded by Albert Nichol, the commission unanimously voted
to recommend that Randy Bunch, Linda Suarez and Albert Nichol be reappointed
to another two-year term at the end of this one. James Brunette stated that
neither he nor Edmond Castleberry will seek reappointment once their terms
expire.
The next meeting of the Paris Municipal Band Commission will be held on
Thursday, May 15, 2003 in the Chamber of Commerce executive boardroom at
12 noon.
There being no further business, the meeting was adjourned at 1:00 p.m.
