The meeting was called to order at 2:00 PM. Mr. Denney called roll and a quorum was present. The two
guests were recognized.
Item One: The meeting was called to order by Mr. Starrett at 2:00 PM.

Item Three: Guests in the audience were recognized.
Item Four: Mr. Starrett presented two examples of historic preservation commission rules, from the
cities of Fort Worth and Grapevine for the commission's study. Mr. Starrett recommended that a
three-member committee be appointed to study these two examples and make recommendations to the
commission for future adoption. Mr. Starrett recommended that Ms. Ann Rogers, Ms. Sue Lancaster,
and Mr. Paul Denney serve on this committee. He entertained a motion to this effect. This motion was
made by Ms. Wilson and seconded by Ms. Rogers. Motion carried. It was Mr. Starrett's desire that this
committee report to the December meeting.

Items Five & Six: Review of the 1984_1985 Historical Survey and action on Historic District
designations.
It was noted that the 1984-1985 historical survey prepared originally for the Paris, Texas Main Street
program by the Architexas firm originally proposed three historic districts, namely, the Church
Street/South Main Street Historic District, the Pine Bluff Historic District and the Downtown Commercial
llistoric District. Discussion followed. Mr. Starrett felt that the Church Street District should be
extended farther south. It was also mentioned that the Pine BluffDistrict should be extended farther
west. After discussion ended, Mr. Denney made a motion that the commission adopt the original three
historic districts with the option to expand these districts, in particular the Church Street District and the
adoption of a fourth district in the southwest quadrant of the City, exact boundaries to be determined.
Ms. Norment seconded the motion. Motion carried. This motion was later amended by Mr. Denney as
follows: To propose adoption of the 1985 Architectural and Historic Resource Survey of Paris, Texas
and its original three historic districts (Downtown Commercial District, Churctv'South Main Historic
District and Pine Bluff Historic District). Ms. Norment seconded the amendment and the amended
motion passed.
Mr. Starrett appointed a taskforce to study potential historic district boundaries. This task force will be
chaired by Ms. Lancaster and shall include the following members: Mr. Denney, Ms. Norment, and
Ms. Wilson.
Item Seven: It xvas noted that there are four potential funding sources for Historic Resource Sarveys:
The National Park Service, The National Trust for Historic Preservation, The Texas Historical
Commission, and Preservation Texas. After some discussion, it was agreed that Mr. Starrett would call
Mr. Ron Emrich for his input on the possible solicitation of survey preparation proposals. The motion to
authorize this action was made by Mr. Denney and seconded by Ms. Norment. Motion carried.
A motion was made that Mr. Starrett & Ms. Wilson take the following actions regarding the Historic
Resource Survey:
A) Determine potential funding sources.
B) Determine sources of matching monies.
C) Report back with a list of potential grant sources and information regarding matching grant
SOUrCeS.
D) Research matching grant sources.
This motion was made by Mr. Denney and seconded by Ms. Lancaster. Motion carried.
Item Eight: Motion was made by Mr. Dcnney to adjourn. This motion was seconded by Ms, Rogers.
Motion Carried.
