ORDINANCE NO.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, APPROVING THE SITE PLAN FOR A PLANNED
DEVELOPMENT DISTRICT-MEDICAL CENTER AND HOSPITAL (PD-d)
AND OFFICE CENTER (PD-f), PREVIOUSLY ESTABLISHED BY THE
ADOPTION OF ZONING ORDINANCE NO. 2000-038, FOR LOT 14D, CITY
BLOCK 259; MAKING OTHER FINDINGS AND PROVISIONS RELATED
TO THE SUBJECT; REPEALING ALL ORDINANCES OR PARTS OF
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, the City Council of the City of Paris, Paris, Texas, has previously adopted
Ordinance No. 2000-038, adopted August 14, 2000, establishing a Planned Development
District-Medical Center and Hospital (PD-d) and Office Center (PD-f) on Lot 14D, City Block
259, as described in the aforesaid ordinance; and,
WHEREAS, the City Council desires to approve the site plan for said Planned
Development District as shown on Exhibit A, attached hereto; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1. That the findings set out in the preamble to this ordinance are hereby in all
things approved.
Section 2. That the site plan, including the drainage plan, for Lot 14D, City Block 259,
located in the 2900 block of Pine Mill Road, attached hereto as Exhibit A, be, and the same is
hereby, approved.
Section 3. That all ordinances or parts of ordinances in conflict herewith are hereby
expressly repealed to the extent of said conflict only.
Section 4. That this ordinance shall become effective on June 1, 2003.

CITY OF PARIS, PARIS, TEXAS, AND CHANGING THE BOUNDARIES

WHEREAS, the City Council of the City of Paris, Paris, Texas, has previously received
a request for an amendment to the zoning ordinance of the City of Paris; and,
WHEREAS, the City Council has subsequently referred said request for amendment to
the Planning and Zoning Commission for its review and recommendation in accordance with the
City zoning ordinance and State law; and,
WHEREAS, the Planning and Zoning Commission did conduct a public hearing on said
proposed amendment to the City zoning ordinance and, following said hearing, made formal
recommendation to the City Council regarding said proposed change; and,
WHEREAS, the City Council of the City of Paris did subsequently conduct a public
hearing on the aforesaid proposed amendment to the City zoning ordinance, and having considered
the recommendations of the Planning and Zoning Commission and the testimony and evidence
introduced at said public hearing, found and determined that approving the aforesaid zoning
change would be consistent with the comprehensive plan of the City of Paris, consistent with the
City zoning ordinance, and in the best interests and to the benefit of the public health, safety, and
welfare of the citizens of the City of Paris; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1. That the findings set out in the preamble of this ordinance are hereby in all
things approved.
Section 2. That the boundaries heretofore established by the Zoning Map and Ordinance
No. 1710 of the City of Paris, Paris, Texas, be, and the same are hereby, changed, and that a
PLANNED DEVELOPMENT DISTRICT - MEDICAL CENTER AND HOSPITAL (PDd) AND
OFFICE CENTER (PD-f) be, and the same is hereby, established on PART OF LOT 14, CITY
BLOCK 259, on property belonging to H & W INVESTMENTS, so as to include in such
PLANNED DEVELOPMENT DISTRICT - MEDICAL CENTER AND HOSPITAL (PDd) AND
OFFICE CENTER (PD-f) the hereinafter described property, which was formerly and is presently
designated as a ONE-FAMILY DWELLING DISTRICT NO. 2 (SF-2), and that the boundaries
of said PLANNED DEVELOPMENT DISTRICT - MEDICAL CENTER AND HOSPITAL
(PDd) AND OFFICE CENTER (PD-f), be, and the same are hereby, established as follows:
SITUATED within the corporate limits of the City of Paris, County of
Lamar, and State of Texas, being a part of the Hiram Williams Survey #1003, and
being a part of tract 6 (being a part of Lot 14, City Block 259, plat not recorded)
as conveyed H & W Investments, by deed recorded in Volume 646, Page 681, of
the Deed Records of said County and State, and being more particularly described
as follows:
BEGINNING at a concrete marker (f) for corner in the north boundary line
of said tract 6 at the east boundary line of N. Collegiate Drive, said point being the
southwest corner of Lot 18, Block 3, Town North Estates #2, said Addition being
recorded in Envelope 218-B, Plat Records of said County and State;
THENCE along the easterly boundary line of said N. Collegiate Drive as
follows: South 13°23'27" West a distance of 56.62 feet to a capped (JMN-4025)

Road a distance of 191.51 feet to a capped (JMN-4025) iron pin (s) for corner;
THENCE South 89°42'46" East along the north boundary line of said Pine
Mill Road a distance of 57.61 feet to a capped (JMN-4025) iron pin (s) for corner
at the southwest corner of Sprin~lake Estates #4, said Addition being recorded in
Envelope 225-C of said Plat Records, said southwest corner of said Springlake
Estates #4, also being the southwest corner of a 20 ft. alley and utility ROW;
THENCE North 0°08'31" West along the west boundary line of said
Springlake Estates #4 and said ROW a distance if 817.61 feet to a capped (JMN-
4025) iron pin (s) for corner;
THENCE North 89037' 12" West at 271.84 ft. passing the southeast corner
of said Lot 18 and an el corner of said H&W tract 6, and continuing on a total
distance of 417.84 feet to the place of beginning and containing 15.4432 acres of
land, of which 0.8569 acres are contained in the proposed extension of Pine Mill
Road to N. Collegiate Drive, being located in the 2900 Block of E. Cherry Street.
Section 3. That the zoning herein granted is conditioned upon the submission of a Site
Plan in accordance with Section 8-302 of Ordinance No. 1710, which after full compliance with
the procedure established in Section 21 of said Ordinance No. 1710, must be approved by the City
Council prior to the issuance of any building permits.
Section 4. That the Chief Building Official of the City of Paris be, and he is hereby,
directed to change the Zoning Map of the City of Paris in accordance with the provisions of
Ordinance No. 1710 and the land use map accompanying the same, and in accordance with the
provisions of this ordinance.
Section 5. That any person violating any of the provisions of this ordinance shall be guilty
of a Misdemeanor, and, upon conviction, shall be fined in any sum not to exceed $2,000.00, and
each and every day's continuance of any violation of the above-enumerated sections shall
constitute and be deemed a separate offense.
Section 6. That all ordinances or parts of ordinances in conflict herewith are hereby
expressly repealed.
Section 7. That this ordinance shall become effective September 1, 2000.

convened, in the Council Chambers, City Hall, Paris, Texas, on this the 14th day of August,
