RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, REJECTING ALL BIDS FOR CONSTRUCTION OF A
RESTROOM, RESTROOM/CONCESSION BUILDING, GATEWAY
BUILDING, AND ENTRY SIGN (MASONRY, BUILDING, PLUMBING,
ELECTRICAL, AND ROOFING) AS PART OF THE OVERALL
COMPLETION OF PHASE I OF THE PARIS SPORTS COMPLEX
PROJECT; AUTHORIZING ADVERTISEMENT FOR NEW BIDS FOR SAID
CONSTRUCTION; MAKING OTHER FINDINGS AND PROVISIONS
RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Paris did heretofore, on the 26th day of
January, 1995, in Resolution No. 95-018 approve and adopt the Parks and Recreational Master
Plan for the City of Paris; and,
WHEREAS, the City Council did heretofore, on the 9th day of April, 2001, in Resolution
No. 2001-044 ,authorize the preparation of plans and specification for the construction of Phase
I of the Paris Sports Complex Project; and,
WHEREAS, the City Council did heretofore, on the 17th day of March, 2003, in
Resolution No. 2003-060, approve the plans and specifications and authorize the advertisement
for bids for performing all work required for construction of Phase I of the Paris Sports
Complex, which bids were received until 2:00 o'clock p.m., Wednesday, the 16th day of April,
2003; and,
WHEREAS, no bids were received which were within the City's budgeted cost for said
project; and,
WHEREAS, the City reserved the right to reject any and all bids for said project; and,
WHEREAS, the Director of Public Works has recommended to the City Council the
rejection of all bids and the re-advertisement for same, and the City Council desires to so
authorize such action; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1. That the findings set out in the preamble of this resolution are hereby in all
things approved.
Section 2. That all bids received in response to the City's solicitation of same as
authorized by City Council Resolution No. 2003-060 for the construction of a restroom,
restroom/concession building, gateway building, and entry sign (masonry, building, plumbing,
electrical, and roofing) as part of the overall completion of Phase I of the Paris Sports Complex
Project, be, and the same are hereby, rejected.
Section 3. That such construction project be re-advertised for bids to be received after
due notice at the office of the City Manager of the City of Paris, City Hall, 135 1st Street S.E.,
Paris, Texas 75460, until 3:00 o'clock p.m. on June 3, 2003, or at such other date and time as the
City Manager shall determine, at which time said bids will be opened at the Paris Junior College
Applied Technology Building, Room 1206, 2400 Clarksville Street, Paris, Texas, and bids will
be tabulated and referred to the City Council for its consideration.
Section 4. That this resolution shall be effective from and after the date of passage.

The following is the bid tabulation for bids received at a bid opening on Wednesday, May 7,
2003 at 2 p.m., for Contract five (5), for the Paris Sports Complex.
Although we do have an apparent Iow bidder, both bids received are in excess of the current
project budget, for Contract five (5). Therefore, I am recommending we reject both bids. Also,
I am requesting this contract be re-authorized for bid and subsequently awarded in a later
council meeting to be announced.
