RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, AWARDING THE BID FOR CONSTRUCTION OF A
RESTROOM, RESTROOM/CONCESSION BUILDING, GATEWAY
BUILDING, AND ENTRY SIGN (MASONRY, BUILDING, PLUMBING,
ELECTRICAL, AND ROOFING) AS PART OF THE OVERALL
COMPLETION OF PHASE I OF THE PARIS SPORTS COMPLEX
PROJECT; AUTHORIZING THE EXECUTION OF A CONTRACT FOR
SAID CONSTRUCTION; MAKING OTHER FINDINGS AND PROVISIONS
RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Paris did heretofore, on the 26th day of
January, 1995, in Resolution No. 95-018 approve and adopt the Parks and Recreational Master
Plan for the City of Paris; and,
WHEREAS, the City Council did heretofore, on the 9th day of April, 2001, in Resolution
No. 2001-044, authorize the preparation of plans and specification for the construction of Phase
I of the Paris Sports Complex Project; and,
WHEREAS, the City Council did heretofore, on the 17th day of March, 2003, in
Resolution No. 2003-060, approve the plans and specifications and authorize the advertisement
for bids for performing all work required for construction of Phase I of the Paris Sports
Complex, which bids were received until 2:00 o'clock p.m., Wednesday, the 16th day of April,
2003; and,
WHEREAS, no bids were received which were within the City's budgeted cost for that
portion of the project providing for the construction ofa restroom, restroom/concession building,
gateway building, and entry sign (masonry, building, plumbing, electrical, and roofing); and,
WHEREAS, the City Council did heretofore, on the 12th day of May, 2003, in
Resolution No. 2003-084, reject all bids and authorize the re-advertisement for bids for
performing all work required for construction of the aforesaid restrooms and associated
appurtenances, which bids were received until 3:00 o'clock p.m., Wednesday, the 1 lth day of
June, 2003; and,
WHEREAS, the best bid for construction of the restroom, restroom/concession building,
gateway building, and entry sign (masonry, building, plumbing, electrical, and roofing) was
made by GEAUX Corporation of Tyler, Texas, and it should be awarded the bid for the same;
NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1. That the findings set out in the preamble of this resolution are hereby in all
things approved.
Section 2. That the bid of GEAUX Corporation for the construction of a restroom,
restroom/concession building, gateway building, and entry sign (masonry, building, plumbing,
electrical, and roofing) as part of the overall completion of Phase I of the Paris Sports Complex
Project, in the amount of$211,358.00, be, and the same is hereby, accepted and let conditioned
upon said contractor meeting all of the terms and specifications included in the bid documents.
Section 3. That the Mayor be, and he is hereby, authorized and directed to execute, on
behalf of the City of Paris, the contract with GEAUX Corporation, under the terms and
conditions and in the form approved by the City Attorney.
Section 4. That this resolution shall be effective from and after the date of passage.

NOTICE TO BIDDER
The City of Paris will receive sealed bids on contract five (5) at the Office of the City Manager, City of Paris,
135 1st SE, Post Office Box 9037, Paris, Texas 75461-9037 for construction of the Paris Sports Complex
under the Texas Parks & Wildlife Local Assistance Program, for the Parks and Recreation Division of the
Public Works Department.
Bids will be received until 3:00 P.M. on Wednesday, June 11, 2003, at which time all bids will be publicly
opened at the City of Paris City Hall Building, 135 1st SE, Paris, Texas, read aloud, tabulated and referred to
the City Council for consideration.
Bids are invited upon the several items and quantities of work as follows:
Contract #5: Restroom building, Restroom/Concession building, gateway building and entry sign (masonry,
building, plumbing, electrical and roofing)
All quantities are estimated and subject to change. Contract documents, including drawings and technical
specifications, are on file for viewing during regular business hours at the office of MHS Planning & Design,
and the City of Paris.
A set of proposal, contract, bonds, plans and specifications for the respective contract may be purchased for
$75.00 atthe office of MHS Planning & Design, 212 W. 9th., Tyler, Texas 75701 (903) 597-6606 or atthe
City of Paris Public Works Department, 50 W. Hickory, Paris, Texas 75460 (903) 784-9289. The check
should be made to MHS Planning & Design.
Bids shall be accompanied by a cashier's check payable to the order of the CITY OF PARIS in an amount
equal to 5% of the total bid. Bid Bonds in lieu of cashier's check will be accepted on sureties licensed to do
business in the State of Texas.
Attention is called to the fact that not less than the minimum required salaries and wages must be paid on this
project, and that the Contractor must ensure that employees and applicants for employment are not
discriminated against because of their race, color, religion, sex, or national origin.
The CITY OF PARIS reserves the right to reject any and all bids or to waive any informalities in the bidding.
In order to assure that all potential bidders receive any corrections or addendums to the specifications, an
official "Bidder's List" will be maintained in the Consultant's office for the project. Any notices on changes
in the plans and/or specifications will be sent to those on the "Bidder's List"; neither the Consultant nor the City
of Paris will be responsible for sending notices to those not on the official list.

It is anticipated this project can be complete in 120 consecutive calendar days fi:om the date of
issuance of the Notice to Proceed, however, the Contractor shall fill in the amount of time he deems
appropriate to complete the contract. It is understood and agreed that the work is to be completed in
full within 15~0 consecutive calendar days ~r issuance of the Notice to Proceed. The contract
time shall be used as a factor in the award process.
In the event of the award of a contract to the und~signed, the undersigned Will BE REQUIRED to
furnish a performance bond, payment bond and maintenance bond each for the full amom/t of the
contract, to secure proper compliance with the terms and provisions of the contract, to insure and
guarantee payment to all lawful claims for labor performed and materials furnished in the fulfillment
