03 Auto Theft GrantAGENDA INFORMATION SHEET PROJECT: Accepting the Automobile Theft Prevention Grant from the Texas Automobile Theft Prevention Authority and authorizing the execution of a Grantee Acceptance Notice. BACKGROUND: The City Council has previously made an application to the Texas Automobile Theft Prevention Authority for an Automobile Theft Prevention Grant in the amount of $155,689.00, with $89,973.GG to be provided by the grant and $46,016.00 to be provided by the City of Paris in the form of cash and $19,700.00 in the form of in-kind services. DESCRIPTION: The Texas Automobile Theft Prevention Authority has issued its Grant Award entitled "Northeast Texas Automobile Theft Task Force," for the period beginning September 1, 2003, and ending August 31, 2004. However, the amount to be provided by the grant is $83,461.GG, which is less than what was requested, and the amount to be provided by the City of Paris in the form of cash is $52,528.00, which is higher than was previously approved by City Council. Because of the higher cash match requirement, consideration of acceptance of this grant is being returned to the City Council. RECOMMENDED ACTION: Accept the grant and authorize execution of a Grantee Acceptance Notice. STAFF CONTACT: Karl Louis, Police Chief; Thomas E. Haynes, Project Director COST: The grant award is in the amount of $155,689.00, and the City of Paris must provide a match of $52,528.00 in the form of cash and $19,700.00 in the form of in-kind services. SCHEDULE: Acceptance of this grant must occur must occur within thirty (30) days of the date of award thereof, which occurred on July 7, 2003; however, the City did not receive notice of award until after notice had been posted for the regular City Council meeting for July 14. Open meetings requirements for seventy-two (72) hours notice prevented the possibility of this item being considered by the City Council at that meeting. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS, ACCEPTING THE AUTOMOBILE THEFT PREVENTION GRANT AWARD; AUTHORIZING THE EXECUTION OF THE GRANTEE ACCEPTANCE NOTICE; MAKING OTHERFINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City Council of the City of Paris did heretofore, on the 12th day of May, 2003, in Resolution No. 2003-091, authorize an application to the Texas Automobile Theft Prevention Authority for an Automobile Theft Prevention Grant in the amount of $155,689.00, with $46,016.00 to be provided by the City of Paris in the form of cash and $19,700.00 in the form of in-kind services; and, WHEREAS, the Texas Automobile Theft Prevention Authority has issued its Grant Award entitled entitled "Northeast Texas Automobile Theft Task Force," No. SA-TO 1-10062- 04, for the period beginning September 1, 2003, and ending August 31, 2004, in the amount of $155,689.00, with $52,528.00 to be provided by the City of Paris in the form of cash and $19,700.00 in the form of in-kind services; and WHEREAS, acceptance of the same must occur within thirty (30) days of the date of said award, which occurred on July 7, 2003; and, WHEREAS, it is deemed to be in the best interests of the citizens of Paris that the City of Paris accept said Grant Award and continue to improve the Automobile Theft Prevention Program in the city of Paris; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That the Texas Automobile Theft Prevention Grant entitled "Northeast Texas Automobile Theft Task Force," No. SA-TO 1-10062-04, for the period beginning September 1, 2003, and ending August 31, 2004, in the amount of $155,689.00, with $52,528.00 to be provided by the City of Paris in the form of cash and $19,700.00 in the form of in-kind services, be, and the same is hereby, accepted. Section 3. That the City Manager be, and he is hereby, authorized and directed to execute, on behalf of the City of Paris, the Grantee Acceptance Notice, under the terms and conditions and in the form shown in Exhibit A, attached hereto.
