RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, AUTHORIZING THE SUBMISSION OF A GRANT
APPLICATION TO THE TEXAS HISTORICAL COMMISSION TO
RECEIVE A TEXAS PRESERVATION TRUST FUND GRANT TO
PARTIALLY FUND THE COMPLETION OF AN UPDATED HISTORIC
RESOURCE SURVEY OF THE CITY OF PARIS; AUTHORIZING AND
CONDITIONING THE EXPENDITURE OF FUNDS; ACCEPTING SAID
GRANT AWARD UPON NOTICE THEREOF; AUTHORIZING THE
EXECUTION OF ANY AND ALL DOCUMENTS NECESSARY FOR
ACCEPTANCE AND IMPLEMENTATION OF SAID GRANT UPON
NOTICE THEREOF; MAKING OTHER FINDINGS AND PROVISIONS
RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE.
WHEREAS, the City of Paris Historic Preservation Commission had previously
recommended to the City Council of the City of Paris that a grant application be submitted to
the Texas Historical Commission seeking grant assistance to perform an updated survey of
historic resources within the City of Paris; and
WHEREAS, the City Council of the City of Paris, Paris, Texas, did heretofore, on the
9th day of June, 2003, in Resolution No. 2003-104, authorize an application to the Texas
Historic Commission, Certified Local Government Division, for a Certified Local Government
(CLG) Grant in the amount of $7,500.00 to partially fund an updated survey of historic
resources, with a $5,000.00 cash match to be provided by local resources; and,
WHEREAS, the Texas Historic Commission provides grant funding for Texas
Preservation Trust Fund Grants; and,
WHEREAS, the City Council of the City of Paris is desirous of submitting a grant
application in the amount of $40,000.00 to further fund the completion of said updated survey
of historic resources in the city of Paris, Texas, subject to selecting a professional services
provider, and subject to the availability of matching funds, including any matching funds to be
provided by local resources; and,
WHEREAS, the City Council desires to authorize the Mayor, City Manager, and
appropriate City staff to accept and implement said grant (if same is received) without further
action of City Council; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby in all things
approved.
Section 2. That an application be made to the Texas Historical Commission for a Texas
Preservation Trust Fund Grant in the amount of $40,000.00 to partially fund an updated survey
of historic resources, subject to selecting a professional services provider, and subject to the
availability of matching funds, including any matching funds to be provided by local resources.
Section 3. That the City Manager be, and he is hereby, appointed as the Authorized
Official of said project and is authorized and directed to execute, on behalf of the City of Paris,
the application for grant under the terms and conditions and in the form approved by the City
Attorney.
Section 4. That the Director of Community Development, be, and he is hereby,
appointed as Project Director and is hereby authorized to execute and deliver, on behalf of the
City of Paris, all reports, communications, assurances, and documents necessary for the
completion of said project.
Section 5. That the Director of Finance be, and he is hereby, authorized and directed to
serve as the Financial Officer for said project and to receive and distribute funds, both grant
funds and funds from local resources, for purposes of completing an updated survey of historic
resources within the City of Paris.
Section 6. That the Mayor, City Manager, Director of Community Development, and
the Finance Director be authorized and directed to execute, on behalf of the City of Paris, any
and all documents necessary for acceptance and implementation of said grant upon notice of
award thereof by the Texas Historical Commission, Certified Local Government Division, under
the terms and conditions and in the form approved by the City Attorney, and to proceed with use
of said funds, both grant funds and funds from local resources, upon receipt thereof for the
purposes stated herein and in accordance with the grant conditions.
Section 7. That this resolution shall be effective from and after its date of passage.
