Consideration of and action on an ordinance authorizing the issuance of City of Paris, Texas General Obligation Refunding Bonds, Series 2003, approving an official statement, and authorizing the execution of a purchase agreement and an escrow agreement. Consideration of and action on a resolution acknowledging formal receipt of the 2003-2004 Certified Appraisal Roll for tax appraisal purposes. Presentation of City Manager's Proposed Budget. Budget Workshop Session: A. Consider and discuss proposed 2003-2004 Budget and accompanying Tax Rate for the City of Paris. B. Receive input from interested citizens of Paris proposing services or projects to be included in the 2003-2004 City of Paris Budget. C. Consider, discuss, and take possible action on amendments to the 2003-2004 Budget. D. Consider and discuss adding additional City Council Work Sessions regarding the Budget and Tax Rate. Consideration of and possible action on the following resolutions: Setting the time and date for a public hearing on the City of Paris proposed budget for fiscal year 2003-2004. Setting the time and date for a public hearing on the proposed amendments to the City of Paris proposed budget for fiscal year 2003- 2004. Setting a public hearing on the proposed tax increase required to fund and balance the proposed budget for fiscal year 2003-2004. 7. Receipt of report from the Planning & Zoning Commission.
