(1) Consideration of and action the following ordinances:
(a) Revising the Traffic Control Map adopted in Paragraph (b)
of Section 31-65 of the Code of Ordinances of the City of
Paris, Paris, Texas, to include a stop sign at Simpson
Street at 26th Street S.E., stopping east- and west bound
traffic.

4. Public hearing to receive input from the citizens of Paris regarding local
participation in the ex penditure of funds under the Local Law Enforcement
Block Grant awarded to the City of Paris.
5. Consideration of and action on the following resolutions:
A. Approving and authorizing an application to the United States
Department of Justice for a Local Law Enforcement Block Grant in the
amount of $46,143.00, re quiring a matching cash contribution of
$5,127.00.
B. App roving and authorizing the execution of Contract Change Notice No.
4 to the Contract for Public Health Services, TDH Document No.
7560022067 2003.
C. Approving and authorizing the execution of a Contract for Public Health
Services, TDH Document No. 7560006359 2003 for the purchase of
equipment for a fluoridation system.
D. Approving and aut h orizing the execution of an Agreement for the
Temporary Closure of S tate Right-of-Way for the 2003 Festival of
Pumpkins.
E. Approving and authorizing the execution of Addendum Number One to
the Lease Agreement with Star~Net Online Systems to pro vide for
wireless service at the City of Paris Water Treatment Plant.
F. Approving and authorizing th e execution of the Owner Occupied
Rehabilitation Program Design, Contract No. 723038, under the Texas
Home Investment Partnership Program Assistance Grant.
G. Approving and authorizing t he execution of a contract with R.I.M.
Enterprises, Inc. for construction services in connection with the City’s
Owner Occupied Rehabilitation Program under the Office of Rural
Community Affairs (ORCA).

H. Approving and authorizing an Intergovernm ental Agreement for
Consulting Services with Paris Independent School District for the
pre sentation of the Drug Abuse Resistance Education (D.A.R.E.)
Program for the 2002-2003 school year.
I. Approving and authorizing an Intergovernmental Agreement with North
Lamar Independent School District for provision of School Resource
Officer services to NLISD campuses during the 2003-2004 school year.
J. Approving the Grounds Subl ease between the Red River Valley Fair
Association and the Deport Ame rican Legion Post #199 of Deport,
Texas.
K. Approving the Grounds Sublease between the Red River Valley Fair
Association and the Hopewell Volunteer Fire Department.
L. Awarding the bid and approving and authori zing the execution of a
contract for the 2003 City Street HMAC Overlay Program.
M. A ccepting the proposal of ARCHITEXAS to perform completion o f an
updated historic resource survey of the city of Paris, Texas.
N. Appointing members to the Northeast Texas Library System.
O. Appointing members to the Main Street Advisory Board.
6. Appointing an auditor to conduct the Independent Annual Audit as required
by Section 35 of the Charter of th e City of Paris for the fiscal year ending
September 30, 2003.
7. Discussion of issues related to creating a new policy on work by the day.
8. Budget Workshop.
A. Consider and discuss proposed 2003-2004 Budget and accompanying
Tax Rate for the City of Paris.
B. Receive input from interested citizens of Paris proposing services or
projects to be included in the 2003-2004 City of Paris Budget.
C. C onsider, discuss, and take possible action on amendments to the

D. Consider and discuss adding additional Ci ty Council Work Sessions
regarding the Budget and Tax Rate.
E. Record vote on proposal to consider tax increase for calendar year

(1) Accepting and approving the Paris Visitors and Conventi o n
Council, Chamber of Commerce of Lamar County, budget for the
fiscal year October 1, 2003, to September 30, 2004.
(2) Accepting and approving the Paris Economi c Development
Corporation budget for the fiscal year October 1, 2003, to
September 30, 2004.
