RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, ACCEPTING THE PROPOSAL OF ARCHITEXAS FOR
COMPLETION OF AN UPDATED HISTORIC RESOURCE SURVEY OF
THE CITY OF PARIS; AUTHORIZING THE EXECUTION OF A
PROFESSIONAL SERVICES AGREEMENT UNDER THE TERMS AND
CONDITIONS AND IN A FORM APPROVED BY THE CITY ATTORNEY;
MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE
SUBJECT; AND DECLARING AN EFFECTIVE DATE.
WHEREAS, the City of Paris Historic Preservation Commission had previously
recommended to the City Council of the City of Paris that a grant application be submitted to
the Texas Historical Commission seeking grant assistance to perform an updated survey of
historic resources within the City of Paris; and
WHEREAS, the City Council of the City of Paris, Paris, Texas, did heretofore, on the
9th day of June, 2003, in Resolution No. 2003-104, authorize an application to the Texas
Historic Commission, Certified Local Government Division, for a Certified Local Government
(CLG) Grant in the amount of $7,500.00 to partially fund an updated survey of historic
resources, with a $5,000.00 cash match to be provided by local resources; and,
WHEREAS, the City Council of the City of Paris, Paris, Texas, did heretofore, on the
28th day of July, 2003, in Resolution No. 2003-125, authorize an application be made to the
Texas Historical Commission for a Texas Preservation Trust Fund Grant in the amount of
$40,000.00 for additional partial funding for said survey, subject to selecting a professional
services provider, and subject to the availability of matching funds, including any matching
funds to be provided by local resources; and,
WHEREAS, requests for proposals for professional services for the completion of said
survey were received Monday, the 4th day of August, 2003; and,
WHEREAS, after review of all proposals at its August 5, 2003, meeting, the Historic
Preservation Commission determined the best proposal for such services was made by
ARCHITEXAS, of Dallas, Texas, and it has made a recommendation to the City Council that
ARCHITEXAS should be awarded the contract for the same, subject to the availability of
funding from outside sources; and,
WHEREAS, the City Manager should be authorized to execute a professional services
agreement with ARCHITEXAS for the completion of said updated survey, under the terms and
conditions and in a form approved by the City Attorney, subject to and only upon the receipt of
sufficient funds from outside sources to defray the cost of such services; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby in all things
approved.
Section 2. That the recommendation of the Historic Preservation Commission to select
ARCHITEXAS to perform an updated survey of historic resources is hereby confirmed, subject to
the conditions stated herein.
Section 3. That the proposal of ARCHITEXAS for the completion of an updated survey
of historic resources be, and the same is hereby, accepted conditioned upon said professional
services provider meeting all of the terms and specifications included in the request for proposals
and subject to and conditioned upon the availability of funds being provided to the City from
outside sources, otherwise to be of no force and effect.
Section 4. That the City Manager be, and he is hereby, authorized and directed to
execute, on behalf of the City of Paris, a professional services agreement with ARCHITEXAS,
upon such terms and conditions and in a form approved by the City Attorney, and only at such
time as funding is available from outside sources to defray the cost of performance of the
designated services.
Section 4. That this resolution shall be effective from and after its date of passage.

Thank you for giving ARCHITEXAS the opportunity to present these Proposals for
Services for the City of Paris Historical Survey, Phases i and 2. The ARCHITEXAs
team is very enthusiastic about the prospect of working with the City of Paris and the
Paris Historic Preservation Comm/ssion.
ARCH]TEXAS is the largest historic preservation and planning architecture firm in the
state and has been working to document and preserve Texas' historic resources since
1978. As the enclosed Statement of Qualifications shows, our experience includes a wide
variety of survey and planning projects throughout Texas.
This proposal is based on one previously provided to the Preservation Commission. It
differs in that the project is now divided into two phases, and it includes many optional
services described but not priced in the previous proposal. Dividing the project into
phases causes some redundancy and a resulting increase in price. We have worked
through the proposal very carefully and believe we have m/nimized this effect as much as
possible.
We are currently working on other projects in Paris. With this in m/nd, our fee has been
further adjusted by asstun/ng that we will be able to coordinate, at least in part, our travel
and consultation time to the benefit of all our projects.

City of Paris Historic Resources Survey
Update -- 2003 Phase 1
Proposal for Services
Statement of Purpose:
The City of Paris wishes to conduct a new phase of the city's Historic Resources Survey to
expand and update information collected in the 1985 survey. Such a survey provides
communities with a specific universe of historic resources and a focus for the implementation of
historic preservation and other planning goals and objectives for those communities. The survey
will identify those structures lost since the 1985 survey, and those that have achieved historical
significance since the survey was conducted.
The Paris Historic Preservation Commission (PHPC) has indicated that it wishes to divide the
project into two distinct phases, the first focusing on commercial properties, and the second on
residential properties. The overall goal of the survey is to inventory historic properties in or near
the 3 existing National Register Districts: Paris Commercial Historic District, Pine Bluff-
Fitzhugh Historic District, and Church Street Historic DisWict. Existing records describing those
dis~a-icts are to be updated. In addition, the survey is to identify properties that have achieved
historic status since the 1985 survey was completed, including those properties, or groups of
properties, outside the districts.
The ARCHITEXAS team will undertake the 2003 City of Paris Historic Resource Survey
following guidelines established by the Secretary of the Interior, U.S. Department of the Interior
and the Texas Historical Commission for preservation planning and survey. An inventory of
previously surveyed areas will be conducted in order to document changes to the historical
structure of those areas. Additional survey work will be conducted to identify historic properties
not previously cataloged or designated as worthy of historical designation. Recommendations
for possible new historic districts, additions to existing districts (boundary reconfiguration), or
individual landmark designations will be made based upon the findings of the inventory portion
of the project. The project will also record newly identified properties photographically as well
as verbally, place the resources in context with the history and development of Paris, rate the
relative significance of the resources by preservation priority, and collect and collate the data in
a final report.

Proposed Scope of Services:
The proposed scope of services covers the work necessary to complete two phases of work, one
focused on commercial properties, and the second on residential properties. In each phase the
services are designed to evahiate previously surveyed areas/historic districts to document
changes to historic fabric since 1985. Areas not included in previous surveys or documented as
part of existing historic districts will be identified and, if requested, surveyed. Finally, all
information gathered will be used to guide in the development ora City of Paris Preservation
Plan.
This proposal assumes that ARCHITEXAS will perform all of the work outlined. Opportunities
for community input and pa~icipation will be explored and outlined at the PHPC's request. For
example, local volunteers and student groups might be utilized for basic field survey work in
order to reduce costs. However, such volunteer work would also require the addition of a
training component to the survey.
Phase I: Commercial
Task 1 - Definition of the Historical Character of Paris
The history of Paris was has been documented extensively over the years. The 1985 Paris
Historic Resource Survey is just one example. These histories are to be reviewed and an
updated description of the defining historical characteristics of Paris developed.
Development of the description will continue throughout the survey process as the
documentation of the city's historic structures will add to the body-of-knowledge.
The 1985 survey will be reviewed for content and updated as required to reflect the nature and
context of properties that have gained significance in the last 28 years. Meetings with key
community leaders, historical and other civic organizations and public officials, general
historical research and some more detailed investigation will provide information to contribute
to contexts within which identified historic properties will be placed.

Task 2 - Review and Update to 2010 of the Paris Commercial Itistodc District Survey of
1985
Task 2.1 - Field Survey Plan
Based upon information gathered in Task 1, a Field Survey Plan will be developed to organize
an efficient process for photographing and gathering field information on resources to be
surveyed. Prior to commencement of field survey work, the ARCHITEXAS team will work
with local leaders to finalize the detailed boundaries of the survey project to comprehensively
include important commercial resources. The survey will include adjusted boundaries to reflect
the new Paris Commercial Historic District of 2003.
Task 2.2 - Data Digitization and Survey Tool Development
The Texas Historical Commission has already entered into an electronic database the
approximately 1000 survey forms completed in 1985. The THC has indicated that it will
cooperate with the PHPC and ARCHITEXAS by providing the project with this data.
ARCHITEXAS will develop a data collection database to store the information provided by the
THC. The database will also be utilized during the field survey to collect new survey data that
can then be transferred back to the THC for immediate inclusion in their database.
Task 2.3 - Field Survey and Analysis
Task 2.3.1 -- Field Survey
The survey team will travel each city street within the existing historic district, and to
each individually listed National Register Property. Each of these previously recorded
properties will be evaluated in order to update the existing survey form as needed.
All properties will be digitally photographed.
For newly recorded properties, each will be documented by digital photography and a
Photo Index Sheet will record and cross-reference the photographs to the inventory.
Detailed descriptions and an architectural analysis of the sites or properties deemed of
some significance will be recorded on Electronic Texas Historic Sites Inventory Forms
developed for this project. All documentation materials will meet the standards required
by the Texas Historical Commission.
Task 2.3.2 -- Analysis
When all fieldwork and research phases are completed, the surveyed properties will be
assigned a HIGH, MEDIUM or LOW significance or preservation priority rating.
Previously surveyed properties will have their assigned significance rating verified.
Based on their architectural integrity and historical associations, documented sites will be
evaluated on the basis of the following criteria:

HIGH PRIORITY - Contributes significantly to local history or broader historical
patterns; is an outstanding or unique example of architecture, engineering or crafted
design; and retains a significant portion of its original character and contextual integrity.
MEDIUM PRIORITY - Contributes to local history or broader historical patterns, but
alterations have diminished its integrity; is a good but typical example of architecture,
engineering or crafted design; is a good but altered illustration of a common local
building form, architectural style or type.
LOW PRIORITY - Typifies a common local building form, architectural style or type,
with little or no identified historic associations; is a moderate to severely altered resource
that exemplifies a distinctive building type or architectural style, or that has only minor
historic significance.
Task 3 - Survey Reports
Task 3.1 -- Survey Overview Report
A summary of the Survey findings will be prepared, which will include statistical data
regarding the survey's results, a detailed description of the survey boundaries,
methodology, context and historical information.
Task 3.2 -- Presentation of Comprehensive Data Collection
All photographs, photo index sheets and survey forms will be assembled and organized
for final presentation. A CD and print-outs of all electronic images will be provided with
the report.
The ARCHITEXAS team will be available to make appropriate presentations of the
survey findings and report on a previously-arranged basis. As stated earlier, public
meetings and input are an important part of the survey process.
All electronic data collected will be forwarded to the Texas Historical Commission for
inclusion in the Texas Historic Sites Atlas.
Task 4 - City of Paris }Iistoric Preservation Plan
Task 4.1 - Public Education/Outreach
Under the direction and guidance of the PHPC, ARCHITEXAS will conduct a
predetermined number of meetings to educate governmental and community groups
about the findings of the survey and the Preservation Planning Process. For the purpose
of this proposal, one such meeting is included. Additional meetings may be conducted at
the request of the PHPC for an additional fee.

Task 4.2 - Preservation Plan Development Outline
ARCHITEXAS will meet with the PHPC to discuss the goals of the Paris Preservation
Plan and determine the program areas to be covered in the plan. Such program areas
might include, but are not limited to, city historic districts, city conservation districts,
commercial and residential design and development guidelines, local tax and f'mancial
incentives, and city marker programs.
The preservation of the city's historic and cultural heritage is also an important element
to achieve increased economic development. Oppommities for economic development in
association with historic preservation for Paris, such as regional tourism, will be explored
and identified.
These discussions will be utilized in the active development of an outline for the Paris
Preservation Plan. The outline will then be distributed to all PHPC board members for
review and comment.
Task 4.3 - Paris, Texas, Historic Preservation Plan
Based on the goals outlined in Task 4.2, the Paris, Texas Historic Preservation Plan will
be drafted. The written draft will include city preservation standards developed according
to the goals of the PHPC and, where appropriate, will include illustrations and examples
of those standards. The Plan will be developed in accordance with the City of Paris'
enabling legislation regarding historic resources. The draft will be distributed to the
members of the PHPC for review, comment and revision prior to completion of the final
draft.
The final draft of the Paris, Texas Historic Preservation Plan will be competed and a
predetermined number of copies distributed to the PHPC. Additional copies will be
printed on request for an additional fee.
Task 4.4 - Preservation Plan Presentation
ARCHITEXAS will conduct a public presentation to community and governmental
leaders about the details of the Preservation Plan. Additional meetings will be conducted
at the request of the PHPC for an additional charge.
Task 5 - Paris Historic Resources Website
A web consultant working with ARCHITEXAS will produce a website to display the
history of Paris, and to provide details of the city's historic resources. The site wilt
include information of the historic commercial properties of Pads including survey
forms. A resource area on the site will provide information about Pads historic

preservation guidelines and ordinances, and links to find more information about historic
preservation.
This proposal is based on the web developer having access to an NT based server.
For the purpose of providing budget options to the city, two options are included in this
proposal.
Level - 1
At his level, the website will be based in appearance on the existing City of Paris website.
Data in the site would be relatively static and would require updating through an FTP
interface. These updates could be conducted by a knowledgeable staff member or
volunteer, or by the web consultant under a separate agreement.
Level- 2
Level two will include the development of a website similar to the City of Paris site, but
with an updated and historically-themed design. It will include clickable distr/ct maps
with links keyed to each individual historic property, and photographs. Users may also
search properties by various demographic criteria. Updates to survey forms and the
addition of new properties may be conducted online.
Task 6 - Educational Components
Task 6.1 - Presentations and Seminars
ARCHITEXAS will conduct up to three public seminars or educational sessions for
property owners or other groups. The nature of the presentations, and the target
audiences, will be determined by the client and ARCHITEXAS.
Task 6.2 - Teaching Aids
The historic survey is an important tool in the education of students about cultural
resources and the history of the community. The ARCHITEXAS team is prepared to
produce lesson plans and teaching aids to assist teachers of various age groups. Teaching
aids might include traveling minks, maps, building-material collections or other items
that illustrate the development and history and value of selected historic districts. The
nature of the teaching aids is to be determined through meetings with the client and in
coordination with the School District. For this reason, a lump-sum fee to cover this
component is included in the project budget.
Meetings and Presentations
This proposal includes the following meetings:

Project Schedule and Workload:
Upon execution of a contract and confn-mation that work may be commenced, Phase 1
will be completed in approximately 6-months. The schedule will vary depending on the
number of public meetings and community input requested.
Task 1 - Research Design and Field Survey Plan
Project initiation, overview research and identification of historical trends for the city's
commercial disticts will require approximately one month. A preliminary meeting with
city staff and Texas Historical Commission representatives should take place as part of
Task 1. The Field Survey Plan will be prepared as phases of the overview research are
completed.
Task 2.1 - Field Survey
Fieldwork and photography will commence upon completion of a Field Survey Plan.
Weather and other unforeseen field conditions will affect the results, but total fieldwork
should require approximately two weeks.
Tasks 2.2 and 2.3 - Analysis and Recommendations
Analysis of preservation pr/orities and significance and development of recommendations
and maps of the commercial district will require an additional one month.
Task 3 -- Reports
Preparation and publishing of the f'mal Report will require one month for completion and
distribution.
Task 4 - Preservation Plan
Development and presentation of the Preservation Plan will require an additional six
weeks for completion
Tasks 5 - 6 Web Site and Educational Components
Development of other components will be done contemporaneously with other tasks.

Task 7 - Fundraising
The schedule for the ftmdraising component will be based on the schedule requirements
of the granting entities.
Workload
ARCHITEXAS and its consultants have a proven history of completing projects in a timely
mariner. The suggested team members were specifically chosen based on their ability to perform
the proposed scope-of-work in a timely and professional manner. Depending on the date of
project inception, the assigned staff will be adjusted with percentage of workload allocated to
ensure timely project completion.
Compensation
Architexas proposes to complete the above described scope of work for the following fees:

Reimbursable expenses incurred for each 30 day billing period will include a 1.1 times cost
multiplier and be submitted with the invoice for that billing period. Reimbursable expenses
include but are not limited to the following:
reproduction (photographic, xerographic, scanning, diazo, printing, CAD plotting or
other means of reproducing graphics and reports)
in-house printing and faxing
photography and film processing
courier and other delivery services
long distance phone
mileage @ $0.35/mile
Reimbursable expenses for this project are estimated not to exceed $3,500.00.
If this proposal is acceptable, please sign below and ARCHITEXAS will prepare a contract for

each individually listed National Register Property. Each of these previously recorded
properties will be evaluated in order to update the existing survey form as needed.
All properties will be digitally photographed
For newly recorded properties, each will be documented by digital photography and a
Photo Index Sheet will record and cross-reference the photographs to the inventory.
Detailed descriptions and an architectural analysis of the sites or properties deemed of
some significance will be recorded on Electronic Texas Historic Sites Inventory Forms
developed for this project. All documentation materials will meet the standards required
by the Texas Historical Commission.
Task 1.3.2 -- Analysis
When all fieldwork and research phases are completed, the surveyed properties will be
assigned a HIGH, MEDIUM or LOW significance or preservation priority rating.
Previously surveyed properties will have their assigned significance rating verified.
Based on their architectural integrity and historical associations, documented sites will be
evaluated on the basis of the following criteria:
HIGH PRIORITY - Contributes significantly to local history or broader historical
patterns; is an outstanding or unique example of architecture, engineering or crafted
design; and retains a significant portion of its original character and contextual integrity.
MEDIUM PRIORITY - Contributes to local history or broader historical patterns, but
alterations have diminished its integrity; is a good but typical example of architecture,
engineering or crafted design; is a good but altered illustration of a common local
building form, architectural style or type.
LOW PRIORITY - Typifies a common local building form, architectural style or type,
with little or no identified historic associations; is a moderate to severely altered resource
that exemplifies a distinctive building type or architectural style, or that has only minor
historic significance.
Task 2 - Survey Reports
Task 2.1 -- Survey Overview Report
A summary of the Survey £mdings will be prepared, which will include statistical data
regarding the survey's results, a detailed description of the survey boundaries,
methodology, context and historical information.

Task 2.2 -- Presentation of Comprehensive Data Collection
Ail photographs, photo index sheets and survey forms will be assembled and organized
for fmal presentation. A CD and pr/hr-outs of all electronic images will be provided with
the report.
Thc ARCHITEXAS team will be available to make appropriate presentations of the
survey findings and report on a previously-arranged basis. As stated earlier, public
meetings and input are an important part of the survey process.
All electronic data collected will be forwarded to the Texas Historical Commission for
inclusion in the Texas Historic Sites Atlas.
Task 3 - City of Paris Historic Preservation Plan
Task 3.1 - Public Education/Outreach
Under the direction and guidance of the PHPC, ARCHITEXAS will conduct a
predetermined number of meetings to educate governmental and community groups
about the findings of the survey and the Preservation Planning Process. For the purpose
of this proposal, one such meeting is included. Additional meetings may be conducted at
the request of the PHPC for an additional fee.
Task 3.2 - Preservation Plan Development Outline
ARCHITEXAS will meet with the PHPC to discuss the goals of the Paris Preservation
Plan and determine the program areas to be covered in the plan. Such program areas
might include, but are not limited to, city historic districts, city conservation districts,
commercial and residential design and development guidelines, local tax and financial
incentives, and city marker programs.
The preservation of the city's historic and cultural heritage is also an important element
to achieve increased economic development. Oppommities for economic development in
association with historic preservation for Paris, such as regional tourism, will be explored
and identified.
These discussions will be utilized in the active development of an outline for the Paris
Preservation Plan. The outline will then be distributed to all PHPC board members for
review and comment.
Task 3.3 - Paris, Texas, Historic Preservation Plan
Based on the goals outlined in Task 4.2, the Paris, Texas Historic Preservation Plan will
be drafted. The written draft will include city preservation standards developed according
to the goals of the PHPC and, where appropriate, will include illustrations and examples

of those standards. The Plan will be developed in accordance with the City of Paris'
enabling legislation regarding historic resources. The draft will be distributed to the
members of the PHPC for review, comment and revision prior to completion of the £mal
draft.
The f'mal draa of the Paris, Texas Historic Preservation Plan will be competed and a
predetermined number of copies distributed to the PHPC. Additional copies will be
printed on request for an additional fee.
Task 3.4 - Preservation Plan Presentation
ARCHITEXAS will conduct a public presentation to community and governmental
leaders about the details of the Preservation Plan. Additional meetings will be conducted
at the request of the PHPC for an additional charge.
Task 4 - Paris Historic Resources Website
A web consultant working with ARCHITEXAS will add residential historic resources to
the site produced in Phase-1. The site will include information of the historic residential
properties of Paris including survey forms. A resource area on the site will provide
information about Paris historic preservation guidehnes and ordinances, and links to find
more information about historic preservation.
This proposal is based on the web developer having access to an NT based server.
The work involved in adding the information, and the related cost, depend on the type of
website designed in Phase-1. Website design levels were identified in the Phase-1
proposal as:
Level - 1
At his level, the website will be based in appearance on the existing City of Paris website.
Data in the site would be relatively static and would require updating through an FTP
interface. These updates could be conducted by a knowledgeable staff member or
volunteer, or by the web consultant under a separate agreement.
Level - 2
Level two will include the development of a website similar to the City of Paris site, but
with an updated and historically-themed design. It will include clickable district maps
with links keyed to each individual historic property, and photographs. Users may also
search properties by various demographic criteria. Updates to survey forms and the
addition of new properties may be conducted online.

Task 5 - Educational Components
Task 5.1 - Seminar
ARCHITEXAS will conduct a public seminar for realtors and property owners regarding
the significance of Paxis' historic resources. The nature of the seminar will be determined
by the client and ARCHITEXAS.
Task 5.2 - Audio-visual
ARCHITEXAS will prepare a PowerPoint presentation for use by students, clubs and
other organizations. The subject of the presentation will be the historic resources of Paris,
Texas. The nature and content of the presentation will be developed with input from the
client.

This proposal includes the following meetings:

Project Schedule and Workload:
Upon execution of a eons'act and confirmation that work may be commenced, Phase 2
will be completed in approximately 6-months. The schedule will vary depending on the
number of public meetings and community input requested.
Task 1 - Field Survey
Fieldwork and photography will commence upon completion of a Field Survey Plan.
Weather and other unforeseen field conditions will affect the results, but total fieldwork
should require approximately three weeks.
Analysis of preservation priorities and significance and development of recommendations
and maps of the commercial district will require an additional one month.
Task 2 - Reports
Preparation and publishing of the final Report will require one month for completion and
distribution.
Task 3 - Preservation Plan
Development and presentation of the Preservation Plan will require an additional six
weeks for completion
Tasks 4 Web Site
Development of this component will be done contemporaneously with other rusks.
Task 5 - Educational Components
Preparation of the educational seminar and the PowerPoint presentation will require an
additional five weeks.
Workload
ARCHITEXAS and its consultants have a proven history of completing projects in a timely
manner. The suggested team members were specifically chosen based on their ability to perform
the proposed scope-of-work in a timely and professional manner. Depending on the date of
project inception, the assigned staff will be adjusted with percentage of workload allocated to
ensure timely project completion.

Axchitexas proposes to complete the above-described scope of work for the following fees:

Additional Services
Additional Services requested by the client during the course of the project will be billed
at the following hourly rates:

Preservation Specialist $ 75.00/hour

Reimbursable Expenses
Reimbursable expenses will be in addition to the professional fees necessary to perform the tasks
described by the Scope of Services and will be invoiced in addition to the architectural fees.
Reimbursable expenses incurred for each 30 day billing per/od will include a 1.1 times cost
multiplier and be submitted with the invoice for that billing period. Reimbursable expenses
include but are not limited to the following:
