RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, ACCEPTING THE WORK SKILLS ENHANCEMENT
GRANT; AUTHORIZING THE EXECUTION OF AN EMPLOYER
TRAINING ACCOUNT AGREEMENT; MAKING OTHER FINDINGS AND
PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN
EFFECTIVE DATE.
WHEREAS, the Northeast Texas Workforce Board has issued its Grant Award entitled
"Work Skills Enhancement" for the period beginning August 25, 2003, and ending February 28,
2004, in the total amount of $10,000.00, which requires no matching funds from the City of
Paris; and,
WHEREAS, acceptance of the same requires the execution of a Work Skills
Enhancement Employer Training Account (ETA) Agreement, and it is deemed to be in the best
interests of the citizens of Paris that the City of Paris accept said Grant Award to provide
specialized computer instruction to City of Paris employees; and,
WHEREAS, the form of the Work Skills Enhancement Employer Training Account
(ETA) Agreement, attached hereto as Exhibit A, should in all things be approved, and the City
Manager should be authorized to execute the same; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby in all
things approved.
Section 2. That the "Work Skills Enhancement" Grant for the period beginning August
25, 2003, and ending February 28, 2004, in the total amount of $10,000.00, requiring no
matching funds from the City of Paris be, and the same is hereby, accepted.
Section 3. That the form of the Work Skills Enhancement Employer Training Account
(ETA) Agreement, attached hereto as Exhibit A, be, and the same is hereby, approved.
Section 4. That the City Manager be, and he is hereby, authorized and directed to
execute, on behalf of the City of Paris, the Work Skills Enhancement Employer Training
Account (ETA) Agreement, under the terms and conditions and in the form shown in Exhibit
A, attached hereto.
Section 5. That this resolution shall become effective from and after its date of passage.

By signing this voucher, the employer agrees to provide the training specified in the Work Skills application
submitted to the Board. The training provided through the Work Skills Enhancement Project will be geared
towards improving the skill level of incumbent workers, thereby improving productivity and ultimately
competitiveness. The employer agrees not to exceed the approved amount or timeline for this training
voucher. The budget presented on this voucher is meant to be a guide for training expenses. There is
flexibility within the line items of the budget to adjust for the specific training needs of the employer. Training
costs are reimbursable after the training is completed. In order to redeem this voucher, the employer must
submit proof of training costs (i.e. sign-in sheets for training sessions, invoices for tuition, fees, instructor costs,
books and curriculum materials.) All training cost information must be sent in with this voucher no later than 30
days after the completion of the training.
