being number 3700 NE Loop 286.
3. Consideration of and action on the petition of Ronald Kyle for a change in

MINUTES OF THE REGULAR MEETING OF THE PLANNING AND
ZONING COMMISSION
AUGUST 4, 2003
The Planning and Zoning Commission met Monday, August 4, 2003, 5:30
P.M., Paris Junior College, Applied Technology Building, Room 1206, 2400
Clarksville Street, Paris, Texas with the following members present:

2. Cleveland Thomas 6. Carl Lucas
3. Brad Archer 7. Bobby Myers
4. Louis Yates
Steve Methven, the building official was also present.
The meeting was called to order by Reeves Hayter.
1. The minutes from the July 7, 2003, regular planning and zoning
meeting were approved with a motion by Brad Archer and seconded by
Bobby Myers. Motion carried by a vote of 7 ayes and 0 nays.
Motion was made by Marshall Kent to excuse Louis Yates from
consideration of the next item, seconded by Carl Lucas. Motion carried
by a vote of 6 ayes and 0 nays.
2. Public Hearing to consider the petition of Henry Starks for a change in
zoning from a One-Family Dwelling District No. 2 (SF-2) to a Multiple-
Family Dwelling District No. 1 (MF-1), Lot 18, City Block 259, being
number 514 25t" NE.
The public hearing was declared open.
Henry Starks, 514 NE 25th, spoke in favor of the petition stating that he
would like to build a single family home and a duplex. He may build 2
more duplexes later.
Chairman Hayter asked about the possibility of Planned Development
zoning, whether this would take care of Mr. Starks' needs.

There was no opposition, the public hearing was declared closed.
3. Consideration of and action on the petition of Henry Starks for a
change in zoning from a One-Family Dwelling District No. 2 (SF-2) to
a Multiple-Family Dwelling District No. 1 (MF-1), Lot 18, City Block
259, being number 514 25th NE.
Motion was made to approve as Multiple-Family zoning by Cleveland
Thomas and seconded by Carl Lucas. Motion carried by a vote of 6
ayes and 0 nays.
Motion was made for Louis Yates to return to the meeting by Bobby
Myers, seconded by Marshall Kent. Motion carried by 6 ayes and 0
nays.
4. Public Hearing to consider the petition of Gary Ensey for a change in
zoning from an Agricultural District (A) to a Multiple-Family Dwelling
District No. 1 (MF-1), Lots 6 and 7, Block E, East Suburban Estates
Addition, being the 1200 Block of Mockingbird Lane.
The public hearing was declared open.
Gary Ensey spoke in favor of the petition stating that he wants to build
a duplex or triplex, possibly 5 or 6 units. Mr. Ensey stated that he will
buy the property if zoning is changed and that there would be only 2
structures on the lots.
Johnny Lee, 1205 Mockingbird, spoke in opposition to the petition
stating his concern of the children in the area with increased traffic.
Danger to the children would increase due to the small streets. Mr. Lee
expressed concern regarding the gas lines that run across the lots and
he was also concerned about property values if duplexes were built

there. Appearance of structures and noise from having 2 or 3 duplexes
in the area was also a concern of Mr. Lee.
Lynn Coursey, 1220 Mockingbird, was concerned about the decrease
in property values, traffic, and small children who play in the area. Ms.
Coursey thinks that duplexes would cause the area to lose the
neighborhood feeling.
There was no further opposition, the public hearing was declared
closed.
5. Consideration of and action on the petition of Gary Ensey for a change
in zoning from an Agricultural District (A) to a Multiple-Family
Dwelling District No. 1 (MF-1), Lots 6 and 7, Block E, East Suburban
Estates Addition, being the 1200 Block of Mockingbird Lane.
Motion was made to deny the petition by Brad Archer and seconded by
Bobby Myers. Motion carried by a vote of 7 ayes and 0 nays.
Meeting adjourned at 6:30 p.m.
