Call meeting to order.
Public hearing on the City Manager's proposed Budget for fiscal year 2003-
2004 for the City of Paris.
Consider, discuss, and take possible action on amendments to the 2003-2004
Budget.
Consider and discuss adding additional City Council Work Sessions
regarding the Budget and Tax Rate.
Record vote on proposal to consider tax increase for calendar year 2003 for
the City of Paris.
Consideration of and possible action on the following resolutions:
A. Accepting and approving the Paris Visitors and Convention Council,
Chamber of Commerce of Lamar County, budget for the fiscal year
October 1, 2003 to September 30, 2004.
B. Accepting and approving the Paris Economic Development Corporation
budget for the fiscal year October 1, 2003 to September 30, 2004.

Setting the time and date for a public hearing on the proposed
amendments to the City of Paris proposed budget for fiscal year 2003-
2004.
Setting a public hearing on the proposed tax increase required to fund
and balance the proposed budget for fiscal year 2003-2004.
Approval of minutes from previous meetings.
Receipt of reports from committees, boards, and commissions:
A. Paris Public Library Advisory Board. (August 20, 2003)
B. Main Street Advisory Board. (August 27, 2003)
C. Airport Advisory Board. (July 22, 2003)
Consideration of and action on the following ordinances:
Authorizing the issuance of a solid waste collection permit to Waste
Management, Inc. for the purpose of engaging in the business of
collecting or transporting solid waste from commercial and industrial
units within the city limits of the city of Paris, Texas, and finding a
public necessity and convenience for issuance of said permit.
Authorizing the issuance of a solid waste collection permit to Glenn
and Debi Bolyard, dba Trashy Business, for the purpose of engaging
in the business of collecting or transporting solid waste from
commercial and industrial units within the city limits of the city of Paris,
Texas, and finding a public necessity and convenience for issuance of
said permit.
Authorizing the issuance of a solid waste collection permit to Southern
Disposal, Inc. for the purpose of engaging in the business of collecting
or transporting solid waste from commercial and industrial units within
the city limits of the city of Paris, Texas, and finding a public necessity
and convenience for issuance of said permit.
Amending the Code of Ordinances of the City of Paris by revising
Section 18-23(a)(3) thereof, amending the allowed expenditures of the
court technology fund.

Third and final reading of an ordinance granting to Dennis Nelms, dba
City Cab Company, a franchise to use the public streets, alleys, and
highways of the City of Paris for the purpose of transporting
passengers for hire in motor vehicles.
Third and final reading of an ordinance granting to Steve B. Raney and
Wendy L. Raney, dba Yellow Cab Company, a franchise to use the
public streets, alleys, and highways of the City of Paris for the purpose
of transporting passengers for hire in motor vehicles.
Consideration of and action on the following bids received at public bid
openings:
Furnishing and delivery of Liquid Cationic Polyacrylamide Emulsion
(Flocculant) for use in the Wastewater Treatment Plant.
Furnishing and delivery of Liquid Sulfur Dioxide for use in the
Wastewater Treatment Plant.
Furnishing and delivery of Liquid Chlorine for use in the Wastewater
Treatment Plant and Water Treatment Plant.
Furnishing and delivery of Fluosilicic Acid for use in the Water
Treatment Plant.
Furnishing and delivery of Sodium Hydroxide for use in the Water

Furnishing and delivery of Potassium Permanganate for use in the

Approving the plans and specifications and authorizing advertisement
for bids for the Downtown StreetScape Project.
Approving and authorizing the execution of a Medical Services Contract
with Jon K. Plummer, M.D.
Approving and authorizing the execution of a Contract for Public Health
Services, TDH Document No. 7560022067-2004, and Contract Change
Notices Nos. 01 and 02.
Supporting the Texas Department of Transportation Project to widen
Lamar Avenue between 20th Street N.E. and North Collegiate Drive.
Approving the sale of tax delinquent property described as Lot 6, City
Block 89, being located in the 700 block of 4th Street N.W. and 5th
Street N.W.
G. Appointing a Municipal Judge.
Appointing a member to the Library Advisory Board to fill the unexpired
term of Kevin Gray.
Authorizing the City Manager or his designee to execute an Electric
Supply Agreement pursuant to the contract to be signed by Cities
Aggregation Power Project, Inc. for deliveries of electricity effective
January 1, 2004.
