07 Paris Retire. Village Plats MEMORANDUM TO: Mayor and City Council Planning and Zoning Commission FROM: Shawn Napier, P.E. City Engineer DATE: October 3, 2003 SUBJECT: Preliminary Plat of Paris Retirement Village I have reviewed the preliminary plat of the above referenced addition. It appears that the plat complies with the City of Paris subdivision regulations with the following exceptions and/or additions. 1. Submit a more detailed site drainage plan for review and approval. 2. Change the preliminary plat to show lots and block. 3. Provide a 15-foot utility easement for the fire hydrant and water line from 13tn St. S.W. into the property and a 15-foot off-site easement for the sewer on the North side of Washington Street by separate instrument. 4. Provide a 10-foot utility easement on the North side between the two 15'foot utility easements for an existing Cox Communications underground line. 5. Revise the zoning to show the West lot having SF-3 zoning and the East lot to have PD-b zoning. 6. Provide a map inset on the preliminary plat to show the current lot configuration. 7. Right-of-Way (ROW) dedication may be required on 15th Street S.W., provide dimensions for the ROW width and distance from the center of the road to the property line. 8. The developer has requested that the curb and gutter requirement be waived on all adjacent streets (see attached letter). Approximately 300-feet of Washington Street that is East of 13th Street S.W. drains West to the intersection to a culvert under 13th Street. Part of Washington St. would require curb and gutter or changing the grade on the ditch and putting in a valley gutter on 13th Street at Washington Street. The Code of Ordinances states in the Subdivision Regulations under Section VIII. Design of Improvements A. Curb and gutter shall be constructed monolithic with the concrete pavement in accordance with section 29- 57 of the City of Paris Code of Ordinances. It shall be constructed along both sides of all streets and avenues within the subdivision and along the subdivision's side o£ all boundary streets. The cost of this work will not be subject to any participating aid by the City. I recommend approval of the preliminary plat upon completion of the above items. cc: Michael E. It appears that the plat complies with the City of Paris subdivision regulations with the following exceptions and/or additions. 1. Show the existing Right-of-Way (ROW) widths for all adjacent streets with a distance from the centerline of the road to the ROW line. ROW dedication will be required (if necessary) when this property is platted. 2. Change the master plat to show lots and block. 3. Show existing utilities around the entire master plat and any proposed utilities for the master plat. 4. Show the existing zoning and land use. The West lot zoning is SF-3 and the East lot zoning is PD-b. 5. Provide a map inset to show the current lot configuration.
