10-E Historic Pres (6/30/03)MINUTES Monday, June 30, 2003 Meeting Historic Preservation Commission City of Paris, Texas Paris Junior College, Applied Technologies Building Room 1206 Item One: The meeting was called to order by Arvin Starrett, at 4:05 PM. Item Two: The roll was called by Paul Denney, Recording Secretary. The following Commission members were present: Arvin Starrett Ann Rogers Paul Denney Claudia Hunt Sue Lancaster Barbara Wilson Becki Norment The following Commission members were absent: Linda Ryan Jerry Raper The following guest was present: Susie Harper A quorum was present. Item Three: The May 20, 2003 minutes were approved with minor corrections. Barbara Wilson made the motion to approve the minutes as corrected and Sue Lancaster seconded the motion. The motion carried unanimously. Item Four: Chairman Arvin Starrett appointed Claudia Hunt and Barbara Wilson to draft a Request for Proposal for a Historical Survey Update. This subcommittee would report back for a special meeting. Paul Denney made a motion to authorize this subcommittee to prepare the Request for Proposal. The motion was seconded by Becki Norment and the motion passed unanimously. Item Five: After discussion, it was decided that the Commission would recommend to the City Council that the City of Paris apply for the Texas Preservation Grant of the Texas Historical Commission and seek letters of support from governmental and business leaders. It was noted that this grant would require a 50% match in funding for a total amount up to $40,000.00. A motion was put forth that this recommendation be presented to the City Council. The motion was made by Ann Rogers and seconded by Becki Norment. The motion passed unanimously. Page 1 of 2 June 30, 2003 Meeting Item Six: Commission members discussed wording and content of a proposed letter to property owners and merchants in the Downtown Historic District. It was agreed that the letter should address the following points: 1. Communicate to property owners in the district that the new ordinance is now in effect. 2. Enumerate the processes and steps necessary when property owners wish to begin exterior renovations or additions to their buildings or properties. 3. Include another copy of the Secretary of the Interior's Standards for Historic Preservation in the letter. 4. Identify the proper City of Paris staff contact for any property owners that are considering exterior renovations or additions to their buildings or properties. It was agreed that City staff would begin drafting the necessary application forms for the Certificate of Appropriateness. A motion was made that the Commission recommend drafting and mailing a letter to Downtown Historical District property owners as enumerated above. The motion was made by Barbara Wilson and seconded by Becki Norment. The motion passed unanimously. Item Seven: Commission members discussed the recently-installed building-mounted signage on the south facade of the Moore Law Firm building on East Houston Street. It was decided to table any action on this item at this time. A motion to this effect was made by Claudia Hunt and seconded by Barbara Wilson. The motion passed unanimously. Item Eight: Shawn Napier, City Engineer presented a revised site plan of Heritage Park, dated 4/23/03 for the Commission's review and approval. A motion for site plan approval was made by Paul Denney and seconded by Sue Lancaster. The motion carried unanimously. Item Nine: No action was taken on this item. Item Ten: A motion was made for adjournment by Paul Denney. The motion was seconded by Becki Norment. The motion carried unanimously. Respectfully Submitted, Paul K.
