Item One: The meeting was called to order by Arvin Starrett, Chairman, at 6:00 P.M.
Item Two: The roll was called by Paul Denney, Recording Secretary. The following Commission
members were present:
Arvin Starrett
Paul Denney
Jerry Raper
Sue Lancaster
Barbara Wilson
Becki Norment
The following Commission members were absent:
Ann Rogers
Linda Ryan
Claudia Hunt
Item Three: Arvin Starrett read aloud a brief overview of the formation of the Historical
Preservation Ordinance. He also presented a description of the proposed boundaries of the
Downtown Historical Overlay District. Mr. Starrett introduced Mr. Tony Eads with the
Texas Downtown Association. Mr. Eads presented a short verbal presentation
enumerating the benefits of historic district designation to the community. Mr. Starrett then read a
letter aloud, about the history of the area, written by Mr. James Wright Steely. At this point, a
power-point presentation was presented to the group.
Item Four: Mr. Starrett presented the proposed regulations for the Downtown Historic District.
In general, these are based on the Secretary of the Interior's standards for Historic Preservation.

Item Five: A public hearing was conducted regarding the proposed adoption of regulations
applicable to and the designation of a Downtown Historic District. The following citizens spoke
in favor of the proposed designation and regulations:

Linda Vandiver

Ann Harper
The following citizen spoke in favor but suggested changes:

The following citizens were neutral but expressed concerns or posed questions:

The following citizens spoke in opposition to the proposed designation and regulations:
Ted Brown
Sybil Colson
Freddy Swaim

After these comments were received, the public hearing was closed.
Item Six: A motion was made by Barbara Wilson to approve the boundaries of the Downtown
Historic District for recommendation to be forwarded to the Planning and Zoning Commission.
The motion was seconded by Sue Lancaster and the motion was carried unanimously.

Item Seven: A motion was made by Becki Norment to approve the adoption of regulations
applicable to the Downtown Historic District for recommendation to be forwarded to the
Planning and Zoning Commission. The motion was seconded by Sue Lancaster and the motion
carried unanimously.
Item Eight: A motion was made by Jerry Raper to adjourn. The motion was seconded by Sue
Lancaster and the motion was carried unanimously.
