City of Paris
The Traffic Commission met on Tuesday, February 04, 2014 at 5:15 P.M. in the
Municipal Courtroom with the following members present:

The city staff was represented by Asst. Chief Randy Tuttle.
Chairman Ken Kohls called the meeting to order at 5:15pm. A quorum was
established with five members present.
Mr. Kohls then moved to item #2 regarding the approval of minutes from the
November 12, 2013 meeting. Mr. Tuttle informed members that these minutes
were approved at the December 03, 2013 meeting and no action was needed.
Mr. Tuttle informed members the December meeting minutes should have been
on agenda but will be on next meeting agenda.
Mr. Kohls moved to item #3 the presentation of information regarding proposed
traffic safety changes at FM 1497 & Loop 286. Mr. Tuttle informed members that
a letter was received dated January 03, 2014 from TXDOT Paris Area Engineer
Richard Harper. The letter stated TXDOT had reviewed the suggestions
submitted by the Traffic Commission and could supplement the existing traffic
control devices for the intersection. One available option mentioned was to
replace the yield sign in the median and add stop signs with a beacon. It also
stated to supplement this, signs could be included stating "crossing traffic does
not stop." The letter also mentioned that addition of rumble strips would not
enhance the safety of the intersection. This was an informational item and no
action was needed.
Mr. Kohls moved to item #4 regarding discussion and possible action regarding a
request to place a four way stop sign at 8th NE & Pine Bluff. Mr. Tuttle informed
members this request was made by Mr. William Conder for safety reasons.
Members were informed that a 24 hour traffic count had been conducted at the
intersection by the City of Paris Traffic Department. The combined total average
for east and west bound vehicles was 5,616. The combined total average for
north and south bound vehicles was 1,128. The average vehicles traveled in one
hour under an 8 hour survey was 702 vehicles for east and west bound traffic
and 141 vehicles for north and south bound traffic. After discussion it was
determined that a four way stop sign would not enhance the safety of this
intersection. Mr. Shiver made a motion to deny the request for a four way stop
sign at 8th NE & Pine Bluff. Mr. McCarthy second the motion and it carried 5 -0.
Mr. Kohls then moved to item #5 regarding any Old Business items. Mr. Shiver
had a question as to the status of the crosswalk approved on Jefferson Road at
Southside Baptist Church. Mr. Tuttle informed members that the church needed
to install ADA ramps for the crosswalk and that had not been done. Mr. Shiver
also asked about the signage in the curve at Old Jefferson Rd and Jefferson Rd.
Mr. Tuttle informed members that signage had been installed in the curve by
Traffic Department. Mr. Shiver also inquired about the crossover on SE Loop
near Paris Town Center. Members were informed that TXDOT and the City
Engineers office were working on the issue.
Mr. Kohls then moved to item #6 regarding any future agenda items. Mr. Kohls
informed members that he had a request from a citizen that the city explore the
possibility of installing a traffic light at N. Collegiate and Pine Mill Road due to
heavy traffic at the intersection. Mr. Tuttle informed members this would be
placed on the next agenda. There were no other future agenda items.
Mr. Kohls then moved to adjourn the meeting at 5:35pm. Mr. McCarthy made the
motion and was second by Mr. Shiver. Motion carried 5 -0.
