Pursuant to Section 7-163 of the Historic Preservation Ordinance,
conduct a public hearing and consider the appeal of Billy Brown from
a ruling of the Historic Preservation Commission denying an
application for a certificate of appropriateness regarding the fence at
221 Bonham Street.
Consideration of and action on an ordinance amending the Code of
Ordinances of the City of Paris, Paris, Texas, by revising Section 12-1 thereof
to authorize the staffing levels of the Fire Department.
Consideration of and action on the following resolutions:
Establishing a comprehensive policy for the performance for work by
the day pursuant to the provisions of Section 252.022 (a) 5 of the Texas
Local Government Code and establishing definitions, procedures,
guidelines, and requirements for qualifications of contractors.
Authorizing on behalf of the City of Paris a Waiver of Eligibility to apply
for a grant from the Juvenile Accountability Incentive Block Grant
Program, designating Lamar County as the recipient of the City's share
of said Grant, with the City of Paris participating in the Juvenile Crime
Enforcement Coalition created by Lamar County.
Approving an Addendum No. 1 to the original Lease Agreement and
granting the exercise of option to renew the Lease Agreement for an
additional five (5) years with the Maxey Rifleman Club, formerly known
as the Maxey Black Powder Rifle Club of Paris, for a portion of the
property located at Lake Crook.
Approving and authorizing the execution of the Advanced Funding
Agreement Amendment for the Preservation and Adaptive Use of a
Historic Bridge Off the State Highway System between the City of Paris,
County of Lamar, and the State of Texas through the Texas Department
of Transportation for the relocation of a historic bridge structure from
CR 25500 over Rowdy Creek to Heritage Park near the Chamber Depot.
Consolidating the January Council meetings to Monday, January 12,
2004.
Approving and authorizing an application for a Regional Solid Waste
Grants Program Grant for fiscal year 2004 through the Ark-Tex Council

of Governments in cooperation with the Texas Commission on
Environmental Quality.
Consenting to the transfer of community antenna television franchise
rights granted under Ordinance No. 84-039 from TCA Cable Partners II
to Cox Southwest Holdings, L.P., a wholly-owned subsidiary of Cox
Communications, Inc.
Approving the preparation and implementation of plans and
specifications and the acceptance of utility easements for the
construction of a water line replacement to be connected to the
sprinkler system for a portion of the Rodgers Wade Complex.
Approving and authorizing the execution of a contract with R.I.M.
Enterprises, Inc. for administrative services in connection with the
City's Housing Investment Partnership Program under the Homebuyer
Assistance Program Grant.
Approving and authorizing the execution of a Municipal Maintenance
Agreement Amendment #1 with TxDOT, as part of the Downtown
Streetscape Project, "Statewide Transportation Enhancement Program"
Grant No. CS J-0901-29-017, Project STP 2000 (615) TE, for replacement
of downtown signal equipment with like equipment in the event of
damage by a motorist or other person.
Casting the City's ballots for a member to the Board of Directors of the
Lamar County Appraisal District.
Appointing members to the Fire Fighters' and Police Officers' Civil
Service Commission.
Appointing members to the Airport Advisory Board.
Appointing members to the Planning & Zoning Commission.
Appointing a member to the Housing Board for the Owner-Occupied
Housing Assistance Program.
Authorizing a Request for Proposals to perform a water system
vulnerability study.
