RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, AUTHORIZING ON BEHALF OF THE CITY OF PARIS A
WAIVER OF ELIGIBILITY TO APPLY FOR A GRANT FROM THE
JUVENILE ACCOUNTABILITY INCENTIVE BLOCK GRANT PROGRAM;
DESIGNATING LAMAR COUNTY AS THE RECIPIENT OF THE CITY'S
SHARE OF SAID GRANT, WITH THE CITY OF PARIS PARTICIPATING
IN THE JUVENILE CRIME ENFORCEMENT COALITION CREATED BY
LAMAR COUNTY; APPROVING THE FORM OF THE AFORESAID
GRANT WAIVER OF APPLICATION; AUTHORIZING THE EXECUTION
OF SAID WAIVER; AUTHORIZING PARTICIPATION IN THE JUVENILE
CRIME ENFORCEMENT COALITION CREATED BY LAMAR COUNTY;
AUTHORIZING PARTICIPATION BY THE CHIEF OF POLICE; MAKING
OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Office of the Governor, Criminal Justice Division, provides funding for
the Juvenile Accountability Incentive Block Grant Program; and,
WHEREAS, the City of Paris is eligible to apply for a direct grant of funds in the amount
of $10,645.00, requiring a 10% cash match in the amount of $1,183.00 making the total project
budget $11,828.00; and,
WHEREAS, the City of Paris has the option of waiving its eligibility to apply and to
designate a neighboring city or county as the recipient of the allocated amount; and,
WHEREAS, it is deemed appropriate that the City of Paris waive its eligibility to apply
for said grant and designate Lamar County as the recipient of the allocated amount, with the City
of Paris participating in the Juvenile Crime Enforcement Coalition created by Lamar County;
and,
WHEREAS, the form of the Juvenile Accountability Incentive Block Grant Waiver of
Application, attached hereto as Exhibit A, should, in all things, be approved, and the City
Manager should be authorized to execute the same; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby in all
things approved.
Section 2. That the waiver of the City of Paris's eligibility to apply for a Juvenile
Accountability Incentive Block Grant and designating Lamar County as the recipient of the
allocated amount be, and the same is hereby, approved.
Section 3. That the form of the Juvenile Accountability Incentive Block Grant Waiver
of Application, attached hereto as Exhibit A, be, and the same is hereby, approved.
Section 4. That the City Manager be, and he is hereby, authorized and directed to
execute, on behalf of the City of Paris, the Juvenile Accountability Incentive Block Grant
Waiver of Application, under the terms and conditions and in the form shown in Exhibit A,
attached hereto and incorporated herein for all purposes.
Section 5. That the City of Paris's participation in the Juvenile Crime Enforcement
Coalition created by Lamar County be, and the same is hereby, approved.
Section 6. That the Chief of the Paris Police Department be, and he is hereby, appointed
to serve as the representative of the City of Paris on the Lamar County Juvenile Crime
Enforcement Coalition.
Section 7. That this resolution shall be effective from and after its date of passage.

I am requesting that we waive our portion of the Juvenile
Accountability Block Grant in the amount of $10,645.00 again this year
to Lamar County (Juvenile Probation Department). They take care of
most of the juvenile detention and probation incidents that we deal with
each year. We have done this for the last several years to the mutual
benefit of all. If I can answer any questions, please call me. I have
attached the waiver form for your signature to this memo.

Dear City Mayor or County Judge:
This letter is notification for the availability of the application kit for the Juvenile Accountability Block Grant (JABG).
Over 150 local units of government are eligible to apply for these funds. It is important to note that there was an
overall 25% reduction of JABG funds received by the State of Texas for this coming grant year. Our office has
been provided with the allocations necessary to disperse these funds to your area. PARIS CITY
is eligible for $10,645 with a (10%) cash match of $1,183, making the total project budget $11,828.
The deadline for application submission is on or before January 5, 2004. Applications should be sent
directly to the Criminal Justice Division by email to cdiappsC~,,qovenor.state.tx.us. We would like to emphasize
that this is not a competitive application process; however, an application or waiver must be submitted. The funds
have been designated to your jurisdiction to aid in the reduction of juvenile crime. You will find the application kit
and a list of allocations on the Governor's web site at http://www..qovernor.state.tx.us.
The Juvenile Crime Enforcement Coalition (JCEC) must meet to approve a plan for addressing juvenile crime. If
your jurisdiction is not able to utilize the funds you have two options:
1. You may return the funds to the State by signing the enclosed Waiver of Funds Form and sending it to
the Governor's Criminal Justice Division.
2. Or, you may waive to a neighboring jurisdiction by indicating the name of the designated jurisdiction and
amount waived on the enclosed Waiver of Funds Form, this form must be provided to the designated
entity and submitted as part of their grant application to the Criminal Justice Division.
