03-D Historic Pres (1/21/03)MINUTES Tuesday, January 21, 2003 Meeting Historic Preservation Commission City of Paris, Texas Room 1206, Applied Technology Building, Paris Junior College, 4:00 PM Item One: The meeting was called to order by Mr. Arvin Starrett, chairman at 4:00 PM. Item Two: The roll was called by Paul Denney, Recording Secretary. The following Commission members were present: Claudia Hunt Arvin Starrett Sue Lancaster Jerry Raper Ann Rogers Barbara Wilson The following Commission members were absent: Linda Ryan Becki Norment A quorum was present. Item Three: The following guests were recognized: Susie Harper Karen Wilkerson Jeff Parish Patsy Davis Ron Emrich Maria Pope Larry Schenk Item Four: The minutes from November and December Commission meetings were read aloud by Paul Denney, Recording Secretary and Ann Rogers, Acting Recording Secretary. Barbara Wilson made a motion to approve the minutes. Sue Lancaster seconded the motion and the motion was approved unanimously. Item Five: After discussion, motion was made that the public hearing for the establishment of the Downtown Historic District, as adopted in a previous Commission meeting, be scheduled on April 3, 2003, at 6:00 o'clock PM at a location to be announced. Barbara Wilson made a motion to adopt the date for the public hearing. Sue Lancaster seconded the motion and the motion carried unanimously. Page 1 of 2 January 21, 2003 Meeting Item Six: After discussion, it was generally agreed that the Paris Main Street Program office would attempt to cover the cost of certified mail postage to notify the numerous property owners in accordance with the ordinance. It was also generally agreed that the Community Development Office of the City of Paris would prepare the letters of notification to affected property owners. No formal motion was put forth on this item. Item Seven: Mr. Ron Emrich of the Urban Prospects consulting firm was introduced to the group and made a presentation on the historic preservation process that the Commission is embarking on. His emphasis was to educate Commission members to be an effective historic preservation commission. He also examined the public hearing process in detail. Mr. Emrich answered numerous questions during and after his presentation. Item Eight: Paul Denney made a motion that the meeting be adjourned. Claudia Hunt seconded the motion.
