1. Don Wilson called the Building and Standards Commission Meeting to order at 3:00
P.M.
Roll was called.

2. Approval of minutes from previous meetings. (January 22, 2014 & February 17,
2014)
Motion was made by Johnny Norris and seconded by Wendell Moore to approve the
minutes for the January 22, 2014 meeting.
Motion carried unanimously. 6 -0
Motion was made by Johnny Norris and seconded by Sally McEwin to approve the
minutes for the February 17, 2014 meeting.
Motion carried unanimously. 6 -0
Chris Brown entered the meeting at 3:02pm.
3. Public Hearing to consider presentations by City of Paris Code Inspectors and
owner(s) and /or lien holder(s) of the below properties who have been given notice of
a violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris,
Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures ":
A. 1830 W Washington; City of Paris, Block 308, Lot 2 -A
Owner: James Roscoe Lane 2810 Reagan St. Houston, TX 77009 -7540
Present: Jimmy R. Lane 1431 W Sherman Paris, TX 75460
Taxes owed: $10417.41
Robert Talley stated there are two structures on the property that are not the
primary structures. The first structure is unsecure, roof collapsing, and has a
rooted floor. The second structure has missing and deteriorated wood, holes, and
leaning backwards. Mr. Lane wants to repair the first structure and demolish the
second structure.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.
Mr. Lane stated that he has a lawyer (Plug Clem) hired to work on the back taxes
with his brother and sister. Mr. Lane stated that the first structure's roof doesn't
leak and he wants to save it. He also stated that he would demolish the second
structure. Johnny Norris asked Mr. Lane how much time he needed to repair the
first structure and demolish the second structure. Mr. Lane asked for 90 days.
Stephanie Harris (City Assistant Attorney) questioned the legal rights that Mr.
Lane has to do repairs and demolish the structures since the property hasn't been
probated. She wanted Mr. Lane to understand that he will be held liable if his
brother and sister didn't agree with him doing the work.
Motion was made by Johnny Norris, seconded by Wendell Moore to repair
the first structure and demolish the second structure within 90 days. Motion
carried unanimously. 7 -0
Mr. Wilson explained that if there weren't substantial repairs done within the 90
days and the property came back to the Building and Standard Committee that
demolish ordered would be the next step regardless of the amount of money Mr.
Lane has spent.
B. 1075 SW 6th; City Block 4, Lot 1

Robert Talley stated that a tree fell on the house, it's unsecure with broken
windows, including and out building with missing and deteriorating wood, full of
junk and rubbish, main structure has foundation damage, unsecure, missing and
deteriorating wood, house is sinking, insulation is deteriorating, and has roof
damage.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.
Mrs. Strickland plans to demolish the structures. There was a discussion about the
city doing the demolition. Johnny Norris asked what time frame Mr. Strickland
needed to have the demolition done. Mrs. Strickland asked for 90 days.
Motion was made by Sally McEwin, seconded by Jon McFadden to allow 90
days for demolition. Motion carried unanimously. 7 -0

Robert Talley stated at the November meeting the committee ordered a 30 day
demolish order on this property. After the meeting Mrs. Ladell contacted Robert
and asked to repair the property. Robert stated the property has deteriorating
wood, foundation damage, leaning forward, splitting, sinking, unsecure, broken
windows, roof deteriorating, the siding is falling off, and the roof is buckling and
sagging.
Robert Talley's recommendation: Order property owner to repair within 90
days.
Mrs. Ladell stated she has cleaned up the junk and rubbish off the property. Mr.
Wilson asked if she had started repairs on the structure and she stated no because
she didn't want to spend money until the committee agreed to let her have time to
repair the structure. Mr. Wilson asked Mrs. Ladell if she realized the cost to get
the property up to code and she stated that she did. Johnny Norris asked how
much time Mrs. Ladell needed to make the repairs.
Motion was made by Johnny Norris, seconded Zac Saffle to allow 90 days to
repair. Motion carried unanimously. 7 -0
G. 1740 W Shiloh; Colonial Addition, block 5, Lot 12

Robert Talley stated that there is deterioration around the window frames, porch,
roof, siding is bowing, missing and deteriorated wood, and house is sinking,
unsecure, and broken windows.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.
Mrs. Harmon has agreed to let the City of Paris demolish the structure. Mr.
Wilson asked Robert to get with Mrs. Harmon and explain the estimate of cost
and how to handle letting the City of Paris demolish her property.
Motion was made by Johnny Norris, seconded by Wendell Moore to accept
Robert Talley's recommendation. Motion carried unanimously. 7 -0
J. 724 Cedar; Gibbons Park; Block 6, Lot 4

Robert Talley explained that this property was brought to the Building and
Standard committee in January and a 30 day demolition was ordered. The
property owner contacted him after the meeting and wants to repair the structure.
Robert stated that the structure is deteriorated and has foundation damage, there's
a tarp on the roof due to roof damage, missing siding, missing and deteriorating
wood, and shingles are missing. Janice Phillips (Mrs. Brunson's mother) wants to
help financially.
Original recommendation: Robert Talley's recommendation: 30 days to
demolish if not the City has the right to demolish and apply a $1000 per day
civil penalty.
Motion was made by Johnny Norris, seconded by Zac Saffle to allow 90 days
to repair. Motion carried unanimously. 7 -0

Taxes owed $2465.31.
Robert Talley stated that the structure has deteriorating roof line, holes forming in
roof, shingles falling off, boards falling off, foundation sinking and rotting, and
has a hole in the roof.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.
Motion was made by Wendell Moore, seconded by Jon McFadden to accept
Robert Talley's recommendation. Motion carried unanimously. 7 -0

Robert Talley explained that the out building is leaning, has missing and
deteriorating wood, unsecure, and collapsing.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.
Motion was made by Sally McEwin, seconded by Zac Saffle to accept
Robert Talley's recommendation. Motion carried unanimously. 7 -0
E. 360 NW 14th; City of Paris, Block 230, Lot 4

Taxes owed: $646.33
The owner contacted Robert and wants to repair the structure.
Robert Talley stated the structure is unsecure, broken windows, roof buckling,
shingles coming off, deteriorating and rotting of roof line, a tree's growing in the
roof, foundation damage, roof sagging, and this includes the shed in the back.
Robert Talley's recommendation: Repair within 90 days.
Motion was made by Chris Brown, seconded by Zac Saffle to accept
Robert Talley's recommendation. Motion carried unanimously. 7 -0
F. 1345 Graham St.; City of Paris, Block 191, Lot 25

Taxes owed: $2726.58
No contact with the owner.
Robert Talley stated the structure has deteriorating roof line, lumber on porch,
broken windows, unsecure, deteriorating and missing wood, back has decking
only, tin coming loose, and shed has holes in roof.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.
Motion was made by Jon McFadden, seconded by Wendell Moore to accept
Robert Talley's recommendation. Motion carried unanimously. 7 -0
H. 2667 Graham, Sperry's 3rd Addition, block 2, Lot N Pt 15
Owner: Mary Joe and Vickie Young 520 S Bois'd Ace Blossom, TX 75416
Taxes owed: $2983.37
Robert Talley spoke with owner's sister and her daughter is buying the property
and asked for 90 days to repair the structure. Robert stated that there's
deteriorating and missing wood, a tree has fallen on the house, roof is sagging,
foundation deterioration, has exposed pipes and missing and deteriorating siding,
unsecure, and has broken windows.
Robert Talley's recommendation: Repair within 90 days.
Motion was made by Johnny Norris, seconded by Chris Brown to accept
Robert Talley's recommendation. Motion carried unanimously. 7 -0
4. Code Enforcement update.
(1.) Mr. Wilson questioned the 2013 structure that has not been completed. He
asked for an up to date report for the next meeting to see how many structure are
still waiting to be demolished. If the number is large he feels that the Building and
Standard commission should hold off on placing orders for demolition until they
are caught up.
(2.) There was a discussion on how to get properties on the tax sales that have
back taxes.
