ORDINANCE NO.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, ADOPTING A NEW SECTION 26-9 TO ARTICLE I,
CHAPTER 26 OF THE CODE OF ORDINANCES, ENTITLED SENIORITY
PAY; ESTABLISHING THEREBY A PROGRAM OF SENIORITY PAY
WITHIN THE PARIS POLICE DEPARTMENT FOR CERTIFIED POLICE
OFFICERS BELOW THE RANK OF CHIEF BASED ON YEARS IN
SERVICE AND RANK ACHIEVED IN ACCORDANCE WITH SECTION
143.041 (c) 1 OF THE LOCAL GOVERNMENT CODE; MAKING OTHER
FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND
DECLARING AN EFFECTIVE DATE.
WHEREAS, Section 143.041 (c) (1) of Chapter 143 of the Local Government Code, the
Civil Service Act, authorizes municipalities covered by said Act to compensate police officers, in
addition to their base pay, on the basis of seniority; and,
WHEREAS, the Police Chief of the City of Paris has presented a plan to the City Council
of the City of Paris for implementing a program of seniority pay for Certified Police Officers below
the rank of Chief based on time in service and rank achieved; and,
WHEREAS, the plan proposed by the Police Chief would be funded by reductions in the
Police Department budget for fiscal year 2003-2004, thereby having a neutral effect on the over-all
budget for said Police Department for fiscal year 2003-2004; and,
WHEREAS, the City Council of the City of Paris desires to implement said program of
seniority pay; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1. That the findings set out in the preamble to this ordinance are hereby in all things
approved.
Section 2. That Article ! of Chapter 26 of the Code of Ordinances of the City of Paris,
Texas, entitled "Police," shall be and is hereby amended to include therein a new Section 26-9,
entitled "Seniority Pay," said new Section 26-9 to read as follows:
"Sec. 26-9. Seniority Pay.
Members of the Police Department below the rank of Chief shall be entitled to receive
Seniority Pay, on the basis of time in service and rank achieved, said Seniority Pay to
be in addition to each officer's base pay as follows:
a) For all officers of the rank of Patrolman, Seniority Pay shall be added to each
officer's base pay, based on the following schedule of years in service to the Paris
Police Department:
Patrolmen with one (1) or more years of service and less than five (5)
years of service - $23.08 per pay period.
Patrolmen with five (5) years or more of service and less than ten (10)
years of service - $49.38 per pay period.
Patrolmen with ten (10) years or more of service and less than fifteen
(15) years of service - $87.85 per pay period.
Patrolmen with fifteen (15) years or more of service - $145.54 per
pay period.
b) All officers of the rank of Corporal, as a result of their years of service in having
achieved said rank - $115.46 per pay period.
c) All officers of the rank of Sergeant, as a result of their years of service in having
achieved said rank - $171.54 per pay period.
d) All officers of the rank of Lieutenant, as a result of their years of service in having
achieved said rank - $139.54 per pay period.
e) For the rank of Assistant Chief, as a result of years of service in having achieved
said rank - $145.31 per pay period.
f) The Seniority Pay provided by this Section shall be in addition to the regular base
pay received by the member or members of the Police Department qualifying for
same."
Section 3. That this ordinance shall be effective from and after its date of passage and
publication as required by law, and shall be implemented effective the pay period for said officers
beginning January 3, 2004.
