13-E Civil Service (01/29/04)MINUTES OF THE ANNUAL MEETING OF
THE CIVIL SERVICE COMMISSION
The Annual Meeting of the Civil Service Commission of the City of Paris was held at 3:00 p.m.,
on Thursday, January 29, 2004, in the City Council Room at City Hall.
Members of the Commission present were Philip Cecil, Alan Boyd, and Sims Norment. Also
present was Tommy Haynes, Civil Service Director, Larry Schenk, City Attorney, Michael E.
Malone, City Manager, and Melba Harris, Personnel Officer of the City of Paris.
Chairperson, Philip Cecil called the meeting to order at 3:00 p.m. and requested nominations from
the floor for the position of Chairperson. Sims Norment nominated Philip Cecil for the position
of Chairperson and was seconded by Alan Boyd. No other nominations were made and Philip
Cecil was elected by acclamation. Chairperson Cecil requested nominations from the floor for the
position of Vice-Chairperson. Alan Boyd nominated Sims Norment for Vice-Chairperson. Philip
Cecil seconded the nomination of Mr. Norment. No other nominations were made and Sims
Norment was elected Vice-Chairperson by acclamation.
Civil Service Director, Tommy Haynes suggested the following dates as regular Civil Service
Meeting dates for 2004. The Commission adopted the dates o£
Apri122, 2004 3:00 p.m.
July 22, 2004 3:00 p.m.
October 21, 2004 3:00 p.m.
as regular Civil Service meeting dates for 2004.
A review of the activities of 2003 was given by Director Haynes. Listed below is a detailed list of
