Item Oue: The meeting was called to order by Arvin Starrctt, at 4:00 PM.
Item Two: Thc roll was called by Paul Denney, Acting Secretary. The following Commission members
were present:

Item Three: Minutes from the November 24, 2003 meeting were presented. A motion to approve the
minutes was made by Sue Lancaster. The motion was seconded by Jerry Raper and the motion carried
unanimously.
Item Four: The final amended boundaries as shown on thc City of Paris Engineering Depamneut this
date were approved. Motion for approval was put forth by Barbara Wilson. Thc motion wns seconded
by Paul Denney and tile motion carried unanimously.
Item Five: Paul Denney reported ou his mccting and fact-finding trip to the Texas Historical
Commission offices ill Austin, Texas. He returned with photocopies of much information on various
aspects of the Certified Local Governments program. He also relayed Ms. Bratten Thomason's desire to
come to Paris and meet with Commission members in the near future to help develop design standards.
The date of Mouday, January 12, 2004 at 9:00 AM was decided upon to conduct a day-lot)g workshop
meeting to develop design standards. Thc location of the meetiug was to bc determined. A motioa to
conduct the above meeting was made by Sue Lancaster. The motion was seconded by Jerry Rapcr and
the motion carried unanimously.

Item Six: Action ~vas taken on six applications tbr Certificates of Appropriateness, The names aud
property addresses and tile action taken is as follows:
Jerry Raper- 134 South Main
Jcrry snbmittcd a design for a sign for 1 s buildiug Jerry is a member of the Historic
Preservation Commission and recuscd himself from discussion and voting on this item.
A motiou to approve the design of dlls sigu by was made by Barbara Wilson. Paul Deuuey
seconded tile motion and the ~notion carried unanimously.
Bill Kirby - 136 Bonham Street
Bill snbmitted several items for approval. A motion :vas made to conditionally approve
these items with the condition that a visual image of the proposed roll-up door be
submitted lbr further review. This motion was made by Barbara Wilson. Becki Norment
seconded tile motion and the ~notion carried unanimonsly.
Lynn aud Ron Dickson - 366 Bouhaln Street
Lyno and Ron submitted items for approval. Phasing of proposed building ilnprovcmcnts
were made and color schemes were discussed. These items were approved conditionally.
It was agreed that the Dicksons would submit paint color selections at the next Commission
meeting. A motion to conditionally approve the Certificate of Appropriateness was made
by Barbara Wilson. Paul Denney seconded the motion and tile motion carries unanimously.
Clifton and Melissa Fendley - 554 S. Main
Several items were submitted for approval. It was noted that this home was under the
moratorium but action would be taken because of its adherence to fldl design review
requirements. A motion for uuconditional approval was made by Barbara Wilson. The
motion was seconded by Brian Wear and the motion carried unanimously.
Michaella Baumgardner and Brenda K. Stayers - 101 Graud Avenue
All rcqucstcd items were approved except for Item #5. Item #5 would be addressed at the
next Commission meeting. A motion was made to approve Items #1, 2, 3, 4 & 6 was made
by Becki Norment. The motion was seconded by Jerry Raper and the motiou carried
unanimously.
Linda Brown - 221 Bonham
Linda submitted a proposed design sketch for a facade-mounted sign for her property.
Paul Denney made a motion that the Certificate of Appropriateness be issued nnder
the following conditions:
I. Spelling is checked.
2. Sigu bottom lines with top of transom windows.
3. Tile sign is sealed with exterior grade varuish.
4. Sign frame edges sealed with silicone caulking.
Jerry Raper secouded the motion and the motion carried unauimously.

Item Seven: A motion to adjourn was made by Becki Norment. Brian Wear seconded tim motion and
tim motion carried unanimously.
