Item One: The meeting was called to order by Arvin Starrett, at 4:06 PM.
Item Two: The roll was called by Paul Denney, Recording Secretary. The following Commission
members were present:

A quorum was present.
Item Three: The August 25, 2003 minutes were approved as read. Sue Lancaster made a motion to
approve the minutes. Barbara Wilson seconded the motion and the motion passed unanimously.
Item Four: Eight properties considered dangerous by the City of Paris code inspectors were presented
for review by the Commission as to rehabilitation and historical designation. These were located at the
following addresses:
713 S. Main, 1433 S. Main, 2821 Bonham Street,
124 13th N. W., 338 3rd N. E., 949 E. Grove,
403 14th N. E., & 1400 Cedar.

Commission members agreed that none of the six properties in question were significant or were able to
be rehabilitated. Discussion and voting to this effect was carried out for each of the six properties as
follows:

Item Five: The use of Blanker Panels was discussed. It was decided that a three-year time limit be
imposed requiring a review by this Commission at the end of the three-year period. At this time, another
three-year renewal could be granted.

Item Six: Public relations and education programs were discussed. Mr. Tom Clark of Leeds-Clark
Restoration of Midlothian, Texas, has been contacted to give a window restoration seminar. The Main
Street Program Office will underwrite the event. Several programs sponsored by Preservation Dallas
were mentioned.
Item Seven: Preliminary boundaries of the Church Street and South Main Street historic district were
discussed. The following boundaries were proposed:
Sherman Street on the north
North side of Hearne Street on the south
S. Main Street to the West
Church Street to the East
Becki Norment made a motion to formally propose the above boundaries. Sue Lancaster seconded the
motion and the motion passed unanimously.
Item Eight: The following activities in the Downtown Historic District were noted:
1. The Vault nightclub was ready to open on the east side of the plaza.
2. The paint color on the Scott Building was repainted to a more appropriate color.
3. Various violations of the Preservation ordinance need addressing.
Item Nine: A motion to adjourn the meeting was made by Sue Lancaster. Paul Denney seconded the
motion and the motion passed unanimously.
