1. Don Wilson called the Building and Standards Commission Meeting to order at 3:00
P.M.
Roll was called.

2. Approval of minutes from previous meetings. (April 21, 2014)
Motion was made by Johnny Norris and seconded by Jon McFadden to approve the
minutes for the April 21, 2014 meeting.
Motion carried unanimously. 5 -0
3. Public Hearing to consider presentations by City of Paris Code Inspectors and
owner(s) and /or lien holder(s) of the below properties who have been given notice of
a violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris,
Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures ":
A. 410 Clarksville, City Block 183, Lot 4
Owner: Seed Sowers Christians in Action, 340 CR 32050, Brookston, TX 75421
Present: Hunter Moore, who is purchasing the building

Robert Talley stated that there is water damage inside on the ceiling and that the
roof was badly leaking from holes in the sheet metal. There is a hole in the side
of the building and the electrical service is in bad shape. The rear door is
unsecure. The building is full of junk and rubbish including old food product.
The violation letter that was mailed to the owner included the junk and rubbish on
the inside. There are old pallets as well and all of this is a fire hazard.
Robert Talley's recommendation: 90 days to repair structure and 30 days to
secure and to remove junk and rubbish from the inside.
Hunter Moore is in the process of purchasing the building. He should take
ownership by the end of the month. Mr. Moore stated that the inside of the
building was being cleaned up right now. He plans on hiring a structural
engineer to inspect the building and believes that the structure is sound. He plans
on repairing the roof, getting everything up to code and using the building for
storage. Johnny Norris asked if 30 days was enough time to get the inside of the
building clean and Mr. Moore stated that the previous owner is cleaning it up
right now. Don Wilson informed Mr. Moore that per City ordinance the
Commission was only allowed to give him 90 days but that if he makes
significant improvements when the 90 days is up they can give him an extension.
If no work has been done then there will be a problem.
Motion was made by Johnny Norris, seconded by Sally McEwin to repair the
structure within 90 days and clean and secure the building in 30 days.
Motion carried unanimously. 5 -0
B. 1362 W Franklin, C C Hopkins Addition, Block 3, Lot 3
Owner: Cecil Lawrence, 237 4th SW, Paris, TX 75460
No back taxes owed.
Robert Talley stated that the owner is deceased, but that he had spoken with his
daughter. She said that the family could not afford to repair or demolish the
house. Mr. Talley showed photographs of rotten wood along the roof line,
deteriorated wood along the window frames. The roof is buckling and the boards
on the side of the house are coming apart. The foundation is sinking and there
are broken windows.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.
Motion was made by Chris Brown, seconded by Johnny Norris to accept
Robert Talley's recommendation. Motion carried unanimously. 5 -0
C. 533 Parr Ave, Locust Hill, Block 4, Lot 6A
Owner: Matthew & Sheena Gonzales, 533 Parr Ave. Paris, TX 75460
Back Taxes Owed $909.40
Robert Talley spoke with Sheena Gonzales and she stated that they no longer live
in the house and they cannot repair or demolish the house. She did ask how
much time she had before it was torn down as she had items in the house she
needed to remove. Mr. Talley stated that the front porch has been damaged by a
tree falling on it; there is brush and rubbish in the front yard. The east side of
the house has boards snapping and buckling. The electrical service has been
ripped off the house by falling limbs and the rear of the house has foundation
damage and there is also a hole in the back of the house.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.

D. 503 Brown, Locust Hill, Block 3, Lot 3 -A
Owner: Mrs. Ruby Lee Francis, 2514 Grasmere St. Garland, TX 75040

Robert Talley stated that there is a possibility that Mrs. Francis has passed away
and he has had no contact with anyone regarding this house. There are limbs
scattered throughout the yard as well as high grass and weeds. The foundation is
sinking and boards along the bottom are warped. There is deterioration along
the soffit and the rear of the structure is starting to sink. The roof is starting to
buckle and all of the windows are open. The screens pop open and there are
animals living in the house.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.

Robert Talley asked for this item to be removed as the owner has signed a Right
of Entry and Indemnification.
F. 1938 Culbertson, Highland Park, Block 5, Lot 4

Robert Talley stated that he has had no contact with the owners. Mr. Talley
showed photographs of the carport starting to collapse, the porch has boards
starting to give way and some of the boards are missing. One of the supports on
the porch has been kicked loose. The foundation is damaged and there is
deterioration on the roof. The house is unsecure and there is extensive water
damage to the inside.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.

G. 2031 Culbertson, Highland Park, Block 4, Lot 9 -A & 10
Owner: Robert Moses, 2031 Culbertson, Paris, TX 75460
Back taxes owed: $7458.06
No contact with the owner.
Robert Talley stated that the property owner may be deceased. Mr. Talley
explained that there is large tree limb that has fallen onto the front porch that has
caused damage. The porch has deteriorated and rotted wood and the front door is
open. There is water damage to the back of the house, the roof leaks and there is
rotten wood on the back porch. There is also a dead opossum inside the house.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.

Robert Talley stated that the structure burned in March of 2014 and was a
complete burn out.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.

Robert Talley's recommendation. Motion carried unanimously. 5 -0
There was some discussion about the insurance claim and the possibility of the
mortgage lender paying for the demolition. Dale Mayberry stated that the
insurance claim had been filed. Stephanie Harris stated that there was no way to
make the mortgage lender responsible for the demolition as you cannot bill them
for something that hasn't been done yet and by the time the City has the structure
demolished the lender would rather sign the property over then pay for the lien.

Owner: Jerry and Linda Stephens, 4369 Hwy 82 E, Paris, TX 75462
Back taxes owed: $293.20
Robert Talley has been in contact with Mr. Stephens' son. They are working on
repairing the house but plan on demolishing the shed in the back.
Robert Talley stated that the house is unsecure, but Mr. Stephens' son stated that
the windows are missing because they are replacing them. The building in the
back is starting to lean and fall forward.
Robert Talley's recommendation: 90 days to repair main structure. 30 days
to demolish shed.
Motion was made by Johnny Norris, seconded by Chris Brown to accept
Robert Talley's recommendation. Motion carried unanimously. 5 -0
4. Code Enforcement update.
(1) Mr. Talley asked if there were any questions in regards to the spreadsheet.
Mr. Norris asked about the trailer park on Clarksville St. Mr. Talley stated
that their time is almost up and he will go re -check it. Mr. Talley said that
the owner has moved the worst of the trailers off the lot and is working on
another.
(2) Sally McEwin asked once the 30, 60, or 90 days were up did he go and
re -check them. Mr. Talley stated that yes he did and if no work had been
done or the structure was still standing he would call in for service removal.
(3) Johnny Norris asked about 646 NW 5th, it has been on the list since December
2013 and says Active Electric. Mr. Talley stated that there was an active
electric account at the property which means someone is paying the electric
bill. A letter must be sent stating the property has been condemned before
services will be removed.
(4) Johnny Norris asked about 560 E. Price, if it was still being used for training.
Mr. Talley stated that he thought so, but he may have already given Sanitation
Solutions the work order to demolish the structure.
(5) Mr. Talley stated that 910 Woodlawn would most likely be used by the Fire
and Police Departments for training before being demolished.
(6) Mr. Wilson asked Mr. Talley to make sure the items from 2013 that have no
comments are explained at the next BSC meeting.
