RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, APPROVING PLANS AND SPECIFICATIONS FOR THE
REHABILITATION AND RECONSTRUCTION OF THE CITY HALL AND
CENTRAL FIRE STATION BUILDING; AUTHORIZING THE
ADVERTISEMENT FOR BIDS FOR SAID CONSTRUCTION;
AUTHORIZING A PERSONAL SERVICES AGREEMENT WITH JERRY L.
HANING FOR CONSTRUCTION MANAGEMENT SERVICES; MAKING
OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Paris did heretofore, on the 28th day of
February, 2000, in Ordinance No. 2000-012, authorize the issuance of City of Paris, Texas,
Combination Tax and Revenue Certificates of Obligation, Series 2000, to, among other things,
improve and renovate the City Hall and Central Fire Station building, together with
renovation of that portion of that building which houses the Central Fire Station into City
Council chambers, offices and related facilities; and,
WHEREAS, in furtherance of this project, the City did heretofore select Denny
Architects, Inc. to provide architectural services for the rehabilitation and reconstruction of the
City Hall and adjacent Old Fire Station; and,
WHEREAS, plans and specifications have been prepared by Denny Architects, Inc., with
the title being given thereto of the "Rehabilitation and Reconstruction of the City Hall and
Adjacent Old Fire Station Project," which plans and specifications are recommended for
approval by said architects; and,
WHEREAS, it is deemed appropriate that such plans and specifications be approved and
that such project be authorized for advertisement for bids; and,
WHEREAS, it is further deemed appropriate that the City enter into a personal services
agreement with Jerry L. Haning for construction management services on said project; NOW,
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby in all
things approved.
Section 2. That the plans and specifications for the "Rehabilitation and Reconstruction
of the City Hall and Adjacent Old Fire Station Project," be, and the same are hereby, approved.
Section 3. That such construction project be advertised for bids to be received after due
notice at the office of the City Manager of the City of Paris, City Hall, 135 1 st Street S.E., Paris,
Texas 75460, until 3:00 o'clock p.m. on April 6, 2004, or at such other date and time as the City
Manager shall direct, at which time said bids will be opened in the City Council Chamber, City
Hall, 135 1 st Street S.E., Paris, Lamar County, Texas, and bids will be tabulated and presented
to the City Council for the purpose of letting such bid.
Section 4. That the City Manager shall be and is hereby authorized to execute and the
City Clerk to attest to a personal services agreement with Jerry L. Haning for construction
management services on the aforesaid project, under such terms and conditions and in such form
as the City Attorney shall approve.
Section 5. That this resolution shall be effective from and after its date of passage.

1. Construction Cleaning (cleaning and hauling off)
2. Lead-Based Paint Abatement in exposed areas.
3. Labor & Formwork on all site concrete.
4. All painted pavement marking.
5. All repair and restoration of existing pavement.
6. Labor & Formwork on elevator pit concrete work.
7. General Demolition Labor.
8. Any restoration of existing double-hung windows.
9. Fire Alarm System (if required).
Changes to Scope and Quali .ty Features:
1. Simple S4S baseboards or stock moulded baseboards and door frames.
2. Lighter construction on replicated fire bay service doors.
3. Stock 2-panel doorsin lieu of custom doors.
4. Stock mouldings in lieu of custom mouldings.
5. Lay-in ceiling below existing tin ceiling in council chamber.
6. Built-up sheetrock bulkheads, interior fascias and applied mouldings in lieu of
wood panel~vork.
