Stanford Rogers Thurman, a 30 year retired truck driver, spoke in
opposition to the petition stating that he knows that a truck stop will
bring drugs to the area.
Michael Roberts, 3825 Sage Trail Drive, spoke in opposition of the
petition stating that the area is a quiet residential district and he does
not want increased. loop noise. Mr. Roberts also stated that he has
completely remodeled his home and does not want to see his property

built, it would be visible from his back door. Mr. Roberts spent several

Delora Redus, has lived at 34th Street SW for about 50 years and they
have been trying to get desirable things in the area. West Paris is low
on crime and it is a quiet neighborhood. There are a lot more
businesses that are desirable could go in the area. Ms. Redus said she
just sold an acre lot Bonham Street last year and she would not have
dared to sell it for a truck stop.
Melissa Huey, 107 Parc Ouest, spoke in opposition to the petition
stating that they have worked a long time to make sure that their
neighborhood is safe. Ms. Huey expressed concern about
pollution-environment and lights. Ms. Huey has a 5 year old son that
she is raising as a single parent-concerned about his safety.
Chris Whitaker, 2415 Wildwood Lane, home builder in Paris and the
Par Ouest Subdivision spoke in opposition to the petition stating that
he and Archie Hood have been in a partnership position with the bank
in Honey Grove trying to stimulate home buying in the Parc Ouest
Subdivision. There were certain stigmas attached to the subdivision to
start with because of the restrictive nature at the outset and purpose
that was trying to be achieved in Parc Ouest. Mr. Whitaker stated that
in his opinion-property values in Parc Ouest would decline.

SUBJECT:
ZONING CHANGE REQUEST RECOMMENDATIONS FOR
APRIL 5, 2004 MEETING
CINDY GATES IS REQUESTING PLANNED DEVELOPMENT PDa-! (COMMERCIAL
CENTERS) ZONING ON THIS LOT IN THE 3800 BLOCK OF S.W LOOP 286. MS. GATES
HAD A PETITION LAST MONTH ON THIS SAME PIECE OF PROPERTY TO CHANGE
TO COMMERCIAL BUT WAS. DENIED BY BOTH CITY COUNCIL AND PLANNING
AND ZONING. MS. GATES PLANS TO LOCATE A TRUCK STOP AT THIS LOCATION
THE SAME AS LAST MONTH. SHE IS ASKING FOR THE PLANNED DEVELOPMENT
IN HOPES THAT THE SURROUNDING NEIGHBORHOOD WILL BE HAPPY THAT A
SITE PLAN WOULD BE REQUIRED PRIOR TO OBTAINING A BUILDING PERMIT.
CONSIDERATION SHOULD BE GIVEN TO THE FACT THAT SHE MIGHT MOVE THE
TRUCK STOP TO THE SOUTHERN MOST PROPERTY LINE MOVING HER FARTHER
AWAY FROM THE RESIDENTIAL AREAS. THIS PROPERTY IS SHOWN ON THE
MASTER PLAN AS PROJECTED TO BE PLANNED DEVELOPMENT. THE USE OF A
TRUCK STOP IN PLANNED DEVELOPMENT IS PERMITTED. I KNOW THAT THERE
WILL BE MUCH CONTROVERSY OF THE USE BUT BECAUSE OF THE MASTER PLAN
I FEEL THAT WE MUST MOVE TO HELP DEVELOPMENT IN WEST PARIS GET
S.IARIED. IT WILL BE DIEEICULT TO EVER GET ANYTHING TO BUILD IN WEST
PARIS UNLESS wE START SOMEWHERE. WITH THE NEW INDUSTRIAL PARK
GETTING STARTED ON THE N.W. LOOP I FEEL THE TRUCK STOP WOULD BENEFIT
THIS VENTURE GREATLY AND I WOULD RECOMMEND APPROVAL.
