06/30/2014MINUTES OF THE CITY COUNCIL WORKSHOP MEETING OF THE CITY OF PARIS, TEXAS June 30, 2014 The City Council of the City of Paris met for a workshop meeting at 5:30 p.m. on Monday, June 30, 2014, at the City Council Chamber, 107 E. Kaufrnan, Paris, Texas. Present: Mayor: Matt Frierson Council Members: Aaron Jenkins; Billie Lancaster; Benny Plata; Richard Grossnickle; Edwin Pickle; and A.J. Hashmi City Staff: John Godwin, City Manager; Kent McIlyar, City Attorney; Janice Ellis, City Clerk; Gene Anderson, Finance Director; Kent Klinkerman; EMS Director; Alan Efrussy, Planning Director; Jerry McDaniel, Public Works Director; Larry Wright, Fire Chief, Doug Harris, Utilities Director; Priscilla McAnally, Library Director; and Joey Sleeper, Building Official 1. Call meeting to order. Mayor Frierson called the meeting to order at 5:30 p.m. 2. Discuss operations plan. City Manager John Godwin said he would be talking about items 2 -5 interchangeably. He presented a ten year outline of staffing for each department. He informed the Council about the 10 -year capital improvements program, the costs, and streets that needed to be addressed. Council Member Hashmi said they had been discussing this for two years and that he would like to see it on an agenda and a decision made. Mr. Godwin said in two weeks, staff would be asking for $500,000 for engineering on the infrastructure project. Council Member Hashmi said he did not have a problem with spending $500,000, as long as it was not spent on a study. Mr. Godwin told the Council a bond would be paid off in 2015, the debt service would decrease, and they would be able to sell bonds in the amount of 5 million dollars without increasing the tax rate. Mr. Godwin said they may want to consider creation of a storm water utility district and imposing a fee, which could only be spent for drainage. He also mentioned a road maintenance fee and informed the Council that would have to be voted on by the citizens. Council Member Plata asked about chip seal of some of the streets. Mr. Godwin said that was being done and that it made the streets last longer, but at some point they had to replace entire streets. Council Member Hashmi suggested looking at water re -use. Council Member Plata inquired if the waste water treatment and water production departments shared maintenance personnel. Utilities Director Doug Harris said they work together on major projects. Council Member Plata asked why Mr. Harris was asking for two additional personnel and Mr. Harris said it was because of the age of the equipment. He said he currently had two people per shift. Council Workshop Meeting June 30, 2014 Page 2 Mr. Godwin briefly discussed a recreational facility, a parks plan, a replacement station for EMS and staffing if fire station number two was ever re- opened. 3. Discuss CIP Projects. 4. Receive and discuss staffing level audit. 5. Discuss future staffing levels. 6. Adjournment. There being no further business, a Motion to adjourn was made by Council Member Pickle and was seconded by Council Member Jenkins. Motion carried, 7 ayes — 0 nays.
