On-Site Meetings
During a typical city manager recruitment, several on-site meetings will occur:

"Kick off" meeting - To initiate the project, Mr. Rohre will travel to Paris to meet with
appropriate individuals to develop the recruitment profile.
.
"Focus Group" meeting - Soon after the application closing date, the consultant will meet
with the City Council to review the focus group.
.
"Recommended finalists" meeting - The consultant will again meet with the City Council
to describe the individuals recommended for interview by the City Council.
"Candidate interviews" - The consultant will be on-site during the City Counei1's inter-
views of the finalist candidates.
.
"Follow-up interviews" - If requested, the consultant will attend any follow-up inter-
views with candidates.
Project Timing and Cost
Typically, a search of this nature takes approximately 90 - 95 days from the project kick-off to
the presentation of finalists. Ralph Andersen & Assoeiates is prepared to work with the City of
Paris to accelerate this search effort, if necessary. Candidates will be identified within a reason-
able period of time to ensure the integrity of the search.
The cost to perform the full search for the City Manager will be a fixed fee of $13,500 for pro-
fessional services. Expenses are estimated at $6,250 for a regional (Texas and surrounding
states) focused search. The recruitment, as proposed, will be a regional search effort and will in-
clude a detailed and comprehensive interview process. This quote for expenses does not include
the cost of bringing the finalist candidates to Paris for interviews. The City of Paris will reim-
burse the candidates directly for these expenses.
Expenses will be billed based on actual incurred costs. Determination and authorization of the
extent of consultant travel necessary to interview candidates will be reviewed by the City Coun-
cil at the appropriate time in the search process. Reimbursable items include advertising, con-
sultant travel and subsistence, long distance telephone and facsimile charges, printing and repro-
duction, clerical and postage/shipping. Ralph Andersen & Associates will bill monthly; progress
payments for professional services and expense reimbursement will be due upon receipt. Adver-
tisements will be invoiced directly to the City of Paris.

Other Service Options
Upon request, the Consultant will negotiate other arrangements that meet the City's budget and
service needs.
Search Services
The services for a full search will include:

Initial on-site meetings with the Mayor, City Council, Interim City Manager, Human Re-
sources staff and key management staff to collect information and finalize the recruitment
process and to determine the dates for subsequent meetings.
Develop a position profile that will be submitted to the City Council for approval prior to
printing.
.
Publish job notices in selected professional publications and on the Internet, including
Ralph Andersen & Associates' home page.
.
Candidate outreach and identification that is the main focus of our recruitment effort.
.
Paper screening of applicants at the close of the recruitment phase.
.
Recommend approximately ten (10) to twelve (12) candidates from the respective candi-
date pools that will be in the Focus Group.
.
Consultant interviews in person or by telephone, as needed, all candidates in the Focus
Group.
.
Consultant conducts reference checks on all candidates in the Focus Group.
.
Consultant develops a "Candidate Report" for the recruitment on all candidates in the Fo-
cus Group. After receiving recommendations from the Consultant, the City Council se-
lects five to seven finalist candidates for the City Manager position.

Consultant coordinates interviews of finalist candidates including the initial and follow-
up interviews with the Mayor and City Council. A member of the Consultant team at-
tends all interviews.
. Consultant assists the City Council in negotiating a compensation package and employ-
ment agreement with the top candidate, upon request.

Consultant closes out the search by returning appropriate documents to the City Council
and follow-up letters to all applicants notifying them of the conclusion of the search.

On-Site Meetings
During a typical city manager recruitment, several on-site meetings will occur:

"Kick oft" meeting - To initiate the project, Mr. Rome will travel to Paris to meet with
appropriate individuals to develop the recruitment profile.

"Focus Group" meeting - Soon after the application closing date, the consultant will meet
with the City Council to review the focus group.

"Recommended finalists" meeting - The consultant will again meet with the City Council
to describe the individuals recommended for interview by the City Council.

"Candidate interviews" - The consultant will be on-site during the City Council's inter-
views of the finalist candidates.
"Follow-up interviews" - If requested, the consultant will attend any follow-up inter-
views with candidates.
Project Timing and Cost
Typically, a search of this nature takes approximately 90 - 95 days ITom the project kick-off to
the presentation of finalists. Ralph Andersen & Associates is prepared to work with the City of
Paris to accelerate this search effort, if necessary. Candidates will be identified within a reason-
able period of time to ensure the integrity of the search.
The cost to perfonn the full search for the City Manager will be a fixed fee of $13,500 for pro-
fessional services. Expenses are estimated at $6,250 for a regional (Texas and surrounding
states) focused search. The recruitment, as proposed, will be a regional search effort and will in-
clude a detailed and comprehensive interview process. This quote for expenses does not include
the cost of bringing the finalist candidates to Paris for interviews. The City of Paris will reim-
burse the candidates directly for these expenses.
Expenses will be billed based on actual incurred costs. Detennination and authorization of the
extent of consultant travel necessary to interview candidates will be reviewed by the City Coun-
cil at the appropriate time in the search process. Reimbursable items include advertising, con-
sultant travel and subsistence, long distance telephone and facsimile charges, printing and repro-
duction, clerical and postage/shipping. Ralph Andersen & Associates will bill monthly; progress
payments for professional services and expense reimbursement will be due upon receipt. Adver-
tisements will be invoiced directly to the City of Paris.

Sample Search Work Plan
This section describes the steps that would be used in this search for the new City Manager for
the City of Paris. Each search is individualized to meet the specific needs of the organization.
Pre-Search Planning - Review Project Management Approach
The search consultant will meet with the Acting City Manager, Human Resources staff and oth-
ers as appropriate to discuss the project management for the search. The discussion will include a
review of the work plan, confirmation of timing and communication methods, e.g., the point of
contact for the consultant during the search.
Task 1 - Develop Position Profile
The position profile for the City Manager is the guide for the entire search process. The devel-
opment of the profile includes the collection of technical information and recruitment criteria.
Technical Information
Mr. Rohre will meet with the City Council, Acting City Manager, Human Resources Di-
rector and other key staff as may be necessary. The purpose of these meetings is to gain
an understanding of the experience and professional background requirements desired in
the City Manager. These meetings will also help the search consultant gain an under-
standing of the work environment and the issues facing the City of Paris and its munici-
pal culture.
Recruitment Criteria
The recruitment criteria are those personal and professional characteristics, experiences
and credentials desired in the City Manager. The criteria should reflect the goals and pri-
orities of the City of Paris. The search consultant will facilitate the identification and ar-
ticulation of those criteria, including the review of previously utilized search profiles.
Subsequent to the development and adoption of the candidate profile, the technical in-
formation and recruitment criteria will be documented in an information brochure pre-
pared by the search consultant. The brochure will be reviewed by the City in draft format,
revised as appropriate and published for use throughout the search.

Compensation
The Consultant will provide the City Council and staff information concerning compen-
sation of City Managers in benchmark communities and make a recommendation con-
cerning a compensation range and employment parameters for the new City Manager of
Paris.
Task 2 - Outreach and Recruiting
This task is among the most important of the entire search. It is the focus of the activities of the
search consultant and includes specific outreach and recruiting activities briefly described below.
Outreach
An accelerated outreach and advertising campaign will be developed, It will include the
placement of ads in publications such as ICMA Newsletter, TML Classifieds On-Line,
other state munieipal league newsletters, Public Sector Jobs Available and other profes-
sional publications. Specific Internet sites related to government will be used, including
Careers In Government and the web sites of national and state associations, as a method
of extending the specific outreach in a short period of time.
Additionally, the advertisement and the full text of the position profile (the recruitment
brochure) will be placed on Ralph Andersen & Associates' home page on the World
Wide Web (Internet), which is accessed by a large number of qualified candidates. This
method of outreach to potential applicants provides a confidential source that is moni-
tored by many key level executives on an on-going basis.
Candidate Identification
Ralph Andersen & Associates will use their extensive contacts to focus the recruiting ef-
fort. In making these contacts, the search consultant will target those individuals who
meet the criteria set by the City. Each of the candidates identified through the recruiting
efforts will be sent an information brochure. Candidates will also be contacted directly to
discuss the position and to solicit their interest in being considered.
Both the outreach and recruiting activities will result in applications and resumes from in-
terested candidates. As they are received, resumes will be acknowledged and candidates
will be advised of the general timing of the search process. The following tasks involve
the actual selection process, once all resumes have been received.
Candidate Diversity

candidates in candidate pools and in the placement of diverse candidates. A full listing of

Task 3 - Identify Potential Candidates
This task will be conducted following the application closing date. It includes the following spe-
cific activities:
Screening
All of the applications will be carefully reviewed. Those that meet the recruitment criteria
and minimum qualifications will be identified and subject to a more detailed evaluation,
This evaluation will include consideration of such factors as professional experience and
size and complexity of the candidate's current organization as compared to the candidate
profile.
Preliminary Reference Review
The search consultant will conduct preliminary reference reviews for those candidates
identified as the most quaJified as a result of the screening process. Direct contact will be
made with references to learn more about the candidates' experience, past perfonnance
and management style.
Conduct Interviews
The search consultant will conduct interviews with the top group of candidates (approxi-
mately eight to ten) identified through the screening and preliminary reference review
processes. The interviews are extensive and designed to gain additional infonnation about
the candidates' experience, management style and "fit" with the recruitment criteria.
The screening portion of the candidate evaluation process typically reduces a field of ap-
plicants to approximately eight (8) to ten (10) individuals. Those individuals will be re-
viewed with the City Council and staff prior to proceeding with the individual interviews.
Task 4 -Background Investigations
After completing Task 3, the search consultant will conduct background investigations. Verifica-
tions will be made on the top candidates and will include education verifications, Department of
Motor Vehicle check, wants and warrants, news databases, civil and criminal litigation search
and credit check. Detailed reference calls will be made both to listed and non-listed references.
The reference calls will be based on specific search criteria derived ITom the search profile. The
results ofthese verifications will be discussed with the City Council at the appropriate time.
Task 5 - Face-to-Face Interviews
If opted by the City, the consultant will conduct face-to-face interviews with candidates during
the screening and background check phase of the search. The consultant will review the locations
of the candidates with the City and receive approval for such travel in advance.

Task 6 - Recommended Finalists
A search report will be made in person to the City Council, recommending an interview group
and alternates. The report divides all of the candidates into groups including I) the top group of
candidates recommended to be interviewed; and 2) a backup group to the first group. The search
report will include candidate resumes. The results of reference reviews and interviews will be
provided in writing to the City Council. From this meeting will come a confirmed group of final-
ist candidates (typically 5 to 7).
Task 7 - Assist in the Interview Process
The final selection process will vary depending upon the desires of the City Council. The typical
services provided by Ralph Andersen & Associates in the selection process are described briefly
below. The search consultant will coordinate the selection process for the finalist group of candi-
dates. This includes handling the logistical matters with candidates and with the City.
The search consultant will prepare an interview booklet that includes the resumes, candidate re-
port (with interview comments, reference checks and other relevant information about the candi-
dates). In addition, the booklet will contain suggested questions and areas for discussion based
upon the recruitment criteria. Copies of the interview booklet will be provided in advance of the
candidate interviews.
The search consultant will attend the interviews to assist the City through the selection process.
This assistance will include an initial orientation, candidate introductions and facilitation of
discussion of candidates after all interviews have been completed. The search consultant's role,
at this step of the process is clearly understood - to facilitate, not influence, a hiring decision.
The search consultant is available to provide assistance to the City Council in the final selection
as may be desired. This assistance may include providing or obtaining any additional information
desired to assist in making the final selection decision and, if requested, to assist the City Council
and City Attorney in negotiating an employment agreement and compensation package with the
selected candidate.
Post Search Activities - Close Out
After the City has reached agreement with the individual selected for the position, the search
consultant will close out the search. These activities will include advising all of the candidates of
the outcome of the search by telephone (finalists) and letter.

The Community
..... Sherman is a dynamic Texas community of 37 square
miles located an hour's drive north of Dallas on US High-
way 75 and only a few minutes from the Texas-Oklahoma
border. It is the largest city in Grayson County and serves
as the commercial and retail hub of its Northeastern
Texas/Southeastern Oklahoma region. In addition to its
mature and attractive housing stock, a variety of retail, of-
fice and industrial land uses offer major employment and
commercial activity, Sherman's 1998 estimated census
population of 35,000 could approach as high as 37,000 in
the current tabulations. The community has maintained consistent growth over the last few dec-
ades and is strategically placed to receive a rapidly increasing level of growth pressure from the
Dallas and Collin Counties' population boom.

The City of Sherman was originally settled in 1847 and incor-
porated in 1858, Sherman's namesake, General Sidney
Sherman, is credited with originating the saying "Remember
the Alamo" during the Battle of San Jacinto. The rich history
of the community is preserved in Olde Town Sherman and the
Red River Historical Museum, The C. S. Roberts House in the
Olde Town area is maintained by the Sherman Preservation I'
League. " I
Sherman's location provides its residents a "small town" at-
mosphere with ready access to all the shopping, cultural and
recreational offerings of the DallasIFort Worth Metroplex to
supplement the City's local amenities. Cultural and recrea-
tional opportunities in the City of Sherman include 425 acres in ten municipal parks and play-
grounds, five golf courses (I public), 18 tennis courts (10 public), two museums (I cityoper-
ated), community theatre, a senior citizens center, two public swimming pools and a City library
with 100,000 volumes available. Lake Texoma, a 97,000 recreational lake rated as the "number
one lake in Texas" by the Dallas Morning News, is adjacent to Sherman and offers an abundance
of recreational and camping opportunities on its waters and its shorelines that straddle the Texas
and Oklahoma border. Sherman also boasts a renowned Symphony Orchestra, the only orchestra
between Dallas and Oklahoma City.

oughfares that include two major US highways, 75

Sherman' major industrial employers include B-
Line Systems, Fisher Controls, Folgers Coffee,
Johnson & Johnson Medical, Libby-Owens-Ford,
MEMC Southwest, Raytheon and Texas Instru-
ments. Non-industrial major employers include
Cigna, Wilson N, Jones Memorial Hospital and the Sherman Independent School District.

The City's economic growth is enhanced by a Section 4A sales tax, primarily earmarked for eco-
nomic development projects. The Sherman Economic Development Corporation administers the
sales tax proceeds. SEDCO's Board of Directors is appointed by the City CounciL Strong sales
tax proceeds, a municipal utility system with exceptionally high capacity, excellent location and
transportation arteries, and the airport facilities at Grayson County Airport and the Sherman Mu-
nicipal Airport have made Sherman a leader in economic and commercial success and positioned
the community for further success in the 21" Century.
Public education is provided by the Sherman Independent School District, which operates a high
school (9-12th grades), a middle school (7-8th grades), an intermediate school (5-6!h grades) and
six elementary schools. Higher education in Sherman includes Austin College, a highly regarded
regional liberal arts college, and Grayson Community College. Within an hour's drive, there are
several other higher educational institutions, including Texas A&M University at Commerce,
University of North Texas, Texas Woman's University, and Southeastern Oklahoma State Uni-

and a six member City Council govern the City of
Sherman. The Mayor and two City Council mem-
bers are elected at large while the remaining Coun-

The Position
The City of Sherman is seeking a City Manager to manage and direct the daily operations of the

All employees of the City other than the City Attorney, City Clerk, and Municipal Court Judge

Required Education and Experience
The successful candidate will hold a bachelor's degree in business or public administration, po-
litical science or a related field, A graduate degree in business or public administration or a re-
lated field is preferred. Four to five years services as a city manager, assistant/deputy city man-
ager or the equivalent in a comparable or larger community is sought. Candidates with service as
a City Manager, Assistant/Deputy City Manager in an equivalent or larger municipal organiza-
tion, or service as a department head in a large, complex municipal organization will be consid-
ered. Candidates with municipal management experience in other communities with challenges
similar to those of Sherman may be considered on a case-by-case basis. The candidate's back-

Compensation and Benefits Offered
Base salary in the low six-figure range and other compensation/benefits are negotiable and
highly competitive, commensurate with qualifications and experience. The City of Sherman of-

80,000 is reached. Contributing factors in this rapid development are its close proximity to Dal-

The Position
In undertaking a search for the next City Manager, the City Council has established specific

Education - The successful candidate will hold a bachelor's degree in business or public ad-
ministration, political science, engineering or other closely related field. Candidates with gradu-

Familiarity with all aspects of city operations and service delivery is important, including over-

and services including police, fire, public works and utility operations, parks, planning and
community development and related services is required. The next City Manager's experience
should also include management responsibility for general administrative and support functions

A record of intergovernmental cooperation and building cooperative relationships with other

The Federal government set up military posts along the Santa Fe and Smoky Hills Trails to pro-

The Organization
As provided in its City Charter, a five member City
Commission governs the City of Hays, The Mayor is se-
lected from the Commissioners on a one-year rotating ba-
sis. Commissioners are elected every two years, at which
time three seats are contested. The highest two recipients
of votes are awarded four year terms and the other con-
testant is awarded a two year term. There is no term limit
for Commissioners.
Among other duties, the City Commission appoints a City

Particular skill, expertise and experience in cost containment strategies and financial policy al-
ternatives for the governing body are essential, along with demonstrated experience with alterna-

Compensation and Benefits Offered
The base salary and other compensation/benefits are negotiable and competitive, commensurate
with qualifications and experience. The City of Hays offers a benefits package which includes
Kansas Public Employees Retirement System, health insurance, deferred compensation, vaca-
tion, sick leave and automobile allowance.
The City Commission is open to negotiations regarding an employment agreement and relocation
assistance with the successful candidate.
