Jerry Schulz has 24 years of experience in infor-
mation technology management and analysis
and local government administration. Mr. Schulz
is the Director of Information Systems for the
Catholic Archdiocese of Milwaukee, Wisconsin.
He also serves as a part-time Senior Consult,1nt
with The PAR Group, focusing on information
technology assignments.
Mr. Schulz has served as the Manager of Informa-
tion Systems for Waukesha County, Wisconsin,
and Director of Information Technology and
Telecommunications for the Milwaukee Area
Technical College. He also served as the Infor-
mation Systems Director for the Milwaukee
County Department of Social Services and later
also served as the Program Analysis Manager for
Milwaukee County.
Mr. Schulz is the author of ll1fomliltioll TecllllOlogy
for Local Govemlllellt: A Practical Guide for Mau-
agers, published by the International City /County
Management Association in 2001.
Mr. Schulz is a graduate of Cornell University, ma-
joring in Government, and has a Master's degree
in Public Administration from Roosevelt Univer-
sity, He serves as an adjunct faculty member at
the University of Wisconsin- Milwaukee's Depart-
ment of Public Administra tion.

cago. Principals of The PAR Group have been
providing consulting search services to local gov-
ernments nationwide continuously for thirty
years-since 1972. Our Principals have over 300
years' cumulative operations and consulting
experience in the field of local government.
The PAR Group's services can be divided into two
main categories: executive search and public man-
agement consulting. All services are provided
exclusively for public jurisdictions, related orga-
nizations, and not-for-profit entities.
Clients have included local governments of
under 5,000 to over one million population, with
budget responsibilities exceeding several billion
dollars, The firm's quality of work and sensitivity
to Clients' needs and concerns are recognized hall-

INFORMATION TECHNOLOGY
MANAGEMENT
The PAR Group has seen an increasing demand
from its clients for services related to the use
of information technologv (IT). In response,
we ha\'e strengthened our ability to provide
technogv-related services and have recently added
Jerome A. Schulz as a part-time Senior Consult-
ant to our group of local gm'ernment consultants.
Mr. Schulz has a career emphasis in IT manage-
ment and will focus on IT assignments in his
consulting assignments.
Using technology effectively is a challenge
for local governments
All glwernments want to be able to identify tech-
nologv goals and determine what they need to do
to start working toward those goals. Yet of all the
issues that confront local governments, technol-
ogv use is often the most challenging. Informa-
tion technology is e\'er-changing, presenting a
bewildering arrav of choices across a govern-
ment's broad array of programs.
And, smaller gm'ernments often have no full-time
technolog\' staff to help in IT planning, and even
the in-house or contract technology staff the
gm'ernment mav be depending on for day-to-day
IT support often lacks the time or expertise to
effectivelv address strategic IT planning issues.
The PAR Group can help governments
develop Strategic IT Plans
A question that local gO\'ernment decision-
makers are asking with increasing frequency is,
"Where should we be going with information
technolog\' and what will we need to do today,
tomorrow, and O\'CJ' the coming vears in order to
get there'
A strategic IT planning process works out the
answer to these questions, The planning project
leads decision-makers and others through a plan-
ning exercise with the focus on IT, resulting in a
final plan that specifies needed projects. The key
success factor for this work is to find what in IT
work is called "business alignment," that elusive
way in which technology can provide the optimal
support for the larger goals of the government.
The PAR Group can help design an information
technology planning process, facilitate the plan-
ning work, develop the final plan documents,
and assist in presenting the plan to interested
audiences.

help smaller governments manage their day-to-
day IT use, especially in cases of governments
with no full-time technology staff. At these sites
the City Manager or similar official often in effect
doubles as the IT manager, The PAR Group can
review how well this is working and recom-
mend appropriate practices to make this work
better. Such an engagement might also include
some one-on-one or small group training,
strengthening your ability to "be your own tech-
nology manager."

Tailored Search Process
Our executive search process is highly professional and personalized. We will assist Paris
Officials from commencement to conclusion of the assignment, until a completely acceptable Candidate
is appointed to the position. We handle all of the administrative details of the entire recruitment
process, so City Officials can limit their involvement to the significant, decision-making aspects of the
selection process, thus mininùzing interruption of attention to other on-going concerns and
responsibilities.
Our initial effort in assisting the City of Paris would be to develop a Recruitment Profile that sets
forth detailed qualifications for the position under recruitment, reflecting both current and longer range
organizational expectations relating to the position. The Profile serves as a key instrument for
recruiting and screening Candidates in accordance with the unique needs identified as particularly
desirable forthe position.
Our executive search process would be as follows, subject to mutually agreed upon modification:
1. Interview appropriate City elected and appointed Officials, Department Heads, and key
Staff, all toward achieving clarity and consensus concerning the specific nature of duties,
responsibilities and expectations of the position. Interview data will be used to prepare a
Recruitment Profile for approval by City Officials (Sample Recruitment Profile enclosed),
During our on-site interview activities we devote significant effort to become knowledgeable
and familiar with the municipal organization, community institutions and leadership, gain a
sense of the city as a place to live and work, understand intergovernmental activities/
relationships, take note of cultural and socioeconomic diversity, and other efforts, all to
clearly understand and be able to straightforwardly present prospective Candidates (and their
families) with information having an important bearing on their decision to consider the Paris
position.
If desired, we shall be pleased to conduct focus group sessions, comprised of community
leadership and citizenry, in an expanded effort to determine input and feedback from such
persons for inclusion in the draft Profile prepared for review, amendment, and ultimate
approval; this service/ assistance would be provided for an additional fee.
2. Conduct an intensive independent professional search and recruitment effort, utilizing an
extensive local, regional and national contact network, seeking out qualified Candidates who
may not otherwise have an interest in your recruitment.
3. Place announcements in appropriate professional publications and on the internet to provide
maximum exposure of the position's career opportunity and to ensure an open recruitment
process.
4. Process all applications received from recruitment and announcement efforts, including timely
acknowledgments of receipt of application and status of recruitment information to all
Applicants, on behalf of the City.

5. Screen all applications received, matching all Applicants' credentials with the specific
criteria qualifications stated in the Recruitment Profile.
6. Interview prospective Final Candidates and make background inquiries and reference checks
with current and past employers and verify claimed educational achievement.
7. Present a written report on applications received for the position, including résumés and
background infonnation on those individuals considered to be most qualified and best suited for
the position, recommending approximately 8 - 10 such persons for personal interview
consideration.
8. Facilitate the selection of Candidates to be invited for personal interview and appointment
consideration; we recommend that no fewer than five Candidates be interviewed.
9. Arrange for additional background inquiries of Candidates selected for interview, to include
criminal court, credit, and motor vehicle records checks and print media searches, as desired.
10. Provide, if desired, personality "type" profiles of the Finalist Candidates utilizing the
recognized Myers-Briggs Type Indicator@ (MET!@) Test and analysis. The MBT! results
provide a means to assist Ci ty Officials in making distinctions and understanding differences of
management and personal style among Candidates. The MET! has been employed by a wide
variety of users in business, government, and training services for 40 years as a recognized tool to
assist organizations to appreciate the differences of individuals and their approaches to work
and interaction. MET! results are also used in organizations to help understand and adapt to
different management styles and approaches to work methods, assist in making the most of
human resources, and facilitate more effective communications with peers, employees, and
supervisors,
11. Prepare interview questions and procedure for use by the City's Interview Panel, developing a
process which will ensure that the same questions are asked of each Candidate and that each
interview is thoroughly and consistently evaluated.
12. Coordinate arrangements for Candidates' travel to Paris for interviews, be present during
interview sessions to facilitate effective discussion and deliberation toward the City's
selection of a Final Candidate, and also assist in employment negotiation between the Final
Candidate and City Officials, as desired,
13, Notify all Applicants of the final appointment action by City Officials, including professional
background infonnation on the successful Candidate.
Timing
We are prepared to undertake your assignment in a timely manner. The Recruitment Profile will be
submitted for review and approval promptly following our on-site interviews of Paris Officials and
Staff. We would be in a position to recommend Candidates for personal interview consideration within
60 days following approval of the Recruitment Profile. Personal interview of Candidates could be
conducted approximately ten days following the selection of Candidates for interview. Overall, the
recruitment process-from the beginning to the date of appointment of a Candidate-should take no
more than 90 days,

AJI services in connection with this assignment wiU be performed by individuals who possess
recognized municipal experience and broad executive selection judgment. Biographies of key consulting
personnel are enclosed.
Fees and Costs
Our fee for the comprehensive services outÍined above would be offered at an appropriate time and
will be presented on a fixed-fee basis for professional services. Expenses related directly to the
recruitment process, such as for travel, communications and printing would be biUed together with our
statements covering professional services. Our practice is to bill in three instaJlments over a 90-day

Robert Beezat has over thirty-five years of private and public sector management, consulting,
training, and teaching experience. For twenty of those years, he has been a member of The PAR Group.
He recently purchased the company and serves as President. During that time, he has provided a
variety of management consulting services to over 175 municipalities and public agencies nationwide,
The public jurisdictions which he has served range in size from 3,000 to 3,000,000 in population,
As part of The PAR Group consulting team, Mr. Beezat has conducted and participated in over 100
executive search assignments. He has successfully undertaken and completed over 125 consulting
assignments in the areas of human resource management; i.e., dassification and compensation
systems, total cost employee compensation analysis, employee personnel manuals, performance
evaluation systems, and employee/labor relations improvement programs. In particular, he served as
the principal staff to several regional consortiums of municipalities addressing the rapid increases in
municipal employee salaries and benefits. These consortiums involved over 70 municipalities in the
Chicago area, downstate Illinois, and out-state Minnesota.
Mr. Beezat has also performed a number of management studies which have reviewed the organizational
structure and management operations of municipalities. Studies have ranged from individual

recommendations in his report and eventually won the prestigious "All American City" award.

Beside his consulting experience, Mr. Beezat has served as a City Manager, Village Manager, and Town
Administrator for over fourteen years. He has worked in suburban and independent cities which have
induded the full range of municipal services induding the not too common functions of a municipal
hospital and electric utility. He has done a great deal of work in the economic development fieid. This
work has earned him and the municipalities he worked for recognition from local businesses for
innovative, cooperative approaches to addressing economic development issues.
Finally, Mr. Beezat has been very active in working with and developing programs that benefit lower
socio-economic segments of the population. He has been successful in putting together the municipal,
educational, and business resources in a municipality to address the diverse needs of a low-income,
immigrant population. As an individual, he has organized and led a number of community-based groups
which have worked to resolve neighborhood problems and issues.
Mr. Beezat is a graduate of Loyola University, Chicago, iilinois and has a Master's degree in Public
Administration from Roosevelt University in Chicago. He is an adjunct faculty member at Lewis

Mr. Nollenberger has extensive leadership and chief executive experience in city and county
governments. While City Manager of Muscatine, Iowa; Richfield. Minnesota; Beaumont, Texas; and
Duluth, Minnesota and County Administrator of St Louis County, Minnesota and Lake County, Illinois, he
developed and implemented significant organizational changes. In addition, he implemented financial

Ms. Voorhees has recently joined The PAR Group as a Vice President, working on both executive search
and general management consulting assignments. She has 19 years of local government management
experience, including service with the cities of Wilmette and Schaumburg, Illinois, and Kansas City,
Missouri.
From 1990 to 2001, Ms. Voorhees served as the Village Manager for Wilmette, Illinois, one of
Chicagoland's notable residential suburbs located on Lake Michigan's lakeshore. During her tenure, Ms.
Voorhees focused on delivering high quality services and responsiveness to a recognized interactive
cornmuniìy, streamlining administrative and management functions and team building throughout the
organization that employed 200 individuals. Under her leadership, the organization developed a
collaborative budget process, formalized its long range capital improvement program and developed
budget and financial policies that led to the achievement of a AAA bond rating for the community.
Wilmette has also received the Government Finance Officers' Association prestigious certificate for

Granted a charter in 1850, Kansas City now operates
under the Council-Manager form of government. The
