REGULAR MEETING
AIRPORT ADVISORY BOARD

The Airport Advisory Board Meeting was called to order by Vice Chairman Vic
Ressler at 6:05 P.M.

None
Also present were Tommy Haynes, Airport Director; Jim Collier, Airport Manager;
and Larry W. Schenk, City Attorney.

The minutes of the December 16, 2003, were approved as prepared. Andy
Fasken moved to approve and Don Morrell seconded the motion. The vote to
approve was unanimous.
The status of repair of the rubber boot on hangars B-7 and B-9 was given by
Victor Abeles. The project has been completed by Pete Miller and a bill has
been submitted to the City for payment. Mr. Abeles was thanked by everyone
for getting this job done.
Jerry Richey was not present to give a report on the GPS approval. J.B.
Richey reported that this was no change on this project at this time. Jerry will
give the report at the next meeting.
A long discussion was held regarding the private hangar policy. There
were three items in the policy that the Board brought up for discussion. (1)
The insurance of the building; (2) when the ownership of the hangar becomes
the City (3) the ground lease that is being charged for a private hangar. The
current policy calls for the builder of the private hangar to pay insurance on
the hangar for the life of the lease. The building is owned by the builder of the
private hangar until the lease expires and the ownership is transferred to the
City. The current lease calls for a ground lease to be paid by the builder for
the life of the lease unless the size of the hangar is 20,000 square feet or
larger and then it is negotiable.
Several members of the Board expressed concern that the current policy is
not working since no one has built a private hangar. A request was made to
prepare a form letter that the Airport Manager would give to a prospective
private hangar builder and the steps that would be involved in contacting
someone regarding building a private hangar.
Also, a discussion was held regarding PEDC and would then help market
private hangars at the Airport. Andy Fasken agreed to contact PEDC.
It was agreed that a form letter would be drafted and placed at the Airport
Managers office giving the steps required for anyone interested in building a
private hangar at Cox Field.
J.B. Richey requested that we put airport permits on the next agenda as some
people work on airplanes at Cox Field without permits.
