The County's labor force IS well educated with many having secondary degrees earned at the local campus of the Northern Wyoming Community College. The City Administrator is responsible for all day- to-day operations Including the hiring and firing of all City personnel. Reporting to the City Administrator are the Directors of Utilities, Finance/Treasurer, Public Works, and Community Development, as well as the Chief of Police and Assistant City Administrator. The City has a full- time staff of 180. The Position The new City Administrator will loin the Mayor and Council and executive man- agement team in addressing issues relating to economic diversification, methane development drilling, and organizational changes. The City Adminis- trator will work with the Council; assist them in determining a course of direction, and provide options, alternatives and advice along the way. In addition, the ideal candidate will be creative and progressive and have the proven ability to proactively develop strategies for dealing with future challenges. The City Council has described their future City Administrator as one who is honest, with high integrity; an individual with a calm and professional demeanor who is able to diffuse heated situations. The Administrator will be an objective decision- maker who does not shoot from the hip but considers alternatives. As such, the new City Administrator will be accessible and approachable and will subscribe to the principle of "no surprises." The ideal candidate will have strong Interpersonal and communication skills as well as an understanding of the dynamics of a somewhat remote, rural environment. The Compensation The City of Gillette is offering an attrac- tive salary range between $85,000 and $100,000 depending upon qualifications of the individual selected. The General Manager is appointed by the Board and is respon- sible for management of a department staff of 28 and 2003/2004 budget of approximately $9.7 million. DWP provides domestic water service and fire flows to approximately 15,000 residential and commercial customers including the entire City of Big Bear Lake, Moonrldge, and Sugarloaf, tne northern half of Erwin lake, lake Williams, Fawnskin, Rim Forest and portions of Big Bear City. DWP enjoys and strives to maintain an over 90% customer satisfaction level. The Department is responsible for testing and monitoring the water system to ensure a safe water supply that meets State and Federal regulations. Big Bear Valley is unique IC that all drinking water IS obtained from the snow and rain that percolates into the ground; no lake or imported water is available for drinking. Key components of the water system Include adequate wells and reservoirs to meet peak holiday weekend demands; replacement of old, leaky and undersized steel mainlines to provide adequate fIre flow; and ongoing/recurring rehabilitation of older system components to assure reliable service. The Department currently operates, maintains, and monitors 33 well sites, 13 booster stations. 17 reser- voirs, 15 chlorinating stations, 20 sample stations, and hundreds of pressure reducing valves. DWP installs, replaces and repairs hundreds of fire hydrants within the water system as well as maintaining, replacing, and repairing 167 miles of mainlines, 14,200 meters, meter boxes and service lines, and 3,000 mainline valves. In its fifth consecutive year of drought, DWP is faced with the challenge of ICcreased water demands and assuring adequate water supplies for its custom- ers. The Department is focusing its attention on developing new wells and completing two manganese treatment facilities. DWP continues to educate the community on water issues and encour- age conservation. Most importantly, DWP is actively pursuing water reuse as a supplemental source of water for the Valley. Vice President Phil McKenney has 30 years' management experience and is very familiar with local government agencies, having led a county-funded organization and having worked with numerous city governments and special districts. Mr. McKenney began his career in the resort and hospitality industry and served as General Manager for Mattakesett Properties on the island of Martha's Vineyard. He then relocated to Keystone Resort in Colorado, which is now acknowledged as a premiere all-season resort with special recognition for its level of guest services. Mr. McKenney later took over the helm of the Summit County Chamber of Commerce as their Executive Director. This hybrid-Chamber was the only countywide organization responsible for marketing all of Summit County, Colorado, home to Breckenridge, Keystone, and Copper Mountain resorts. Through his leadership and collaborative style, and working with the cities within Summit County, he led the Chamber to being a readily recognized and well-respected organization within Colorado and the Western United States. Mr. McKenney was then selected by Placer County, California to lead the merger of the North lake Tahoe Chamber of Commerce and the North Tahoe Visitors and Convention Bureau into the North lake Tahoe Resort Association. As Executive Director of this new county organization, he represented the Tourism industry for all of North lake Tahoe. Proiect OrQanization - This phase provides for the development of a detailed Candidate Profile. We will meet individually with the Mayor and City Council, as well as others you identify, to discuss the issues and challenges facing the organization and community. The desired background and experience, leadership style and personality traits, skills and abilities will be discussed. Additionally, this time allows us to become more familiar with the City of Paris, its organizational culture and community as well as the philosophy that will move the organization through the 21 st Century. We will also discuss with the Mayor and City Council expected parameters of the search, the search timeline, and schedule future meeting dates. . Recruitment - Our recruiting efforts will focus on direct and aggressive recruiting of individuals within the search parameters established during the Project Organization phase. We believe direct recruiting produces the most qualified candidates. We know how to identify the "hidden" candidates, including those passive candidates who may be resistant to considering an employment change. We will use our active network of contacts as well as an Internet-based proprietary candidate database to look deeper and find those hard-to-attract candidates. In addition, an attractive brochure will be prepared to market the community and position to potential candidates. Advertisements will be placed in industry publications and websites, and our firm will assume responsibility for presenting your opportunity in an accurate and professional manner. All resumes received will be promptly acknowledged, and we will personally respond to all inquiries. . Preliminarv Interviews/Recommendation - As resumes are received, supplemental questionnaires will be sent to candidates who appear to meet the candidate profile. Following the filing deadline and a thorough review of the resumes and questionnaires received, we will conduct preliminary interviews with those individuals most closely matching the candidate profile. Preliminary reference checks will be conducted and a written recommendation of finalists will be personally presented to the Mayor and City Council. Once the Mayor and City Council have selected finalists for further consideration, all candidates will be notified of their status. . In today's tough recruiting environment, our goal is to make the process as efficient and effective as possible. We would encourage the City to work cooperatively with us in order to keep the process on schedule. The proposed project and professional fee includes three meetings with the client; the first to develop the Candidate Profile, the second to recommend finalists, and the third to facilitate finalist interviews. CA 95825 . 916.977.3700 . fax 916.977.3733 . www.wilcoxcareer.com Wilcox Miller & Nelson BASIS FOR PROFESSIONAL FEES Professional Fee Wilcox Miller & Nelson's professional services are offered on a retained basis for what is expected to be a three-month recruitment process. The professional fee for the recruitment of the City Manager is $17,500.00. One-third of this fee is due as a retainer upon execution of the agreement. The remainder of the fee will be divided and billed in two separate, monthly invoices. Full payment of the professional fee is due three months from execution of the agreement or when a candidate has accepted an offer of employment, whichever comes first. The proposed project and professional fee includes three meetings with the client; the first to develop the Candidate Profile, the second to recommend finalists, and the third to facilitate finalist interviews. Requested additional meetings will be negotiated and billed accordingly. Should the City choose to cancel or postpone the search at any time after execution of the agreement, the City will be responsible for payment in the amount of the percentage of the work complete as it applies to the three-month period. It is the sincere intent of Wilcox Miller & Nelson to conduct a recruitment process that leads to the selection of a qualified candidate. If the City chooses to continue outreach efforts past the three-month period, however, a continuation fee may be negotiated. In the event that the City employs any referred candidate in any capacity within 365 days of our referral, the City will be obligated for the full professional fee. EXDenses The City of Paris will be responsible for reimbursement of expenses not to exceed $7,500.00. Expenses will be pre-approved and will be billed back at cost. Expenses include out-of-pocket costs associated with consultant travel, advertising, printing and binding, postage and delivery, clerical, background checks, and long-distance telephone charges. PLACEMENT GUARANTEE Wilcox Miller & Nelson agrees to guarantee this placement for a period of one year from date of hire. In the event a candidate recruited and recommended by our firm leaves your employment or is dismissed for cause during this period, we agree to provide a one-time replacement at no additional charge, except expenses. We further agree to offer formal presentations of resumes and verification of background (employment, education, certification, credit history, motor vehicle, civil and criminal records) and references for the final candidate. Wilcox Miller & Nelson agrees that all direct costs incurred during the course of this assignment and any principal travel expense necessary to pre-qualify prospective candidates for employment will not exceed the expense limits established in this proposal, unless negotiated and preapproved by the City. The City of Paris agrees to make every effort to maintain the confidentiality of candidates presented for consideration and agrees to designate one staff person (yada yada) to serve as the primary client contact to maintain an open line of communication. The City agrees to assume any candidate travel costs as necessary to interview finalists determined to be qualified by Wilcox Miller & Nelson.
