2014-025 - Authorizing the City of Paris to enter into a grant agreement with TxDOT to fund a 10-unit T-hangar and required hangar access taxiway at Cox Field, including a local match.RESOLUTION NO. 2014 -025 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, AUTHORIZING A GRANT REQUEST TO THE TEXAS DEPARTMENT OF TRANSPORTATION ( TXDOT) AVIATION DIVISION REQUESTING GRANT MONEY TO CONSTRUCT T- HANGARS AND EXTEND HANGAR ACCESS TAXIWAY; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City of Paris, Texas, hereinafter referred to as ( "CITY "), intends to make certain improvements to Cox Field as set out in the approved airport master plan, specifically, the construction of a 10 -unit T- Hangar and extension of a hangar access taxiway under the capital improvement program; and WHEREAS, on March 3, 2013 the City Council of the City of Paris, Texas approved a request from the Airport Advisory Board recommending a letter of interest be sent to the Texas Department of Transportation Aviation Division requesting grant money to construct hangars at Cox Field. WHEREAS, TXDOT Aviation Division has been assessing the project request letter and they are requesting a resolution from the City Council prior to August 1, 2014. WHEREAS, the general description of the project is for hangar development; and WHEREAS, the City of Paris, Texas will construct said hangar development in a manner consistent with Airport Layout Plan as approved by the State; and WHEREAS, the City commits to maintaining airport minimum standards, rates and charges that are reasonable and nondiscriminatory; and WHEREAS, the total project cost is estimated to be $1,206,666 which includes $100,000 for engineering and $1,106,666 for the 10 unit T- Hangar and hangar access taxiway; and WHEREAS, the City has available and will provide at least 10% of the project costs with local funds and understands that any additional costs above $600,000 in federal or state funds cannot be increased. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That if TXDOT approves the Grant for Hangar development at Cox Field in the amount of $1,206,666 the City will provide at least 10% of this sum toward the Project in the form of Grant Match Money as set forth in the TXDOT Aviation Capital Improvement Program attached hereto as Exhibit "A ". Section 3. That the City Manager be, and he is hereby, appointed as the Authorized Official of said project and is authorized and directed to execute, on behalf of the City of Paris, all applications, contracts and agreements with the Texas Department of Transportation and such other parties as shall be necessary and appropriate for the implementation of the improvements to Cox Field. Section 4. That the City Engineer, be, and he is hereby, appointed as Project Director and is hereby authorized and directed to execute and deliver, on behalf of the City of Paris, all reports, communications, assurances, and documents necessary for the completion of said project. Section 5. That the Director of Finance be, and he is hereby, authorized and directed to serve as the Financial Officer for said project and to receive and distribute funds for the City of Paris Engineering Department's continuing participation in the TXDOT Hangar development Funding Project. Section 6. That this resolution shall be effective from and after its date of passage. PASSED AND APPROVED this 14th day of July, 2014.
