A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS, APPROVING AND AUTHORIZING THE EXECUTION OF A PROFESSIONAL SERVICES AGREEMENT WITH ARCHITEXAS FOR PREPARATION OF DESIGN GUIDELINES FOR THE DOWNTOWN HISTORIC DISTRICT; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. WHEREAS, the City Council of the City of Paris, Paris, Texas, did heretofore, on the Sth day of June, 2003, in Ordinance No. 2003-023, amend Zoning Ordinance No. 1710 to establish a Historic Overlay District for a substantial portion of the downtown area, commonly known as the Downtown Historic District, in accordance with the recommendations of the Planning and Zoning Commission and the Historic Preservation Commission; and, WHEREAS, the City Council has been made aware ofthe need to establish design guidelines for the Downtown Historic District to assist property owners in their efforts to repair, rehabilitate, or renovate property within such District, and the Historic Preservation Commission has recommended that ArchiTexas perform such services; and, WHEREAS, the form of agreement for such professional services with ArchiTexas, attached hereto as Exhibit A, should, in all things, be approved, and the Mayor should be authorized to execute the same; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That the form of the Professional Services Agreement with ArchiTexas for the preparation of design guidelines for the Downtown Historic District be, and the same is hereby, approved. Section 3. That the Mayor be, and he is hereby, authorized and directed to execute, on behalf of the City of Paris, the Professional Services Agreement with ArchiTexas, under the terms and conditions and in the form shown in Exhibit A, attached hereto. Section 4. That this resolution shall be effective from and after its date of passage. PASSED AND APPROVED this lOth day of May, 2004. Schenk, City Attorney City of Paris Commercial Historic District Design Guidelines Proposal for Services Statement of Purpose: The City of Paris wishes to develop Historic Preserva6on Guidelines for the city's Commercial Historic District. The guidelines aze to ensure the preservation of historic resources within the district and ensure that any new development is sympathetic to the historical design characteristics of Paris' commercial care. Proposed Scope of Services: The proposed scope of services covers the work necessary to complete the design guidelines. This proposal assumes that ARCHITEXAS will perform all of the work outlined. Opportunities for community input and participation will be explored and outlined at the PHPC's request. Task 1- Preservation Guidelines Development Outline ARCHITEXAS will meet with the PHPC to discuss the goals of the Preservation Guidelines.Plan and determine the azeas to be covered in the plan. Such azeas might include, but are not limited to, city historic districts, city conservation districts, and commercial design and development guidelines. These discussions will be utilized in the active development of an outline for the Preservation Guidelines. The outline will then be distributed to all PHPC boazd members for review and comment. Task 2- Paris, Texas, Historic Preservation Guidelines Based on the goals ouUined in Tasks 1 and 2, the Paris, Texas Historic Preservation Guidelines will be drafted. The written draft will include city preservation standazds developed according to the goals of the PHPC and, where appropriate, will include illustrations and examples of those standazds. The guidelines will be developed in accordance with the City of Paris' enabling legislation regazding historic resources. The draft will be distributed to the members of the PHPC for review, comment and revision prior to completion of the final draft. The final draft of the Paris, Texas Historic Preservation Guidelines will be competed and a predetermined number of copies distributed to the PHPC. Additional copies will be printed on request for an additional fee. City of Pazis Design Guidelines 2004 Phase I - Page 2 Task 3- Preservation Guidelines Presentation ARCHITEXAS will conduct a public presentation to communiry and governmental leaders about the details of the Preservation Guidelines. Additional meetings will be conducted at the request of the PHPC for an additional charge. Meetings and Presentations This proposal includes the following meetings: Task 1 PHPC Coordination 4-6 hours Task 3 Preservation Guidelines Presentation 1-3 hours Additional meetings will be held at the clienYs request and for an additional charge. Project Schedule and Workload: Upon execution of a contract and confirmation that work may be commenced the project will be completed in approximately 4-months. The schedule will vary depending on the number of public meetings and community input requested. Workload ARCHITEXAS and its consultants have a proven history of completing projects in a timely manner. The suggested team members were specifically chosen based on their ability to perform the proposed scope-of-work in a timely and professional manner. Depending on the date of project incep6on, the assigned staff will be adjusted with percentage of workload allocated to ensure timely project completion. Compensation Architexas proposes to complete the above described scope of work for the following fees: Preservation Guidelines & Presentation $7,750.00 Additional Services Additional Services requested by the client during the course of the project will be billed at the following hourly rates: Principal $140.00/hour City of Paris Design Guidelines 2004 Phase t - Page 3 Preservation Specialist $ 75.00/hour Technical $ 75.00/how Administrative$ 50.00/hour Reimburaable Expenses Reimbursable expenses will be in addition to the professional fees necessary to perform the tasks described by the Scope of Services and will be invoiced in addirion to the architectural fees. Reimbursable expenses incurred for each 30 day billing period will include a 1.1 times cost multiplier and be submitted with the invoice for that billing period. Reimbursable expenses include but are not limited to the following: •reproduction (photogaphic, xemgaphic, scanning, diazo, printing, CAD plotting or other means of reproducing graphics and reports) •in-house printing and faxing mphotography and film processing •courier and other delivery services •long distance phone •mileage (dl $0.35/mile Reimbursable expenses for this project are estimated not to exceed $750.00.
