1. The meeting of the Planning and Zoning Commission on Monday, July 7, 2014, was called
to order at 5:3Op. m. by Holland Harper, Chairman.
A. The following members were present: Holland Harper, John Lee, Mike Folmar,
Billy Trenado, James Price and Jerry Akers
B. The following members were absent: Barney Bray
C. Also present were Shawn Napier, Director of Engineering, Planning and
Development; Alan Efrussy, Planning Manager Sue Lancaster, City Council and
Ashley Fendley, Secretary for the Planning and Zoning Commission.
2. Election of Officers:
A. Chairman — Motion was made by Jerry Akers, seconded by John Lee to nominate
Holland Harper as Chairman. Motion carried 6 -0.
B. Vice - Chairman — Motion was made by John Lee, seconded by James Price to
nominate Jerry Akers as Vice - Chairman. Motion was made by Jerry Akers to
nominate John Lee as Vice - Chairman. Motion failed for lack of a second.
Chairman Holland Harper called for a vote on the nomination of Jerry Akers.
Motion carried 5 -1, with Jerry Akers casting the dissenting vote.
C. Secretary — Motion was made by Holland Harper, seconded by Jerry Akers to
nominate John Lee as secretary. Motion carried 5 -1, with John Lee casting the
dissenting vote.
3. Approval of minutes from previous meetings. (June 2, 2014)
Motion was made by Mike Folmar, seconded by John Lee to approve minutes for the June
2, 2014 meeting. Motion carried 6 -0.
4. Public hearing to consider the Site Plan for ALDI, INC. on Lot 1, Block A, Mirabeau
Square 287 Addition, being located at 3518 Lamar Avenue.
Public hearing was declared open.
A. Three individuals spoke in favor of the petition.
Bryan Burger, of Dallas, Texas, spoke in favor of the petition. Mr. Burger stated he
was present if the board had questions concerning the petition. The Planning and
Zoning Commission had a few concerns related to buggies being in the parking lot.
Mr. Burger stated to get a buggy you have to place a quarter in the machine. Once
you have completed your grocery shopping you place the buggy back and the
quarter is returned to you.
Charles Braswell, of Powderly, Texas, spoke in favor of the petition. Mr. Braswell
stated that the Aldi's Food Market would be a great business for the City of Paris.
Rick Utley, 320 N.E. 34th Street, spoke in favor of the petition. Mr. Utley stated that
the Aldi's Food Market would be a wonderful business to welcome to the City of
Paris.
B. No one spoke in opposition.
Public hearing was declared closed.
Motion was made by John Lee, seconded by Mike Folmar to approve the petition. Motion
carried 6 -0.
S. Public hearing to consider the petition of Charles Braswell for a change in zoning from a
One - Family Dwelling District No. 2 (SF -2) to One - Family Dwelling District No. 3 (SF -3)
with a Specific Use Permit (39- Mobile Home) on Lots 29 and 30, City Block 197, being
located at 1838 Maple Avenue.
Public hearing was declared open.
A. One individual spoke in favor of the petition.
Charles Braswell, of Powderly, Texas, spoke in favor of the petition. Mr. Braswell
stated that this petition was to allow him to place a mobile home on the vacant lot at
1838 Maple Avenue to bring in more tax dollars.
B. Several spoke in opposition.
Jim Bell, of Paris, Texas, spoke in opposition of the petition. Mr. Bell stated he had
concerns that market value in the neighborhood would drop. Mr. Bell further stated
if the owners planned to place a new mobile home on the vacant lot the issue might
be different.
Mary Davenport, 1350 W. Houston Street, spoke in opposition of the petition. Mrs.
Davenport stated she had concerns if the commission allowed this mobile home to
be placed at 1838 Maple Avenue it might attract more mobile homes in the area.
Sue Lancaster, 1020 Bonham Street, spoke in opposition of the petition. Mrs.
Lancaster stated allowing this mobile home would be a step in the wrong direction.
Margie Bell, Paris, Texas, Holland Harper read her letter into the record in
opposition of the petition. Mrs. Bell has concerns about the up keep on the mobile
home and the market value on the neighborhood might decrease.
Public hearing was declared closed.
Motion was made by John Lee, seconded by Mike Folmar to deny the petition. Motion
carried 6 -0.
6 Public hearing to consider the petition of Terry Arnold for a change in zoning from a
One - Family Dwelling District No. 3 (SF -3) to One - Family Dwelling District No. 3 (SF -3)
with a Specific Use Permit (39- Mobile Home) on Lot 2, Block 8, Maxey Addition, being
located at 1631 West Campbell.
Public hearing was declared open.
A. No one spoke in favor of the petition.
B. Several individuals spoke in opposition.
Ruth Dockins, 1810 Fairfax, spoke in opposition of the petition. Mrs. Dockins
stated she had concerns about the up keep on the mobile home and the market value
on the neighborhood might decrease.
Sue Lancaster, 1020 Bonham Street, spoke in opposition of the petition. Mrs.
Lancaster stated allowing this mobile home would be a step in the wrong direction.
Public hearing was declared closed.
Motion was made by Mike Folmar, seconded by Jerry Akers to deny the petition. Motion
carried 4 -2 with Holland Harper and Billy Trenado casting the dissenting votes.
7. Consideration of and action on the Final Plat of Lots 1, 2, 3 and 4, Block A, Paris SMPC
Addition 322, located at the N.E. corner of Loop 286 and Stillhouse Road.
Shawn Napier reviewed the final plat with commissioners. Motion was made by James
Price, seconded by John Lee to approve the final plat, subject to the City Engineer's
recommendations. Motion carried 6 -0.
8. Consideration of and action on the Preliminary Plat of Lot 1, Block A, Langdon 266
Addition, located at 2340 N.E. Loop 286
Shawn Napier reviewed the preliminary plat with commissioners. Motion was made by
John Lee, seconded by James Price to approve the preliminary plat, subject to the City
Engineer's recommendations. Motion carried 6 -0.
9. Consideration of and action on the Final Plat of Lot 1, Block A, Langdon 266 Addition,
located at 2340 N.E. Loop 286
Shawn Napier reviewed the final plat with commissioners. Motion was made by James
Price, seconded by Mike Folmar to approve the final plat, subject to the City Engineer's
recommendations. Motion carried 6 -0.

Addition, located in the 3000 Block of N.E. Loop 286
Shawn Napier reviewed the preliminary plat with commissioners. Motion was made by
Mike Folmar, seconded by John Lee to approve the preliminary plat, subject to the City
Engineer's recommendations. Motion carried 6 -0.

Addition, located in the 3000 Block of N.E. Loop 286
Shawn Napier reviewed the final plat with commissioners. Motion was made by James
Price, seconded by Billy Trenado to deny the final plat. Motion carried 6 -0.
