Historic Preservation Minutes
January 26, 2004
Item 1
The meeting was called to order by Barbara Wilson, Acting Chairman.
Item 2
The roll of members was called by the secretary, Ann Rogers.
The following members were present.

Item 3
The minutes were read by the secretary and after a reading of the minutes they were
accepted unanimously by a voice vote.
The first item of business was a motion by Sue Lancaster to move Agenda item 7
( Discussion of and possible action on approval of Certificate of Appropriateness)
to agenda item 3. The motion was seconded by Paul Denny. It passed unanimously.
Item 7
The first request of Lynn and Ron Dickson of 366 Bonham St. #11 was approved after
the Commission viewed the documents presented by the petitioners. The motion was
made by Jerry Raper and seconded by Sue Lancaster. The petition was approved by a
unanimous vote.
The second request for a Certificate of Appropriateness was presented by Jim Bell for
Margie Bell. Mr. Bell presented the documents necessary for the certificate to be issued
for repairs to be made on the roof and for approval of the design of the chain link
fence to be installed at 624 Church Street. After discussion, a motion was made by
Becki Norment and seconded by Sue Lancaster to issue a Certificate to Mrs. Bell. The
motion passed unanimously.
The third petitioner was Cynthia Rainey with request for approval of paint colors, the
change of a sign from one street to another and to redesign a new awning. The motion
to approve the three requests with an exception requiring the contractor to make a
shop drawing showing the awning attachment submitted to Tommy Haynes before
permanently attaching to building. After considerable discussion, a motion was made
by Paul Denny and seconded by Sue Lancaster. The motion passed (with the exception
included )unanimously.
The fourth petitioner was the Lamar County Chamber of Commerce. with a request to
erect a sign identifying the offices in the Depot and add a historical marker adjacent to
the sign. Dr. William Hayden was present to answer questions the Commission had
regarding the sign. After a minimum of discussion, the motion to issue a Certificate of
Appropriateness was made by Sue Lancaster and seconded by Claudia Hunt. The
motion was passed unanimously.
Two petitioners Michella Bumgarner, Brenda Smyers of 101 Grand Avenue 116-118
and Linda Brown 221 Bonham did not appear and a motion to table the applications
was made by Paul Denny and seconded by Claudia Hunt. The motion passed
unanimously.
Item 4
Acting Chairman, Barbara Wilson reminded the Commission members of the City
Council and the Planning and Zoning meetings to be held on the 2nd and 5th of
February. Historic Preservation members were encouraged to attend, not as
Commission members, but as citizens to share their input.
Item 5
The dates offered for consideration of the workshop on Design Standard facilitated by
Bratton Thomason of the Texas Historical Commission were February 9th, March 1st,
15th and 29th. The March 1 st date was accepted by the members provided
the date was acceptable to Bratton Thomason.
Item 6
The following houses were considered dangerous by the Code Inspectors and a
request was made to the Commission to determine whether the structures had an
architectural significance that would mandate their being rehabilitated and saved.

Jerry Raper and seconded by Paul Denny. . The motion passed unanimously.
752 3rd St N.E : Determined to have no historical significance. Motion was made
by Sue Lancaster and seconded by Jerry Raper. The motion passed unanimously.
J038 W. Shiloh; Determined to have no historical significance. Motion made by
Paul Denny and seconded by Jerry Raper.The motion passed unanimously.
336 3rd St. S.E. : Questions were raised about the premises being currently
occupied and a motion to table this address was made by Paul Denny and seconded by
Sue Lancaster. The motion passed unanimously.
117 4th St. N.W. Determined to have no historical significance. Motion made by
Jerry Raper and seconded by Claudia Hunt. The motion passed unanimously.
Item 8
A motion for adjournment was made by Sue Lancaster and seconded by Barbara
Wilson. The meeting was adjourned.
