BOARD OF COMMISSIONERS MEETING
100 GEORGE WRIGHT HOMES
March 16, 2004
12:30 p.m.
Chairman Jeff Hoog called the meeting to order as 12:34 p.m. with the following Board
members present: Lillian Brooks, Kathleen Edge, Rick Poston, and Annette Grant. Also
attending was Executive Director Denny Head, Assistant Director Sally Gibson, and Legal
Council T.K. Haynes.
Chairman Jeff Hoog asked for a motion to accept the minutes from the January 20, 2004 board of
commissioners meeting. Motion was made by Rick Poston and seconded by Kathleen Edge.
Motion was unanimous 5-0.
Item 2004-019- Approve New Income Limits-
Executive Director Denny Head informed the
board that the Paris Housing Authority had received the updated income limits from the
Department of Housing and Urban Development. Denny informed the board that the updated
income limits were to be approved by the board of commissioners prior to implementing them.
Motion was made to accept contact by Kathleen Edge and seconded by Rick Poston. Motion was
unanimous 5-0.
Item 2004-021Approve contract for shower & tub replacements TABLED

Item 2004-022Approve contract for central heating units
Denny informed the board that the
Paris Housing Authority advertised for bids for replacing central heating units. The lowest bid
was from Appliance Sales & Services. The bid was $11,517.00. Motion was made to accept bid
by Kathleen Edge and seconded by Lillian Brooks. Vote was unanimous 5-0.
Approve contract for construction for repairs on interior apartments.
Item 2004-023 Denny
Head informed the board that the Paris Housing Authority advertised for bids for construction for
repairs on interior apartments. The lowest bid was from Kil Shirley in the amount of $29,240.00.
Motion was made to accept bid by Annette Grant and seconded by Rick Poston. Vote was
unanimous 5-0.
2004-024-Approve contract for bathroom floor project.
Denny Head informed the board that the
Paris Housing Authority advertised for bids for the complete construction of bathroom and floor
improvements. The lowest bid was from Kil Shirley in the amount of $46,800.00. Motion was
made to accept bid by Annette Grant and seconded by Lillian Brooks. Vote was unanimous 5-0.
2004-025 Approve contract for lawn care service
Denny Head informed the board that the Paris
Housing Authority advertised for bids for providing lawn care and mowing at Booker T.

Washington, 13 S.E., Jackson Court, and Price Circle. The lowest bid was from B&K Lawn
Service in the amount of $14,586.00. Motion was made to accept the bid by Rick Poston and
seconded by Lillian Brooks. Vote was unanimous 5-0.
2004-026 Approve revisions to maintenance repair charges-
Denny Head informed the board
that the current schedule of tenant charges was in need of revisions. The board was presented a
copy of the updated schedule of charges. A motion was made by Kathleen Edge to accept the
new schedule of charges. Motion was seconded by Rick Poston. Vote was unanimous 5-0.
2004-027 Approve revision to Allowable Expense Level Policy
Denny Head informed the he
was obligated to have prepared and delivered to the board for approval a Operating Fund
Calculation of Operating Subsidy. Board members were provided a copy of such information.
Motion was made by Kathleen Edge to accept subsidy and seconded by Rick Poston. Vote was
unanimous 5-0.
Chairman Jeff Hoog asked if there was any further business and there being none asked for a
motion to adjourn the meeting. Motion was made by and Rick Poston seconded by Lillian
Brooks. Meeting adjourned at 2:06 p.m.
