08/11/2014 MINUTESMINUTES SPECIAL MEETING CITY OF PARIS HISTORIC PRESERVATION COMMISSION MONDAY AUGUST 11, 2014 4.00 O'CLOCK P.M. 1. The meeting of the Historic Preservation Commission was called to order at 4:00 p.m. by Chair Douglas Cox. A. The following commissioners were present: Chair Douglas Cox, Vice Chair Michael Glatfelter, Cindy Allcorn, Sherrie Holbert, and Ruth Ann Alsobrook. B. Lauri Redus and Beatrice Ardila were absent. C. Staff also present: Joey Sleeper, Historic Preservation Officer; Cheri Bedford, Main Street Manager; Robert Talley, Code Enforcement Supervisor 2. Approval of minutes from previous meeting. (July 28, 2014) Motion was made by Commissioner Alsobrook and seconded by Vice Chair Glatfelter to approve the minutes as written. The motion carried 5 -0. 3. Consideration of and action on the following Certificates of Appropriateness: A. Mural, 255 1St SW, August Hunt B. Mural, 130A/136 Bonham St., August Hunt Chair Cox introduced the items and called the applicant, August Hunt. Mr. Hunt explained that he intended to obtain photographs from the A.M. and Welma Aikin Regional Archives and enlarge them to install as murals, and that the enlarged photographs will be attached to the walls of the subject properties with an adhesive and then coated with the same adhesive for protection. Mr. Hunt presented photographs proposed to be installed at the subject property. Vice Chair Glatfelter asked if all of the photographs were relevant to the history and culture of Paris and if the murals would be made ofpaper. The applicant answered that the photographs were taken in Paris and about people and places in Paris. He further answered that the murals were paper and would be adhered by a protective adhesive and then coated by the same adhesive. Chair Cox asked if the applicant had received permission from the property owners, which Mr. Hunt answered that he had received permission from both property owners. Commissioner Alsobrook asked the applicant why he chose these buildings. Mr. Hunt answered that he chose them because he felt the murals would help make the buildings more attractive and give them more character. Chair Cox asked why the applicant chose the downtown district instead of another area in the city, and the applicant answered that he wanted to install the murals in the downtown district because he grew up in the downtown area. Vice Chair Glatfelter stated that he was not in favor of the proposed murals because they resemble billboards and not appropriate for the historic district. Commissioner Holbert stated that she felt the murals were artwork and appropriate for the downtown district because they could help revitalize the district. Commissioner Alsobrook stated that she felt the murals were artwork and could draw people to the downtown district, but was concerned about the maintenance and possible deterioration of them over time. Commissioner Allcorn stated that she felt that the proposed murals were artwork, but was concerned about the maintenance and the preparation of the wall prior to installing the murals. Mr. Hunt answered that he believed the adhesive would provide sufficient preparation for the proposed murals. Chair Cox called Mr. Talley and asked if the wall at 130AII36 Bonham St., to which the proposed mural would be attached, was structurally adequate for the mural. Mr. Talley stated that he could not determine the structural stability of the wall, but felt that the proposed murals would not affect the structural integrity of the wall. He further stated that the wall had loose plaster that would need to be removed prior to attaching the mural. Vice Chair Glatfelter asked who owned the wall at the subject property. Mr. Sleeper answered that the property was currently owned by Pat Conrad. After review and discussion of the proposed photographs, four were approved for use at the proposed locations. One photograph depicted several people with bicycles; one showed several people in a cotton field; another depicted several taxicabs; and another depicted a horse and buggy adjacent to a livery stable. Motion was made by Commissioner Holbert and seconded by Commissioner Allcorn to approve the photographs of the bicycles, taxicabs, and livery stable for use at 255 IS` SW. The motion carried 3 -1 -1 with Vice Chair Glatfelter dissenting and Chair Cox abstaining. A separate motion was made by Commissioner Allcorn and seconded by Commissioner Alsobrook to approve the proposed murals at 255 1 S` SW subject to reapproval or removal after I year. The motion carried 3 -1 -1 with Vice Chair Glatfelter dissenting and Chair Cox abstaining. A subsequent motion was made by Commissioner Holbert and seconded by Commissioner Allcorn to approve the use of the photograph of the cotton field at 130AII36 Bonham St. subject to reapproval or removal after 1 year. Adjournment With no other matters to discuss, a motion to adjourn was made by Commissioner Allcorn and seconded by Commissioner Holbert. The motion carried 5-0.
