The meeting of the Planning and Zoning Commission on Monday, August 4, 2014, was
called to order at 5:30 p. m. by Jerry Akers, Vice - Chairman.
A. The following members were present: Jerry Akers, John Lee, Mike Folmar, Billy
Trenado, James Price and Barney Bray
B. The following members were absent: Holland Harper
C. Also present were Shawn Napier, Director of Engineering, Planning and
Development; Alan Efrussy, Planning Manager; Sue Lancaster, City Council and
Ashley Fendley, Secretary for the Planning and Zoning Commission.
2. Approval of minutes from previous meetings. (July 7, 2014)
Motion was made by James Price, seconded by Mike Folmar to approve minutes for the
July 7, 2014 meeting. Motion carried 6 -0.
3. Consideration of and action on a request to City Council to enact a 180 -day moratorium
on Specific Use Permits No. 39- Mobile Home of the Zoning Ordinance.
Alan Efrussy, Planning Manager presented the request for the six -month moratorium on
Specific Use Permit No. 39- Mobile Homes of the Zoning Ordinance and a formation of a
sub - committee to evaluate mobile homes, manufactured housing, and recreational
vehicles. The Planning and Zoning Commission believed this would benefit the City of
Paris in a positive manner. Motion was made by Billy Trenado, seconded by John Lee to
approve the request to the City Council to enact a 180 -day moratorium on Specific Use
Permits No. 39- Mobile Home of the Zoning Ordinance. Motion carried 6 -0.
4. Consideration of and action on the formation of a sub - committee to evaluate mobile
homes, manufactured housing and recreational vehicles.
Alan Efrussy, Planning Manager stated the formation of a sub - committee to evaluate
mobile home, manufactured housing and recreational vehicles would be a step in the right
direction. This Planning and Zoning Commission is interested in forming a subcommittee.
Mike Folmar, James Price and John Lee have volunteered their time to be placed on the
sub - committee. Motion was made by John Lee, seconded by Mike Folmar to recommend
that the City Council establish a sub - committee to address mobile homes, manufactured
housing and recreational vehicles. Motion carried 6 -0.
S. Consideration of and action on the Preliminary Plat of Lot 1, Block A, Goodson Addition
CB 64 -B, located at 739 Pine Bluff Street.
Shawn Napier reviewed the preliminary plat with commissioners. Motion was made by
James Price, seconded by Billy Trenado to approve the preliminary plat. Motion carried
6 -0.
6 Consideration of and action on the Final Plat of Lot 1, Block A, Goodson Addition CB
64 -B, located at 739 Pine Bluff Street.
Shawn Napier reviewed the final plat with commissioners. Motion was made by Mike
Folmar, seconded by John Lee to approve the final plat. Motion carried 6 -0.
7. Consideration of and action on the Preliminary Plat of Lot 1, Block A, Mitchell Addition
CB 91, located at 719 N. E. 1St Street.
Shawn Napier reviewed the preliminary plat with commissioners. Motion was made by
Mike Folmar, seconded by John Lee to approve the preliminary plat, subject to the City
Engineer's recommendations. Motion carried 6 -0.
8. Consideration of and action on the Final Plat of Lot 1, Block A, Mitchell Addition CB 91,
located at 719 N.E. 1St Street.
Shawn Napier reviewed the final plat with commissioners. Motion was made by James
Price, seconded by Billy Trenado to approve the final plat, subject to the City Engineer's
recommendations. Motion carried 6 -0.
9. Consideration ofand action on the Preliminary Plat of Lot 1, Block A, McBay Addition CB
46, located at 223 N. W. 9th Street.
Shawn Napier reviewed the preliminary plat with commissioners. Motion was made by
John Lee, seconded by James Price to approve the preliminary plat, subject to the City
Engineer's recommendations. Motion carried 6 -0.
10. Consideration of and action on the Final Plat of Lot 1, Block A, McBay Addition CB 46,
located at 223 N. W. 9th Street.
Shawn Napier reviewed the final plat with commissioners. Motion was made by Billy
Trenado, seconded by James Price to approve the final plat, subject to the City Engineer's
recommendations. Motion carried 6 -0.
11. Consideration of and action on the Replat of Lot 1, City Block 17, located at 207
Clarksville Street.
Shawn Napier reviewed the replat with commissioners. Motion was made by Barney Bray,
seconded by John Lee to approve the replat, subject to the City Engineer's
recommendations. Motion carried 6 -0.
12. Meeting adjourned at 6:02 p.m.
