Call meeting to order Jill Drake 4:26 p.m. 2. Role taken. Quorum established. 3. Citizens Forum: 4. Approval of minutes of July 8, 2014. Motion to approve by Jerry Coyle and second by Nancy Waldrum. Motion carried. 5. Coordinator Updates: a. Cheri reported that grass growing in the sidewalks will be addressed by the City. b. Cheri reported on the PDA meeting. Held at Creative Candy Store. c. Sidewalk project is to be started late August or early September d. Cheri discussed the Pumpkin Festival. There are to be some changes to handle possible weather issues. Vendors will be asked not to abandon their booths due to weather aland to savage what you can from the weather event. If the weather is threatening we will use the new alert system to notify us of any dangers or changes. Code Red is available on the new cell phone app system for Paris Texas. Jerry Coyle questioned if there was possibility of moving the event inside. Cheri noted because Vendors travel so far and there was not a space large enough to house all of them on short notice. 6. Dale Mayberry, Paris Fire Marshall & Joey Sleeper, Building Official and Historical Preservation Officer presented a discussion of the current fire codes for the Historic District. We are using the International Building Codes established in 2006. Currently they are looking into upgrading to the 2015 codes for existing building. The code rules are available in the library. A discussion followed regarding lofts and the goal is to maintain buildings in a safe manner. Discussion followed concerning other towns where development of Historical areas seems more advanced. Cheri shared that other areas share Economic Development Funds in a different manner than in Paris, Texas. Paris EDC funds all go for Industrial Development. 7. Committee Reports: a. Organization —Jill Drake reported on the Six Squared fundraising event to be held on Sept 6. It has been moved up to 5:00 pm with the sale at 5:30 pm to be over at 7:00 pm with cleanup at 8:00 pm so folks can have time to attend Dancing with the Stars and other events on the Square. There will be the unsold 6 Squares on display somewhere on the Plaza after the event. Possibly a storefront where Upper Crust will display the canvas. b. Design: Urban Trail was discussed. Cheri reported that the downtown map is very close to be finished. August Hunt has permission from HPC to display 3 large murals of historical photographs. They will be on Main Street and Bonham Street. There is garage door size. It is his way to give back to the community. c. Promotions: Movies in the Park has made $3000.00 d. ER: no report. Cheri did describe the two type of Economic Development Models: Type A: Industrial (Paris does this), Type B: Community e. HPC: no report. Beatrice on a trip f. Chamber: no report 8. The position of the Design Committee Chairman was discussed and Nancy Waldrum was asked if she would serve again and she agreed. Glee Emmite made a motion to nominate Nancy and second by Jerry Coyle. Motion carried. 9. Jill Drake discussed changing the time of the meeting it was agreed that we would continue meeting at the usual time. 10. Future agenda items: UpTown Paris. Paperwork was presented as a new marketing concept. The document was passed out and to be discussed at a future meeting. It was from Earl Erickson. Discussion about the Fire 2016 Celebration and Missy Starnes suggested the time frame fits with TX Public Schools Week in March and it would be a good fit w/ history and education. Also there could be a sub - committee to create a list of ideas. Motion to adjourn at 5:27pm., made by Glee Emmite, Second by Missy Starnes. Motion carried. Approved this 12' day of August, 2014.
