08/25/2014 MINUTESMINUTES REGULAR MEETING CITY OF PARIS HISTORIC PRESERVATION COMMISSION MONDAY AUGUST 25, 2014 4:00 O'CLOCK P.M. The meeting of the Historic Preservation Commission was called to order at 4:07 p.m. by Chair Douglas Cox. A. The following commissioners were present: Chair Douglas Cox, Cindy Allcom, Sherrie Holbert, and Ruth Ann Alsobrook. B. Vice Chair Michael Glatfelter, Lauri Redus and Beatrice Ardila were absent. C. Staff also present: Joey Sleeper, Historic Preservation Officer; Cheri Bedford, Main Street Manager; Robert Talley, Code Enforcement Supervisor 2. Approval of minutes from previous meeting. (August 11, 2014 Special Meeting) Chair Cox noted that a correction was needed to show a unanimous vote for the I year limitation on Items 3A&B. Motion was made by Commissioner Alsobrook and seconded by Commissioner Allcorn to approve the minutes as amended. The motion carried 4 -0. 3. Public hearing and consideration of and action on the petition for the Historic District Overlay (HD) for Reverend Michael Massey on behalf of Mt. Canaan Baptist Church, Lots part of 11 and part of 12, Block 5, Texas & Pacific Addition, being located at 60 Sycamore Street. Chair Cox introduced the item and called the applicant. Mr. David L. Brown explained that he is a deacon of the church and has attended the church for 62 years. He further explained that the church was 128 years old and wanted to protect and preserve the property. Mr. Brown continued that the church was requesting the historic designation to help in their goals to preserve the church and to seekfunding. Chair Cox asked the applicant if the church had originally started on the John Chisum Ranch and whether it started as a family church or a community church. Mr. Brown answered that the church had started on the John Chisum Ranch but did not know if it started as a family church or a community church. Chair Cox then explained to the applicant that once designated as a historic district, the property would be subject to historic design standards and would require approval of the Commission for any exterior alterations. The chair further explained that the City of Paris did not currently have funding to assist in preservation efforts for the subject property. Mr. Brown acknowledged both the required approval and the absence offunding. Commissioner Allcorn asked the applicant if they had applied for a state historical marker and Mr. Brown answered that he did not know, but believed the church pastor, Rev. Michael Massey, had started that process. Commissioner Alsobrook asked if grants were available for properties that did not have official historic designation. Mr. Sleeper answered that he believed there were several public and private grants available, but official designation would benefit the church in obtaining those grants. Commissioner Allcorn reiterated to the applicant, and Chair Cox and Commissioner Alsobrook concurred, that historic designation would require the approval of the Commission prior to changing any exterior materials or colors of the building. Mr. Sleeper clarified to the applicant that existing materials would not have to be immediately altered, but any changes or repairs the church made would require approval. Chair Cox called for a motion and Mr. Sleeper explained that the motion would need to specify that the property meets one or more of the seven criteria in Section 7-155 (b) of the Paris Code or Ordinances. A motion was made by Commissioner Alsobrook to recommend designation of the property as historically significant by specifically meeting criteria 1, 2, 3, 6, and 7 of Section 7 -155. The motion was seconded by Commissioner Allcorn and carried by a vote of 4 -0. 4. Discussion and possible action on one or more subcommittees to make recommendations on materials and products used in historic districts. Chair Cox introduced the item and asked for volunteers for the subcommittee. Commissioners Holbert and Allcorn agreed to serve on the subcommittee, and Chair Cox said that Vice Chair Glatfelter had previously agreed to serve. The Chair instructed that the subcommittee would meet at a time and place of their choice and report back to the Commission at a future meeting. No action was taken. 5. Discussion Items A. Treatment of historic structures scheduled for demolition. Nothing was discussed and no action was taken. B. Continued discussion on murals Chair Cox and Mr. Sleeper suggested that a thorough set of guidelines be established and included in the Design Standards for the Historic Districts. The item was further discussed and no action was taken. 6. Future Agenda Items Chair Cox requested future items to discuss the treatment of historic structures scheduled for demolition, and to hear a report from the subcommittee. The Chair also suggested a future item to discuss a possible change in the meeting day and time of the Commission. No action was taken. 7. Adjournment With no other matters to discuss, a motion to adjourn was made by Commissioner Holbert and seconded by Commissioner Allcorn. The motion carried 4 -0.
