09/18/2014MINUTES OF THE CITY COUNCIL SPECIAL MEETING OF THE CITY OF PARIS, TEXAS September 18, 2014 The City Council of the City of Paris met for a special meeting at 5:10 p.m. on Monday, September 18, 2014, at the City Council Chamber, 107 E. Kaufinan, Paris, Texas. Present: Mayor: Matt Frierson Council Members: Aaron Jenkins; Billie Lancaster; Benny Plata; Richard Grossnickle; Edwin Pickle; and A.J. Hashmi City Staff. John Godwin, City Manager; Kent McIlyar, City Attorney; Janice Ellis, City Clerk; Gene Anderson, Finance Director; Shawn Napier, City Engineer; Jerry McDaniel, Public Works Director; and Doug Harris, Utilities Director Call meeting to order. Mayor Frierson called the meeting to order at 5:15 p.m. 2. Conduct the second public hearing on the City's proposal to increase tax revenues from the preceding tax year and to set the tax rate for 2014. Mayor Frierson opened the public hearing and asked for anyone wishing to speak about this item, to please come forward. With no one speaking, Mayor Frierson closed the public hearing. 3. Discuss relief for 4 downtown owners for temporary removal of electric power lines, so that repairs to buildings can progress safely. Pursue reimbursement from Texas Utilities and Oncor. Discuss and take action. A Motion to remove this item from the table was made by Council Member Lancaster and seconded by Council Member Jenkins. Motion carried, 6 ayes — 0 nays. Council Member Lancaster asked Oncor representative David Collier if he would explain to Council the outcome of discussions. Mr. Collier said Oncor looked at several different scenarios and the best solution was to move the major line and transformers to the east side of First Street and have a secondary line run to needed businesses. He said this would a permanent fix and would cost the four businesses a combined total of $4,220.32. Council Member Lancaster confirmed with Mr. Collier that this solution would remove the arc and eliminate the safety issue. Council Member Hashmi arrived to the meeting at 5:18 p.m. Council Member Pickle inquired if Richard Hunt had applied for a grant with the City and Mr. Godwin said the City had not received an application from Mr. Hunt. Mr. Hunt said he thought Oncor should pay the Special Meeting September 18, 2014 Page 2 entire amount, but that he was willing to work with them. Council Member Lancaster told Mr. Hunt that Mr. Godwin had suggested that he would qualify for the grant and asked him to complete the application. Mr. Hunt said he would do so. 4. Adjournment. There being no further business, a Motion to adjourn was made by Council Member Pickle and was seconded by Council Member Plata. Motion carried, 7 ayes — 0 nays.
