1. The meeting of the Planning and Zoning Commission on Monday, October 6, 2014, was
called to order at 5:30 p.m. by Holland Harper, Chairman.
A. The following members were present: Holland Harper, Jerry Akers, Mike Folmar,
James Price and John Lee
B. The following members were absent: Barney Bray and Billy Trenado
C. Also present were Shawn Napier, Director of Engineering, Planning and
Development; Alan Efrussy, Planning Manager; and Ashley Fendley, Secretary for
the Planning and Zoning Commission.
2. Approval of minutes from previous meetings. (September 2, 2014)
Motion was made by Mike Folmar, seconded by James Price to approve minutes for the
September 2, 2014 meeting. Motion carried 5 -0.
3. Public hearing and consideration of and action on the proposed Cox Field Planned
Development Airport Zoning District Ordinance, generally located as follows: On the
south slightly east of Cobb Ranch Road extending along Clarksville Street, then following
the Paris city limit line to its eastern boundary; on the east following the Paris city limit
boundary; on the north following the Paris city limit boundary to slightly east of Cobb
Ranch Road; and on the west from a line extending south from the Paris city limits to
Clarksville Street (U.S. Hwy 217).
Public hearing was declared open.
A. One individual spoke in favor of the petition.
Jack Ashmore, 4135 Lakeshore Drive Reno Texas, spoke in favor of the petition.
Mr. Ashmore Chairman of the Airport Advisory Board and the Joint Subcommittee
stated he believes this is a step in the right direction to bring businesses to the
Airport.
B. Six individuals spoke neither for nor against the petition.
Mary Ann Hearon, PO Box 253 McKinney, Texas. Mrs. Hearon stated she is
concerned how the new ordinance will affect her property if she is ever annexed.
Kari Lemons, 2249 HAY 271 South Paris, Texas. Mrs. Lemons was concerned her
property is in red marked airport property expansion and what this ordinance would
do to her property.
Reed Blackman, 2201 Augusta McKinney, Texas. Mr. Blackman stated he was a
friend of Mary Ann Hearon and he was had concerns about water and sewer issues.
Jim Ferguson, 1659 HWY 271 South Paris, Texas. Mr. Ferguson stated he wanted
to know why the city was concerned about property that wasn't in the city limits.
Debbie Hudgens, 6445 FM 1508 Paris, Texas. Mrs. Hudgens stated she was
making a statement to be a part of the zoning change.
Doris Poole, 2451 Culbertson Paris Texas, spoke neither for nor against the
petition. Mrs. Poole just wanted to make sure this ordinance wouldn't keep her
from selling her home.
Public hearing was declared closed.
Motion was made by Holland Harper, seconded by James Price to table the petition and
schedule two meetings in October with the Airport Advisory Board, the Joint
Subcommittee and concerned citizens. Motion carried 5 -0.
4. Consideration of and action on the Final Plat of the Summerwood Estates Phase II.
Shawn Napier reviewed the final plat with commissioners. Motion was made by James
Price, seconded by Jerry Akers to approve the final plat, subject to the City Engineer's
recommendations. Motion carried 5 -0.
5. Meeting adjourned at 6:45 p.m.
