08/28/2014 MINUTESSPECIAL MEETING AIRPORT ADVISORY BOARD COUNCIL CHAMBERS 107 E. KAUFMAN STREET PARIS, TEXAS THURSDAY, AUGUST 28, 2014 5:30 O'CLOCK PM The Airport Advisory Board meeting was called to order by Jack Ashmore, Chairman, at 5: 30 p. m. A. The following members were present: Ray Ball, Matt Birch, Dennis Ashby, Jack Ashmore and Chris Fitzgerald B. The following members were absent: Gary Tolleson and Phillip Payne C. Also present was: Shawn Napier, Airport Director; Jerry Richey, Airport Manager; Alan Efrussy, Planning Manager; and Ashley Fendley, City Staff. 2. Approval of minutes from previous meetings. (July 17, 2014) Motion was made by Ray Ball seconded by Dennis Ashby to approve the minutes for July 17, 2014 meeting. Motion carried 5 -0. 3. Report from Shawn Napier, Airport Director. Shawn Napier discussed the handouts which included a map of the cox field terminals and leases, hangar rental list, hangar lease expiration dates and a table regarding the cost of t- hangars in surrounding areas compared to cox field. Mr. Napier further stated he is working with Kent McIlyar, City Attorney on the hangar lease, an aircraft related business lease and an industrial /commercial building lease policy. 4. Discussion session regarding proposed Cox Field Planned Development Airport Zoning District Ordinance. Alan Efrussy, Planning Manager presented the Cox Field Planned Development Airport Zoning District Ordinance to the board members. Part A. Goals and Objectives — This provides support for the permitting, not permitting, or the requirement of Specific Use Permits for various land uses. The unique relationship of aircraft activity in proximity to various land uses requires particular protections in conjunction with developmental opportunities. Part B. — Environmental Evaluation — This section strongly encourages all prospective developers to review the documents listed to optimize both man —made and natural environmental elements to protect eco— systems and structures of historic /cultural importance, and to meet legal requirements regarding environmental protections. Part C. — Purposes of each Subzone — This Planned Development zoning is comprised of five separate subzones. The purpose of each subzone is described so that the development and business communities, citizens, staff, and the planning and zoning commission and city council can better appreciate what the physical development intent is for the entirety of each subzone. This provides a basis for evaluating land use requests for uses that are currently unlisted or to be created in the future. It also aids in the refinement of developments that are currently permitted and/or that require a Special Use Permit. Part D. — Actual Ordinance Regulations — This is the heart of this ordinance. It indicates land uses that are permitted, not permitted, or which require a Special Use Permit. It also states requirements that address protection of life and /or property. The Goals and Objectives in Part A have established the justification for allowing or disallowing (or SDP's) many of the land uses in this ordinance. Exhibits — These maps illustrate the five sub —zones of this ordinance, and graphically portray their relationship to each other, and to their immediate environs. Appendices — This information provides noise evaluation criteria; illustrations from the Cox Field Master Plan to relate to this proposed zoning ordinance; and sources from the Federal Aviation Administration that will help applicants in their development process. The Airport Advisory Board was very pleased with Alan Efrussy presentation. 5. Discussion and possible action regarding the 2014 Fly -In at the Cox Field Airport. The Airport Advisory Board discussed the issues regarding funding for the 2014 Fly -In. Motion was made by Ray Ball, seconded by Chris Fitzgerald to cancel the Fly -In for 2014 and looking into possible dates in 2015. 6 Request for future agenda items.
