09/22/2014 MINUTESMINUTES REGULAR MEETING CITY OF PARIS HISTORIC PRESERVATION COMMISSION MONDAY SEPTEMBER 22, 2014 4:00 O'CLOCK P.M. The meeting of the Historic Preservation Commission was called to order at 4:02 p.m. by Chair Douglas Cox. A. The following commissioners were present: Chair Douglas Cox, Vice Chair Michael Glatfelter, Cindy Allcorn, and Ruth Ann Alsobrook. B. Lauri Redus, Beatrice Ardila, and Sherrie Holbert were absent. C. Staff also present: Joey Sleeper, Historic Preservation Officer; Alan Efrussy, Planning Manager 2. Approval of minutes from previous meeting. (August 25, 2014) Motion was made by Commissioner Alsobrook and seconded by Vice Chair Glatfelter to approve the minutes as written. The motion carried 4 -0. -- CONSENT AGENDA — [Items appearing on this consent agenda may be approved by a single vote of the Commission, with such approval applicable to all items appearing on said agenda. If any Commission member desires to discuss and consider separately any item appearing on the consent agenda, that Commission member may do so by requesting that the item be removed from the consent agenda and considered as a separate item.] 3. Discussion of and possible action regarding the following structures considered by code inspectors to be in violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures," to determine whether such buildings or structures can be rehabilitated and designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City Council of the City of Paris. Code Enforcement recommends demolition of the following structures: A. 360 NW 3rd B. 327 NW 14th C. 548 NW 14th D. 251 NW 25th E. 141 NW 25th Chair Cox introduced the item and called for discussion. Motion was made by Vice Chair Glatfelter and seconded by Commissioner Alsobrook to recommend demolition of the structures to the Building and Standards Commission. The motion carried 4 -0. 4. Discussion Items A. Treatment of historic structures scheduled for demolition. Chair Cox introduced the item and called for discussion. Vice Chair Glatfelter explained that some homes that are demolished might have historically significant feature or items that should be salvaged and possibly reused in other historic structures. Mr. Sleeper explained that the city could not salvage materials from privately owned property and that if a person or company wanted to salvage the materials that permission from the property owner would need to be obtained. No action was taken. B. Continued discussion on murals Chair Cox introduced the item and called for discussion. Mr. Sleeper distributed copies of a draft mural ordinance to the commission and introduced Mr. Efrussy. Mr. Efrussy explained that the draft ordinance was written to address murals in the Historic Downtown District. Chair Cox requested that commissioners review the draft ordinance for discussion and possible action at a future meeting. No action was taken. 5. Receive and discuss draft report from subcommittee for recommendations on materials and products used in historic districts. Chair Cox introduced the item and requested a report from Vice Chair Glatfelter. Vice Chair Glatfelter explained that the subcommittee had met once to discuss synthetic materials, protection of historic glass, and proper mortars for historic masonry. He further explained that the subcommittee would meet again and return a final report to the commission at a future meeting. No action was taken. 6. Discussion and possible action on a new Commission meeting schedule Chair Cox introduced the item and called for discussion. After discussion of meeting times a motion was made by Vice Chair Glatfelter and seconded by Commissioner Alsobrook to hold a regular meeting on the second Wednesday of each month at 4:00 p.m. and special meetings on an as- needed basis. The motion carried 4 -0. 7. Future Agenda Items Chair Cox requested future agenda items to discuss the final report from the subcommittee for recommendations on materials and products used in historic districts, and to discuss the draft of the mural ordinance. No action was taken. 8. Adjournment With no other matters to discuss, a motion to adjourn was made by Vice Chair Glatfelter 2 and seconded by Commissioner Allcorn. The motion carried 4 -0.
