The meeting of the Planning and Zoning Commission on Monday, November 3, 2014, was
called to order at 5:30 p.m. by Holland Harper, Chairman.
A. The following members were present: Holland Harper, Billy Trenado, James Price
and John Lee
B. The following members were absent: Barney Bray, Jerry Akers and Mike Folmar
C. Also present were Shawn Napier, Director of Engineering, Planning and
Development; Alan Efrussy, Planning Manager; Sue Lancaster, City Council; and
Ashley Fendley, Secretary for the Planning and Zoning Commission.
2. Approval of minutes from previous meetings. (October 6, 2014; October 21, 2014)
Motion was made by James Price, seconded by John Lee to approve minutes for the
October 6, 2014 meeting. Motion carried 4 -0.
Motion was made by James Price, seconded by Billy Trenado to approve minutes for the
October 21, 2014 meeting, with corrections. Motion carried 4 -0.
3. Public hearing and consideration of and action on the petition of Greg Winn for a change
in zoning from a Single Family Dwelling District No. 2 (SF -2) to a Commercial District
(C) on Lot 20, City Block 222 -B, being located at 130 N.E. 25' Street.
Public hearing was declared open.
A. One individual spoke in favor of the petition.
Greg Winn, 120 25th Street N.E. Paris, Texas, spoke in favor of the petition. Mr.
Winn stated he was looking for approval on the zoning change to relocate his
business next door. Mr. Harper asked how he was planning on providing a noise
barrier. Mr. Winn stated he would install a fence.
B. No one spoke in opposition.
Public hearing was declared closed.
Motion was made by John Lee, seconded by Billy Trenado to approve the petition. Motion
carried 4 -0.
4. Public hearing and consideration of and action on the petition ofMTG Engineers &
Surveyors on behalf of David Robinson for a change in zoning from a Agriculture District
(A) to a Commercial District (C) on Part of Lot 7, City Block 318, being located in the
3100 Block off .E. Loop 286.
Public hearing was declared open.
A. One individual spoke in favor of the petition.
David Williams, MTG Engineering & Surveyors of Texarkana, Texas spoke in
favor of the petition. Mr. Williams stated he was looking for approval on the zoning
change to start the development process for a Wendy's restaurant to be located at
this location.
B. One individual spoke neither for nor against the petition.
Richard Grossnickle, 1815 34th Street N.E. Paris, Texas has concerns about the
drainage issues on the property. Mr. Napier stated these issues will be addressed
during the platting process.
C. No one spoke in opposition.
Public hearing was declared closed.
Motion was made by John Lee, seconded by Billy Trenado to approve the petition. Motion
carried 4 -0.
Motion was made by Billy Trenado, seconded by John Lee to recuse Holland Harper.
Motion carried 4 -0.
5. Consideration of and action on the Preliminary Plat of Lot I & 2, BlockA, Robinson 318 -7
Addition, located in the 3100 Block off .E. Loop 286
Shawn Napier reviewed the preliminary plat with commissioners. Motion was made by
James Price, seconded by Billy Trenado to approve the preliminary plat, subject to the City
Engineer's recommendations. Motion carried 3 -0.
Motion was made by James Price, seconded by Billy Trenado for Holland Harper to return
to the meeting. Motion carried 3 -0.
6 Consideration of and action on the Preliminary Plat of Lot 1, Block A, Kelley Addition CB
78, located at 623 North Main Street.
Shawn Napier reviewed the preliminary plat with commissioners. Motion was made by
John Lee, seconded by James Price to approve the preliminary plat, subject to the City
Engineer's recommendations. Motion carried 4 -0.
7. Consideration of and action on the Final Plat of Lot 1, Block A, Kelley Addition CB 78,
located at 623 North Main Street.
Shawn Napier reviewed the final plat with commissioners. Motion was made by Billy
Trenado, seconded by James Price to approve the final plat, subject to the City Engineer's
recommendations. Motion carried 4 -0.
Motion was made by Billy Trenado, seconded by John Lee to recuse Holland Harper.
Motion carried 4 -0.
8. Consideration of and action on the Preliminary Plat of Lot 1, Block A, Preston Acres,
located in the 1200 Block of CR 12140.
Shawn Napier reviewed the preliminary plat with commissioners. Motion was made by
James Price, seconded by Billy Trenado to approve the preliminary plat, subject to the City
Engineer's recommendations. Motion carried 3 -0.
9. Consideration of and action on the Final Plat of Lot 1, Block A, Preston Acres, located in
the 1200 Block of CR 12140.
Shawn Napier reviewed the final plat with commissioners. Motion was made by Billy
Trenado, seconded by James Price to approve the final plat, subject to the City Engineer's
recommendations. Motion carried 3 -0.
10. Meeting adjourned at 6:11 p.m.
