BACKGROUND: Due to the age and condition of the wastewater treatment plant infrastructure
we have determined the need to evaluate a complete rehabilitation of the existing facility.
STATUS OF ISSUE: Requests for Statements of Qualifications for Professional Engineering
Services were advertised in September 2013, specific to construction of a new treatment plant or
comprehensive rehabilitation of existing facilities. The qualifications of three (3) engineering
firms were evaluated by the City Manager, City Engineer, WWTP Superintendent and Director
of Utilities. Upon completion of extensive evaluation, discussion with professional references,
and site visits to facilities engineered by each of the firms, Garver USA was selected in October
2014, with a memorandum of understanding executed November 3, 2014. Garver USA has
partnered with Freese & Nichols, Inc. and Hayter Engineering, Inc. for the wastewater treatment
plant project.
BUDGET: At present there is no fiscal impact on the budget; fees for professional engineering
services have not been negotiated and no contract has been executed; Garver USA has agreed to
seek funding options for the project at no cost to the City.
RECOMMENDATION: No action required.

Improvements and Expansion
Dear Mr. Harris
As discussed, we are very pleased to be selected for your WWTP Improvements and Expansion
project and thankful for your confidence in Garver. We look forward to delivering the most cost -
effective solution for the facility and developing a long -term trust relationship with the City of Paris.
We understand you have reviewed our proposed qualifications, are supportive of our scope, and
intend to execute a contract for professional services after approval by the City Council during your
meeting in January. We anticipate, that pending our continued positive performance, this future
contract will cover professional services including conceptual design, preliminary design, final design,
bidding, construction phase services and start up and commissioning.
For your convenience until then, and as we promised, we intend to work toward helping you secure
funding for the project by accomplishing the following:
1. Meet with Texas Water Development Board to discuss funding programs, options, and rates.
2. Fill out applications for Regional Planning Grants and CWSRF funding programs.
3. Investigate other funding opportunities including Economically Distressed Area Program and
Green Energy Programs.
4. Brief Paris Staff on funding opportunities and provide direction as needed.

During our performance of these preliminary funding support services, we acknowledge the City of
Paris has no obligation to pay Garver any amount unless and until our contract is approved by the
City Council and executed. After that, the City's financial obligations to Garver, for this work and
future work, will be only as specifically defined in our contract and negotiated.
