SUBJECT: TDHA HOME RESERVATION SYSTEM PROGRAM

BACKGROUND: The City currently is a participant in the Texas Department of Housing and
Community Affairs HOME Reservation System Program. The Reservation system is a funding
pool the agency reserves for all entities that have an agreement to participate. Funds are accessed
based on eligible applications received until the funding is depleted.
The program is designed to assist qualified single- family households with rehabilitation or
reconstruction of their existing homes. Applicants are screened for: a clear title to the property,
verification of income (must be low /moderate), and level of need for the property (rehabilitation
vs. reconstruction).
The current contract has been able to assist with the demolition and reconstruction of nine
dilapidated homes within the City.
STATUS OF ISSUE: Continued participation in the HOME HRA program requires a resolution
authorizing the submission of an application to the Texas Department of Housing and
Community Affairs and designating John Godwin as the City's Chief Executive Officer and
Authorized Representative in connection with and participation in this program.
BUDGET: Match requirements are currently waived for the program.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS, AUTHORIZING THE SUBMISSION OF AN
APPLICATION TO THE TEXAS DEPARTMENT OF HOUSING
AND COMMUNITY AFFAIRS TO PARTICIPATE IN THE
RESERVATION SYSTME FOR HOME FUNDS; GRANTING
AUTHORITY TO THE CITY MANAGER TO EXECUTE ANY AND
ALL OTHER INSTRUMENTS REQUISITE IN IMPLEMENTING
SAID RESOLUTION, AND AUTHORIZING THE CITY CLERK OR
THE CITY EXECUTIVE ASSISTANT TO AUTHENTICATE THE
CITY MANAGERS' SIGNATURE TO ANY AND ALL OTHER
INSTRUMENTS REQUISITE IN IMPLEMENTING SAID
RESOLUTION; MAKING OTHER FINDINGS AND PROVISIONS
RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE
DATE.
WHEREAS, the City of Paris desires to continue to develop a viable urban
community, including decent housing and a suitable living environment principally for
persons of low /moderate income; and
WHEREAS, certain substandard housing conditions exist which represent a health
and safety threat to families residing in such structures; and
WHEREAS, the City Council supports the City's application for funding;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PARIS, TEXAS:
Section 1. That the findings set out in the preamble of this resolution are hereby in
all things approved.
Section 2. That a submission of an application for Reservation System Participation
of HOME Funds is hereby authorized to be filed on behalf of the City with the Texas
Department of Housing and Community Affairs.
Section 3. That the submission will be for grant funds to carry out Homeowner
Rehabilitation Assistance for housing reconstruction and rehabilitation. Project cost will
include eligible hard and soft costs and allowable administration/operating funds.
Section 4. That the City Council directs and designates the City Manager, John
Godwin, as the City's Chief Executive Officer and Authorized Representative to act in all
matters in connection with this submission and the City's participation in the HOME
Program.
Section 5. That the City contribute project match as required by the 2013 rules.
Section 6. That the City commits a cash reserve in the amount of $80,000 designated
for payment of requested project expenses before receiving reimbursement by the State of
Texas.
Section 7. That this resolution shall be effective from and after the date of
passage.
