1. Johnny Norris called the Building and Standards Commission Meeting to order at
3:00 P.M.
Roll was called.

2. Approval of minutes from previous meetings. (September 15, 2014)
Motion was made by Sally McEwin and seconded by Ben Vaughn to approve the
minutes for October 20, 2014 meeting.
Motion carried unanimously. 6 -0
3. Public Hearing to consider presentations by City of Paris Code Inspectors and
owner(s) and /or lien holder(s) of the below properties who have been given notice of
a violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris,
Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures ":
A. 709 E Tudor; City Block 71 -A, Lot 8
Owner: Thomas Burton C/O Margaret M Clement 853 NE 8th Paris, TX

Robert Talley stated that this structure was brought before the Building and
Standards Commission in September and was given 30 days to make a plan to
repair and sale the structure. Robert hasn't heard from the property owner since.
There's roof damage, foundation damage, the structure is leaning to the west,
buckling, lots of junk and rubbish and inside damage.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.
Motion was made by Ben Vaughn, seconded by Jon McFadden to accept
Robert Talley's recommendation. Motion carried unanimously. 6 -0
B. 1226 SE 15th; Gibbons - Braden addition Block 8, Lot 7
Owner: WT Bill Pinson C/O Carl Pinson 87 CR 43310 Paris, TX 75462
Back Taxes Owed: $12782.68
No contact with owners. WT Bill Pinson is deceased.
Robert Talley stated that the structure is unsecure, has lots of junk and rubbish,
vandals are stripping the wires, has holes in the ceiling and missing wood.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.
Discussion on back taxes and that they have not been paid since 1999.
Motion was made by Wendell Moore, seconded by Sally McEwin to accept
Robert Talley's recommendation. Motion carried unanimously. 6 -0
C. 285 W Neagle; Subdivision of Blk 170 -B, Block B, Lot 6
Owner: Gaspar Sanchez 3160 Margaret Paris, TX 75460
Back Taxes Owed: $512.97
Owner is deceased but contact has been made with TK Hanes Mr. Sanchez's
father in law. Mr. Hanes agrees the structure needs to be demolished and has
asked for 90 days to have it done.
Mr. Talley stated that wood is missing, there are holes in the ceiling, exposed
wiring and plumbing, there's mold, trees have busted the window and the roof is
leaking.
Robert Talley's recommendation: 90 days to demolish and 10 days to secure
if not the City have the right to demolish and apply a $1000 per day civil
penalty.
Motion was made by Jon McFadden, seconded by Chad Lindsey to accept
Robert Talley's recommendation. Motion carried unanimously. 6 -0
D. 1919 E Cherry; City Block 277 -D, Lot 2
Owner: Gerald Eugene White 14754 FM 906 E Paris, TX 75462
Back Taxes Owed: $8103.08
Robert Talley met Mr. White's wife at the property. Mrs. White said she would
discuss the situation with her husband and get back to Robert and he hasn't heard
back from them.
Robert Talley stated the foundation is rotten, it has a sagging roof, the front porch
is falling in, the siding is swelling up, there's a large hump in the roof and holes in
the walls.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.
Motion was made by Wendell Moore, seconded by Sally McEwin to accept
Robert Talley's recommendation. Motion carried unanimously. 6 -0
E. 2635 & 2645 E Price; City Block 255 -A, Lot 7 & 8
Owner: Joseph H & Reba J Rayn 1795 Fairfax St. Paris, TX 75460
Back Taxes Owed: $38445.48 No taxes have been paid since 1992.
No Contact with Owner
Robert Talley stated that there are two houses and a shed. Trees have grown in the
first structure, it's unsecure with missing and deteriorated wood, the foundation is
damaged, there are holes in the roof and the roofs leaking, and the structure has
lots of junk and rubbish in it.
Robert Talley stated the second structure is brick and the bricks are broken, the
foundation is damaged, it's unsecure, the inside has lots of damage and large
holes are in the ceiling.
Robert Talley stated the shed is falling in and with lots of deterioration.
Robert Talley's recommendation: 30 days to demolish all three structures
and 10 days to secure the structures if not the City has the right to demolish
and apply a $1000 per day civil penalty.
There was a discussion on securing the structures and the cost of the project.
Motion was made by Chad Lindsey, seconded by Wendell Moore to accept
Robert Talley's recommendation. Motion carried unanimously. 6 -0
4. Code Enforcement update.
(1). Mr. Talley stated that there were five (5) structures demolished in October
and that several structures were moved up on the list due to being a threat.
(2). Chad Lindsey asked about the 2012 structure status. Several are on the list to
be demolished this month and one is in court.
(3). Chad Lindsey asked about the downtown structure by the skate park that has
the fence around it. Robert Talley stated that the structure had already come
before the Building and Standard Commission and had been bought by the
Harpers and they are trying to keep the structure historic and safe at the same
time. Robert will talk to the Harpers about securing the structure better.
(4). Johnny Norris asked about the trailer park at the 3200 block of Clarksville.
Robert Talley stated that the property looked better and that about 90% of the
vegetation has been removed.
5. Future agenda items
(1). Stephanie Harris and the Fire Chief asked if the Building and Standard
Commission would like for them to invite the new tax attorney to the January
meeting to explain his process. The Committee said they would love that.
(2.) There will be no meeting in December due to the holidays.
6. Adjournment
Motion was made by Chad Lindsey, seconded by Jon McFadden to adjourn
the meeting at 3:35pm. Motion carried unanimously. 6 -0
